Defining populism as anti-pluralist, elite-critical politics with a moral claim to representation, he cautions that populists are both willing and able to govern and may therefore deform democracy by turning states towards partisanship. This short book is a recommended read for academics as well as the wider public, writes Theresa Gessler

    How the refugee crisis and radical right parties shape party competition on immigration

    While the structure of party competition evolves slowly, crisis-like events can induce short-term change to the political agenda. This may be facilitated by challenger parties who might benefit from increased attention to issues they own. We study the dynamic of such shifts through mainstream parties’ response to the 2015 refugee crisis, which strongly affected public debate and election outcomes across Europe. Specifically, we analyse how parties changed their issue emphasis and positions regarding immigration before, during, and after the refugee crisis. Our study is based on a corpus of 120,000 press releases between 2013 and 2017 from Austria, Germany, and Switzerland. We identify immigration-related press releases using a novel dictionary and estimate party positions. The resulting monthly salience and positions measures allow for studying changes in close time-intervals, providing crucial detail for disentangling the impact of the crisis itself and the contribution of right-wing parties. While we provide evidence that attention to immigration increased drastically for all parties during the crisis, radical right parties drove the attention of mainstream parties. However, the attention of mainstream parties to immigration decreased toward the end of the refugee crisis and there is limited evidence of parties accommodating the positions of the radical right

    How Do Populist Radical Right Parties Differentiate their Appeal? Evidence from the Media Strategy of the Hungarian Jobbik Party

    As they become more successful, populist radical right parties face a tension between keeping their nativist credentials and moderating their appeal to gain new voters. We argue that differentiating party messages to core supporters and the wider electorate allows parties to pursue both goals. We outline and empirically illustrate the previously underexplored phenomenon of selective messaging based on the communication strategy of the Hungarian Jobbik party throughout its lifespan (2006-19) in partisan outlets, press releases and Facebook. Using a dictionary approach, we map the co-evolution of populist and nativist mobilization under conditions of supply- and demand-side changes. Our results show the decline and transformation of Jobbik's nativist appeal, and an increasing reliance on populism. The trend is not uniform; Jobbik relies on nativism as a function of targeting party identifiers or the general electorate in specific media outlets. Our findings show the importance of mapping parties’ programmatic appeal across platforms and over time

The thesis investigates how policy issues related to these two policy domains become politicized, both in terms of citizens’ attitudes and in terms of party competition. The thesis contributes to the investigation of the driving forces of competition on cultural and political issues. The first two chapters of the thesis analyze the dynamics of attitudinal change among citizens by asking (i) how Eastern Europeans’ conceptions of democracy have changed since the transition to democracy and (ii) how short-term exposure to refugees influences attitudes and voting behavior. The following two chapters focus on party competition and investigate (iii) to what extent and why parties politicize democratic systems in their election campaigns, and (iv) how the refugee crisis allowed radical right parties to increase the politicization of the immigration issue. Finally, a comparative chapter adds to the previous chapters by studying (v) how the discourse on immigration and democracy of established parties changes when they are challenged by a new competitor. To show the trajectory of competition on immigration and democratic systems, the thesis draws on a wide range of empirical evidence stemming from Eastern, North-Western and Southern Europe. To detail the parties’ emphasis and positions on issues on a monthly basis, it leverages a novel dataset of 120,000 party press releases. In addition to quantitative text analysis techniques – including structural topic models and wordscores – the thesis relies on classical content analysis and on the analysis of surveys and election outcomes. The empirical analyses reveal two different dynamics of politicization of policy issues: While attitudes and party mobilization on democracy-related issues follow long-term trends, recent change to political conflict related to immigration was shaped by the context of the refugee crisis

    First-order linkage analysis (Frequently Applied Designs)

    First-order linkage analyses (Schulz, 2008) employ individual survey data weighted by aggregated content data and are generally used to investigate media effects on public opinion. In contrast to experiments, their outcomes are highly generalizable since they allow to grasp what kind of content people encounter in a naturalistic setting (Barabas & Jerit, 2009), with which frequency and intensity, and how it triggers a particular reaction, attitude change, knowledge gain or behavior. First-order linkage analyses often employ manual and automated content analysis, descriptive and inferential statistical analyses. When using panel data, they are furthermore able to identify within-individual changes in attitudes and behaviors (e.g. Takens et al., 2015).   Field of application/theoretical foundation: Linkage analyses have extensively been used in the fields of political communication and public opinion, EU studies and media and political psychology. Studies that employed first-order linkage analyses are concerned with theories of agenda setting (Erbring et al., 1980), visibility, priming and media attention on public opinion dynamics (e.g. Bos et al., 2011); news media tone (Hopmann et al., 2010), or the impact of exposure to counter-attitudinal views through the media (Matthes, 2012) on voting decisiveness and behavior.     Correlational linkage analysis (Frequently Applied Designs)

    Correlational or second-order linkage analyses (Schulz, 2008) correlate content data points and survey data at the aggregate level. They are generally used to infer the impact of public opinion climate, the media context or media use on individual attitudes, cognitions and behaviors. Correlational linkage analyses make use of data collected at different points in time to be able to describe patterns of change and stability over time and to compensate for the reduced number of observations resulting from aggregating individual-level data. They often employ manual and automated content analysis, descriptive and inferential statistical analyses, and time series analysis.   Field of application/theoretical foundation: Linkage analyses have extensively been used in the fields of political communication (Soroka, 2002), EU studies (Brosius et al., 2019a), and more recently, social media and social movements. Studies that employed second-order linkage analyses are related to theories of agenda setting (McCombs & Shaw, 1972), framing (Vliegenthart et al., 2008), or media bias and tone (Brosius et al., 2019b) (see chapter Content Analysis in Mixed Method approaches for a detailed account of applications and advantages of using linkage analyses).   Example studies: In this data entry we describe two studies that regress survey data on media content data with additional weighs to better model news media effects. The first study (Boomgaarden & Vliegenthart, 2007) weigh  media coverage of a particular topic (immigration) by issue prominence and circulation of the newspapers considered in the study.     Issue Ownership and Agenda Setting in the 2019 Swiss National Elections

    The 2019 Swiss national elections were characterized by the unusual prominence of two issues, environment and gender, whereas two staples of Swiss politics, immigration and Europe, were less dominant compared to previous elections. We study how, in this context, the media and party agenda were linked to issue ownership. Specifically, we consider whether political parties that own an issue could lead the media agenda and the agenda of other parties. Our analysis relies on all tweets and press releases of major Swiss political parties from January to October 2019 and 37,225 newspaper articles published during the same period. Results show, first, that the agenda-setting capacity of parties was restricted to the gender issue, and second, that the link between issue ownership and agenda setting is ambiguous. These findings suggest that during election campaigns, agenda setting may be largely exogenous to both parties and media

    Social media and policy responses to the COVID‐19 pandemic in Switzerland

    We study the role of social media in debates regarding two policy responses to COVID-19 in Switzerland: face-mask rules and contact-tracing apps. We use a dictionary classifier to categorize 612'177 tweets by parties, politicians, and the public as well as 441'458 articles published in 76 newspapers between February and August 2020. We distinguish between “problem” (COVID-19) and “solutions” (face masks and contact-tracing apps) and, using a vector autoregression approach, we analyze the relationship between their salience on social and traditional media, as well as among different groups on social media. We find that overall attention to COVID-19 was not driven by endogenous dynamics between the different actors. By contrast, the debate on face masks was led by the attentive public and by politicians, whereas parties and newspapers followed. The results illustrate how social media challenge the capacity of party and media elites to craft a consensus regarding the appropriateness of different measures as responses to a major crisis. Wir analysieren die Funktion sozialer Medien in Debatten ĂŒber zwei politische Strategien zur EindĂ€mmung von COVID-19 in der Schweiz: das Maskenpflicht und die Kontaktverfolgungs-App. Wir verwenden einen stichwortbasierten Klassifikationsalgorithmus, um 612177 Tweets von Parteien, Politiker:innen und der Öffentlichkeit sowie 441458 Artikel aus 76 Zeitungen zu kategorisieren, die von Februar bis August 2020 veröffentlicht wurden. Wir unterscheiden zwischen „Problem’“ (COVID-19) und „Lösungen“ (Maskenpflicht und Kontaktverfolgungs-App). Mittels eines Vektor-Autoregressions-Modelles analysieren wir die Wechselbeziehung zwischen der PrĂ€valenz dieser Themen in sozialen und traditionellen Medien sowie zwischen verschiedenen Gruppen in den sozialen Medien.     No country for asylum seekers? How short-term exposure to refugees influences attitudes and voting behavior in Hungary

    How does exposure to refugees influence political behavior? We present evidence from Hungary, a country with widespread anti-immigration attitudes, that short term exposure during the 2015 refugee crisis predicts anti-refugee voting and sentiment. We code exposure to refugees at the settlement level using reports from state media, an independent online news site, and an online social media aggregator. Settlements through which refugees traveled showed significantly higher anti-refugee voting in a national referendum in 2016. The effect decreases sharply with distance. Using a difference-in-differences model, we find that the far-right opposition gained, while the governing right-wing party lost votes in these settlements in subsequent parliamentary elections. This suggests incumbents are punished by voters skeptical of immigration regardless of their policy position. Survey data supports this finding of a competition among right-wing parties, as individuals in exposed settlements are more fearful of immigrants and support restrictive policies only if they identify as right-wing
