The Physical Basis for Long-lived Electronic Coherence in Photosynthetic Light Harvesting Systems
The physical basis for observed long-lived electronic coherence in
photosynthetic light-harvesting systems is identified using an analytically
soluble model. Three physical features are found to be responsible for their
long coherence lifetimes: i) the small energy gap between excitonic states, ii)
the small ratio of the energy gap to the coupling between excitonic states, and
iii) the fact that the molecular characteristics place the system in an
effective low temperature regime, even at ambient conditions. Using this
approach, we obtain decoherence times for a dimer model with FMO parameters of
160 fs at 77 K and 80 fs at 277 K. As such, significant
oscillations are found to persist for 600 fs and 300 fs, respectively, in
accord with the experiment and with previous computations. Similar good
agreement is found for PC645 at room temperature, with oscillations persisting
for 400 fs. The analytic expressions obtained provide direct insight into the

First Clear Signature of an Extended Dark Matter Halo in the Draco Dwarf Spheroidal
We present the first clear evidence for an extended dark matter halo in the
Draco dwarf spheroidal galaxy based on a sample of new radial velocities for
159 giant stars out to large projected radii. Using a two parameter family of
halo models spanning a range of density profiles and velocity anisotropies, we
are able to rule out (at about the 2.5 sigma confidence level) haloes in which
mass follows light. The data strongly favor models in which the dark matter is
significantly more extended than the visible dwarf. However, haloes with
harmonic cores larger than the light distribution are also excluded. When
combined with existing measurements of the proper motion of Draco, our data
strongly suggest that Draco has not been tidally truncated within ~1 kpc. We
also show that the rising velocity dispersion at large radii represents a

The Absence of Extra-Tidal Structure in the Sculptor Dwarf Spheroidal Galaxy
The results of a wide-field survey of the Sculptor dwarf spheroidal galaxy
are presented. Our aims were to obtain an accurate map of the outer structure
of Sculptor, and to determine the level of interaction between this system and
the Galaxy. Photometry was obtained in two colours down to the magnitude limits
of V=20 and I=19, covering a 3.1 times 3.1 square deg area centred on Sculptor.
The resulting colour-magnitude data were used as a mask to select candidate
horizontal branch and red giant branch stars for this system. Previous work has
shown that the red horizontal branch (HB) stars are more concentrated than the
blue HB stars. We have determined the radial distributions of these two
populations and show that the overall Sculptor density profile is well
described by a two component model based on a combination of these radial
distributions. Additionally, spectra of the Ca ii triplet region were obtained
for over 700 candidate red giant stars over the 10 square deg region using the
2dF instrument on the Anglo-Australian Telescope. These spectra were used to
remove foreground Galactic stars based on radial velocity and Ca ii triplet
strength. The final list of Sculptor members contained 148 stars, seven of
which are located beyond the nominal tidal radius. Both the photometric and
spectroscopic datasets indicate no significant extra-tidal structure. These
results support at most a mild level of interaction between this system and the
Galaxy, and we have measured an upper mass limit for extra-tidal material to be
2.3 +/- 0.6% of the Sculptor luminous mass. This lack of tidal interaction
indicates that previous velocity dispersion measurements (and hence the amount
of dark matter detected) in this system are not strongly influenced by the

Calculation of the unitary part of the Bures measure for N-level quantum systems
We use the canonical coset parameterization and provide a formula with the
unitary part of the Bures measure for non-degenerate systems in terms of the
product of even Euclidean balls. This formula is shown to be consistent with
the sampling of random states through the generation of random unitary
matrices
The case for OFSMOKE: how tobacco price regulation is needed to promote the health of markets, government revenue and the public
Mainstream economic theory outlines four main causes of market failure and it is already well established that two of these (information failure and externalities) exist in a tobacco market. A third cause of market failure, market power, is also a serious problem in many tobacco markets. Market power—combined with unintended and often overlooked consequences of tobacco tax policies, notably that gradual increases in specific taxes may allow the industry to disguise significant price increases—has, at least in high income countries, given cigarette manufacturers considerable pricing power and profits. This paper examines ways this market failure could be addressed and proposes as a solution a system of price cap regulation wherein a cap is placed on the pre-tax cigarette manufacturers' price but not on the retail price that consumers face. Well established in the utilities industry, price cap regulation would set a maximum price that cigarette companies can charge for their product based on an assessment of the genuine costs each firm faces in its operations and an assumption about the efficiency savings it would be expected to make. Such a system would achieve three main benefits. First, it would address the problem of market failure and excess profits while simultaneously allowing current tobacco control policies, including tax and price increases, to expand—thus tax increases would remain a central tenet of tobacco control policies and retail prices could continue to increase. Second, it would increase government revenue by transferring the excess profits from the industry to the government purse. Third, it would bring numerous public health benefits. In addition to addressing market power, while simultaneously allowing tobacco control policies to expand, it could offer a means of preventing down-trading to cheaper products and controlling unwanted industry practices such as cigarette smuggling, price fixing and marketing to the young. The paper outlines in some detail how such a system might be developed in the UK, while briefly exploring how it could be applied elsewhere, including in markets with state monopolies
Magic Supergravities, N= 8 and Black Hole Composites
We present explicit U-duality invariants for the R, C, Q, O$ (real, complex,
quaternionic and octonionic) magic supergravities in four and five dimensions
using complex forms with a reality condition. From these invariants we derive
an explicit entropy function and corresponding stabilization equations which we
use to exhibit stationary multi-center 1/2 BPS solutions of these N=2 d=4
theories, starting with the octonionic one with E_{7(-25)} duality symmetry. We
generalize to stationary 1/8 BPS multicenter solutions of N=8, d=4
supergravity, using the consistent truncation to the quaternionic magic N=2
supergravity. We present a general solution of non-BPS attractor equations of
the STU truncation of magic models. We finish with a discussion of the

Standardised tobacco packaging:a health policy case study of corporate conflict expansion and adaptation
Objectives: To investigate opposition to standardised tobacco packaging in the UK. To increase understanding of how transnational corporations are adapting to changes in their access to policymakers precipitated by Article 5.3 of the Framework Convention on Tobacco Control (FCTC). Design: Case study web-based documentary analysis, using NVivo V.10. Examination of relationships between opponents of standardised packaging and transnational tobacco companies (TTCs) and of the volume, nature, transparency and timing of their activities. Setting: UK standardised packaging policy debate 2011-2013. Participants: Organisations selected on basis of opposition to, or facilitation thereof, standardised tobacco packaging in the UK; 422 associated documents. Results: Excluding tobacco manufacturing and packaging companies (n=12), 109 organisations were involved in opposing standardised packaging, 82 (75%) of which had a financial relationship with 1 or more TTC. These 82 organisations (43 actively opposing the measure, 39 facilitating opposition) were responsible for 60% of the 404 activities identified, including the majority of public communications and research production. TTCs were directly responsible for 28% of total activities, predominantly direct lobbying, but also financially underwrote third party research, communication, mass recruitment and lobbying. Active organisations rarely reported any financial relationship with TTCs when undertaking opposition activities. Conclusions: The multifaceted opposition to standardised packaging was primarily undertaken by third parties with financial relationships with major tobacco manufacturers. Low levels of transparency regarding these links created a misleading impression of diverse and widespread opposition. Countries should strengthen implementation of Article 5.3 of the FCTC by systematically requiring conflict of interest declarations from all organisations participating in political or media debates on tobacco control
