Information literacy is one of competences conferred to individual employability in information and knowledge society (IKS). By Requiring employable skills (EC), this society acquires a new dimension (SICS & CE) and passes labor market from classic concept of "job market" to "employability market (MEMP)" seeking flexibility and adaptive skills to changes. Foresight Scanning in general and specifically digital one, works by its "Information and Knowledge Production Process" to develop information literacy/Internet (CIVI) to improve various individual skills. In this sense, this thesis evolves in a qualitative and interpretative exploratory approach, to treat the issue of quality skills development, defining the employability of university students. It seeks to know how a universities’ foresight scanning will improve quality of their employable CIVI culture skill, by adopting in its informational production process, a market-oriented relational marketing involving university students as "internal customers ", as well as employability market actors as" external customers " ?Evolving in a socio-constructivist perspective, series of evaluations on skills and satisfactions of learners as well as their skills CIVI assessment models were developed as part of a competency based approach (SBA) adopting a relational internal and external marketing. This approach is characterized firstly by an "Orientation-Involvement of Learners-Clients: OI-APCL" and secondly by an "Orientation-Involvement of employability market: OI-MEMP," based on an educational blog as informational Web.2.0 System and monitoring tool designed to develop competency in information literacy learners. This led us to conclude in the orientation forward an employability university, skills levels improvement by declining secular groups CIVI culture, from 88.74% to 41.94% and a need for training CIVI rate of Culture from 89.50% to 46.50% resulting to learner employability and the recruitment of three groups of the 20 pairs graduate students involved in our work, This recommends adoption of an " Foresight Scanning employability" for quality development skills in SICS&CE society seeking now more than information and knowledge, but also flexibility skills to adapt changes and innovations defining really individual employability.

Predicting Avian Influenza Co-Infection with H5N1 and H9N2 in Northern Egypt.

Human outbreaks with avian influenza have been, so far, constrained by poor viral adaptation to non-avian hosts. This could be overcome via co-infection, whereby two strains share genetic material, allowing new hybrid strains to emerge. Identifying areas where co-infection is most likely can help target spaces for increased surveillance. Ecological niche modeling using remotely-sensed data can be used for this purpose. H5N1 and H9N2 influenza subtypes are endemic in Egyptian poultry. From 2006 to 2015, over 20,000 poultry and wild birds were tested at farms and live bird markets. Using ecological niche modeling we identified environmental, behavioral, and population characteristics of H5N1 and H9N2 niches within Egypt. Niches differed markedly by subtype. The subtype niches were combined to model co-infection potential with known occurrences used for validation. The distance to live bird markets was a strong predictor of co-infection. Using only single-subtype influenza outbreaks and publicly available ecological data, we identified areas of co-infection potential with high accuracy (area under the receiver operating characteristic (ROC) curve (AUC) 0.991)

    Get PDF
In this preliminary research, we tried to statistically analyze the facts and to clarify the reality of the subsidy system (direct and indirect) in Tunisia, based on data, meticulously collected via many sources, covering the period from 2000 to 2012. The stylized facts shows that the overall load compensation becomes prohibitive and it cannot be sustainable in the government budget over the medium and long term. Inspired by the international experiences comparable to Tunisia and to overcome the limits or the consequences of such a system of generalized subsidies, we have advanced proposals for reform of the Tunisian compensation system, which nearly all local economists as well as international economic institutions insisted on his replacement in a gradual manner by another system that is better targeted

Fractional interval observers and initialization of fractional systems

    Get PDF
International audienceIn this paper an interval observer is synthesized for fractional linear systems with additive noise and disturbances. The contribution of system whole past to future output is taken into account as an initialization function. Provided the initialization function is upper and lower bounded, it is shown in this paper that the fractional interval observer (FIO) allows to bound pseudo-state free responses by an upper and a lower trajectory. In case interval observers cannot be synthesized straightforwardly, so as to obtain a stable and non-negative estimation error, it is shown that a change of coordinates allows to overcome this problem. The proposed methodology allows to bound fractional systems trajectories when the whole past is unknown but can be bounded. Finally, a numerical example is given to show the effectiveness of the proposed methods on the initialization of fractional linear systems

A New Downlink Scheduling Algorithm Proposed for Real Time Traffic in LTE System

    Get PDF
The Third Generation Partnership Project (3GPP) has developed a new cellular standard based packet switching allowing high data rate, 100 Mbps in Downlink and 50 Mbps in Uplink, and having the flexibility to be used in different bandwidths ranging from 1.4 MHz up to 20 MHz, this standard is termed LTE (Long Term Evolution). Radio Resource Management (RRM) procedure is one of the key design roles for improving LTE system performance, Packet scheduling is one of the RRM mechanisms and it is responsible for radio resources allocation, However, Scheduling algorithms are not defined in 3GPP specifications. Therefore, it gets a track interests for researchers. In this paper we proposed a new LTE scheduling algorithm and we compared its performances with other well known algorithms such as Proportional Fairness (PF), Modified Largest Weighted Delay First (MLWDF), and Exponential Proportional Fairness (EXPPF) in downlink direction. The simulation results shows that the proposed scheduler satisfies the quality of service (QoS) requirements of the real-time traffic in terms of packet loss ratio (PLR), average throughput and packet delay. This paper also discusses the key issues of scheduling algorithms to be considered in future traffic requirements

Cyber-OF: An Adaptive Cyber-Physical Objective Function for Smart Cities Applications

Work in Progress Session, 28th Euromicro Conference on Real-Time Systems (ECRTS 2016). 5 to 8, Jul, 2016. Toulouse, France.RPL is the standard routing protocol for the Internet of Things. It is designed for low-power and lossy networks. Several works designed different objective functions for RPL to optimize routing decisions for a particular category of applications. However, these objective functions do not take into account the cyber-physical properties of the environment. In addition, they are tailored to satisfy a particular application requirement (e.g. energy efficiency or delay), so are not adaptive to possible changes of data criticality. This paper improves on the state-of-the-art with the design of a cyber-physical objective function tailored for smart city applications, that addresses the aforementioned gaps. Initial simulation results demonstrate the effectiveness of Cyber-OF in coping with dynamic changes of the criticality of events data and in providing a good performance trade-off between conflicting performance metrics, namely energy.info:eu-repo/semantics/publishedVersio

Objective: To describe the baseline findings of the Intercontinental Schizophrenia Outpatient Health Outcomes (IC-SOHO) study in the North Africa and Middle Eastern sub-region (AMEA-SOHO) Method: The IC-SOHO study is an ongoing prospective, three-year, non-interventional observational study of schizophrenia treatment, clinical characteristics and mental health services utilization in two North African and two Middle Eastern countries. The study population consists of non-hospitalised patients who had initiated treatment with or changed to a new antipsychotic. Results: The baseline findings of the IC-SOHO study (AMEA Subset) appear to reflect clinical practice in Turkey, Saudi Arabia, Egypt and Algeria (N=1, 398). Overall, the patients were moderately to markedly ill and either overweight (46%) or obese (8%) when they entered the study. Functionally, the majority of patients were not involved in social activities, could not care for themselves and were unemployed. Substance and alcohol dependency/abuse was not a problem in this study population. At baseline the majority of patients were treated with typical antipsychotics (oral and depot); and anticholinergics were the most commonly prescribed concomitant medication. Sexual side effects were most frequently reported among the surveyed adverse events. Overall compliance/adherence to medication was good. Conclusion: The baseline IC-SOHO data highlighted various clinical and functional characteristics and antipsychotic use patterns in a group of outpatients with schizophrenia in a naturalistic setting. Once completed, the IC-SOHO study will add further to this knowledge base. SA Psychiatry Rev. Vol.7(3) 2004: 27-3
