    Costs and efficiency of highway concessionaires: a survey of Italian operators

    Measuring the productivity of highway concessionaires is very relevant, especially when a price cap regulation is applied where tariff increases are based on expected improvements of productivity. Output may be measured in terms of traffic or network length, or a combination of both, while quality of service should ideally be accounted for. To measure productivity we consider only operating costs, as amortization and financial costs depend upon the original highway design and historical costs. A cross section analysis of the Italian concessionaires shows that: 1) operating costs depend on both traffic and capacity; 2) economies of scale are relevant but their estimate is very sensitive to the model specification; 3) there are large differences in efficiency among operators, indicating that there could be significant room for yardstick competition. We subsequently consider the main economic data regarding the major Italian concessionaire (Autostrade spa) over two decades. Revenues increased greatly, even more than traffic, while operating costs remained substantially stable in real terms, as the automation of toll collection allowed the company to reduce the number of collectors by almost half. Finally, a comparison between Italian and French concessionaires shows that the latter have much lower operating costs, which cannot be entirely explained by economies of scale or lower personnel costs.Highway; Regulation; Productivity; Price-cap

    MSW Management in Mountainous Areas: Outcomes from a Comparison Between Two Italian Provinces

    In the present paper, two case studies are reported regarding the municipal solid waste (MSW) management trend in the last decades in two Italian areas in order to propose some guidelines for replicating the approaches. The first case study has a very good selective collection (SC) rate that is expected to reach 80 % in a few years. SC is made mainly kerbside. There is no thermo-chemical plant in the territory (but a part of the residual MSW is burnt in an external combustion plant). A local plant combines anaerobic digestion with post-composting as a main destination for food waste and green waste. A sanitary landfill receives the main stream of locally pre-treated residual MSW. The adopted tariff helped increasing the SC rate: since 2013, the punctual tariff has been adopted. The second case study concerns an area where SC reached about 75 % in 2019, before the pandemic period that affected the performances of the sector. The punctual tariff has been recently introduced. In the territory, there are an incineration plant and a Solid Recovered Fuel (SRF) plant that sends the final product mainly to a cement factory. No plant for the biodegradable waste exists locally (export is adopted). Looking at the two case-studies, useful waste guidelines for similar areas could be set up starting from these experiences

    Pattern of care and effectiveness of treatment for glioblastoma patients in the real world: Results from a prospective population-based registry. Could survival differ in a high-volume center?

    BACKGROUND: As yet, no population-based prospective studies have been conducted to investigate the incidence and clinical outcome of glioblastoma (GBM) or the diffusion and impact of the current standard therapeutic approach in newly diagnosed patients younger than aged 70 years. METHODS: Data on all new cases of primary brain tumors observed from January 1, 2009, to December 31, 2010, in adults residing within the Emilia-Romagna region were recorded in a prospective registry in the Project of Emilia Romagna on Neuro-Oncology (PERNO). Based on the data from this registry, a prospective evaluation was made of the treatment efficacy and outcome in GBM patients. RESULTS: Two hundred sixty-seven GBM patients (median age, 64 y; range, 29-84 y) were enrolled. The median overall survival (OS) was 10.7 months (95% CI, 9.2-12.4). The 139 patients 64aged 70 years who were given standard temozolomide treatment concomitant with and adjuvant to radiotherapy had a median OS of 16.4 months (95% CI, 14.0-18.5). With multivariate analysis, OS correlated significantly with KPS (HR = 0.458; 95% CI, 0.248-0.847; P = .0127), MGMT methylation status (HR = 0.612; 95% CI, 0.388-0.966; P = .0350), and treatment received in a high versus low-volume center (HR = 0.56; 95% CI, 0.328-0.986; P = .0446). CONCLUSIONS: The median OS following standard temozolomide treatment concurrent with and adjuvant to radiotherapy given to (72.8% of) patients aged 6470 years is consistent with findings reported from randomized phase III trials. The volume and expertise of the treatment center should be further investigated as a prognostic factor

    Measurement of inclusive π0\pi^{0} production in hadronic Z0Z^{0} decays

    An analysis is presented of inclusive \pi^0 production in Z^0 decays measured with the DELPHI detector. At low energies, \pi^0 decays are reconstructed by \linebreak using pairs of converted photons and combinations of converted photons and photons reconstructed in the barrel electromagnetic calorimeter (HPC). At high energies (up to x_p = 2 \cdot p_{\pi}/\sqrt{s} = 0.75) the excellent granularity of the HPC is exploited to search for two-photon substructures in single showers. The inclusive differential cross section is measured as a function of energy for {q\overline q} and {b \bar b} events. The number of \pi^0's per hadronic Z^0 event is N(\pi^0)/ Z_{had}^0 = 9.2 \pm 0.2 \mbox{(stat)} \pm 1.0 \mbox{(syst)} and for {b \bar b}~events the number of \pi^0's is {\mathrm N(\pi^0)/ b \overline b} = 10.1 \pm 0.4 \mbox{(stat)} \pm 1.1 \mbox{(syst)} . The ratio of the number of \pi^0's in b \overline b events to hadronic Z^0 events is less affected by the systematic errors and is found to be 1.09 \pm 0.05 \pm 0.01. The measured \pi^0 cross sections are compared with the predictions of different parton shower models. For hadronic events, the peak position in the \mathrm \xi_p = \ln(1/x_p) distribution is \xi_p^{\star} = 3.90^{+0.24}_{-0.14}. The average number of \pi^0's from the decay of primary \mathrm B hadrons is found to be {\mathrm N} (B \rightarrow \pi^0 \, X)/\mbox{B hadron} = 2.78 \pm 0.15 \mbox{(stat)} \pm 0.60 \mbox{(syst)}

    Search for Neutral Heavy Leptons Produced in Z Decays

    Weak isosinglet Neutral Heavy Leptons (νm\nu_m) have been searched for using data collected by the DELPHI detector corresponding to 3.3×1063.3\times 10^{6} hadronic~Z0^{0} decays at LEP1. Four separate searches have been performed, for short-lived νm\nu_m production giving monojet or acollinear jet topologies, and for long-lived νm\nu_m giving detectable secondary vertices or calorimeter clusters. No indication of the existence of these particles has been found, leading to an upper limit for the branching ratio BR(BR(Z0νmν)^0\rightarrow \nu_m \overline{\nu}) of about 1.3×1061.3\times10^{-6} at 95\% confidence level for νm\nu_m masses between 3.5 and 50 GeV/c2c^2. Outside this range the limit weakens rapidly with the νm\nu_m mass. %Special emphasis has been given to the search for monojet--like topologies. One event %has passed the selection, in agreement with the expectation from the reaction: %e+eˉννˉe^+e^- \rightarrow\ell \bar\ell \nu\bar\nu. The results are also interpreted in terms of limits for the single production of excited neutrinos
