Osztódás a közigazgatásban, avagy az új járási és polgármesteri hivatali struktúrák át/ki-alakulása
Nowadays in Hungary there are several changes in the government sector. The district offices are the old-new actor of this structure.These offices have past and future, but in the present their work raises questions. All of the major offices in Hungary have to rethink their functions because of the changing legal environment, stenosis financial conditions. The district government offices have been created from the parts of the major office, thereby one became two office. Examining organizational development perspective is presented the changing legal environment, the past of the district offices, and the example of the changes in the major office Gödöllő in the publication
Szervezetfejlesztés az önkormányzati szektorban = Organizational development in the local government sector
Significant changes were in the local government sector in the last few years. The legal environment changed in many ways and it required new operational structures from the municipalities. These local governments tried to meet the statutory criterias, but very important fact, that the new environment reguested new organizational frameworks and new approach operations. Recently the local governments had a chance to make a hugh organizational development program thanks to a EU tender in order to work more effectively. Based on the aims and methods of the Zoltán Magyary Public Administration and Development Programme the concerned municipalies makes similar developments in their own organization. Based on a middle sized hungarian local government one of these programs will be shown and analyzed in this publication
VPNet: Variable Projection Networks
In this paper, we introduce VPNet, a novel model-driven neural network
architecture based on variable projections (VP). The application of VP
operators in neural networks implies learnable features, interpretable
parameters, and compact network structures. This paper discusses the motivation
and mathematical background of VPNet as well as experiments. The concept was
evaluated in the context of signal processing. We performed classification
tasks on a synthetic dataset, and real electrocardiogram (ECG) signals.
Compared to fully-connected and 1D convolutional networks, VPNet features fast
learning ability and good accuracy at a low computational cost in both of the
training and inference. Based on the promising results and mentioned
advantages, we expect broader impact in signal processing, including
classification, regression, and even clustering problems
A rodostói Rákóczi-ház megvásárlásának körülményei
A rodostói (ma Tekirdağ) Rákóczi-ház magyar állami tulajdonba kerülése, a ház múzeummá alakítása, a törökországi magyarok hamvainak hazahozatala viszonylag jól ismert fejezetei a magyar történetírásnak. Az elmúlt évtizedekben számtalan értékes tudományos értekezés született a témában.1 A szerzők célja ezúttal a már feltárt eredmények újonnan megismert forrásokkal történő kibővítése, illetve a történészi megközelítés mellé a történeti-építészeti szempontok beemelése volt. Az írás célja volt továbbá, hogy néhány érdekes adalékkal szolgáljon a Rodostóban évtizedeken át tiszteletbeli konzulként tevékenykedő Aslan család történetére vonatkozóan is. Mindehhez pedig kiváló alkalmat biztosít az Oszmán Birodalomba menekült nemzeti nagyjaink magyarországi újratemetésének 110. évfordulója.

The acquisition of the Rákóczi House in Rodostó (Tekirdağ) as Hungarian state property is a relatively well-known chapter of the Hungarian historiography. As well as its conversion to museum, and the transportation of the relics of the Hungarians from Turkey to Hungary. During the past years, numerous valuable articles have been published on this topic. The aim of the authors are the supplement of the known achievements with the newest sources and the addition of the Architectural Historical aspects to the previous Historical methods. The further aim was the publication of historical contributions to the Aslan Family served as honorary consuls in Rodostó. In addition, the authors would like to contribute to the 110th anniversary of the reburial of the exiled community to Hungary
In vitro activity of the cinnamon essential oil against the plant pathogen Septoria melissae desm
Septoria leafspot caused by the mitosporic fungus Septoria melissae Desm. is the most significant disease of lemon balm (Melissa officinalis L.). The fungus frequently appears in the plantations and causes serious yield losses or decreases the quality of the drug. At present plant protection of lemon balm is inadequate due to the lack of authorised plant protection products. The essential oil of the cinnamon bark (CEO) has a strong antimicrobial activity proved by several in vitro experiments. Therefore the goal of our work was to test antifungal effect of the CEO against the pathogen Septoria melissae Desm.
In vitro tests were carried out with three concentrations (0.3%, 0.1%, 0.03%) of the CEO against a Hungarian and a Polish isolate of the fungus. Inhibition of the germination of the conidia as well as the mycelial radial growth was investigated. Supplementary tests were carried out with colonies of the fungi transferred to growth media without CEO after an incubation period of 14 and 35 days on media containing CEO.
Our results showed that all the applied concentrations of CEO have very strong (98.07-100%) inhibitory effect on the mycelial growth of both isolates. Germination of conidia was also blocked on each medium containing CEO. However, the effect of the CEO at 0.03% concentration was reversible. Mycelium began to grow again on media without CEO after transfer.
Based on the results, further investigation of CEO as a potential plant protection product in lemon balm crops is recommended
The effects of tillage practices on water management of soybean (Glycine max L.)
Continuous world population growth imposes the need to produce higher-quality food. Due to the
high content of valuable protein and high concentration of carbohydrates, vitamins and minerals, soybean
(Glycine max L.) is one of the most essential leguminous and oilseed crop that contributes to human alimentation and animal nutrition. This study assesses the possible impacts of soybean seedling development and
seeds’ quality indicators correlate to water supply aboveground and in the root zone. The level of water management is crucial in and out of the growing season; however, the increase in temperature may adversely affect
climatic conditions. As a consequence of water contained in soil, leguminous crops can improve soil texture
and the capacity of minerals if admissible water is available for the crop. Soil tillage is cardinal for agricultural
water management; by practising proper tillage continuously, soil properties can increase, and exposedness
can decrease in the long term
