    In recent decades, the New Institutional Economics has brought about the “return of institutions†to the economic mainstream, and institutional theory and analysis have been developed from Ronald Coase’s notion of transaction costs and Douglass North’s view on institutions. The Nobel Prize award in Economics to Oliver Williamson and Elinor Ostrom in 2009 has pointed out the relevance of the new institutional approach. Natural Resource Economics has included the institutional determinants of the management of natural resources into its research agenda. In this sense, the advances of the New Institutional Economics allows the development of institutional analysis in the field of the Economics of Natural Resources, such as Elinor Ostrom’s work has shown.     Evaluating the economic effects of climate change on the European sardine fishery

    This study evaluates the economic effects of climate change on one of the most relevant fisheries of the Iberian Peninsula, the European sardine fishery; a fishing ground that is particularly sensitive to environmental impacts. For this, the sea surface temperature is introduced into the problem as an additional variable. This variable allows for the gathering of climate change evidence and its repercussions on the oceans and, consequently, on the marine life and ecosystems. Various plausible scenarios are posed with respect to the trends involving the sea surface temperature. The results show that if the trend of rising surface temperatures continues in the Iberian-Atlantic fishing grounds, both the sardine biomass and the expected profits will noticeably decrease. The biomass and profits will further decrease with greater intensity if the immediate effects of global warming on sea surface temperature become more significant. On the other hand, in a palliation of global warming scenario, both variables decrease to a lesser degree

    Calidad de las elecciones a titular del Ejecutivo en el Centro y Centro-occidente de México

    La presente obra comienza con un capítulo que contiene tanto consideraciones teóricas y metodológicas como una comparación sistemática de los resultados obtenidos en las investigaciones de las 14 entidades federativas incluidas en ella. Estas investigaciones están divididas en dos secciones, que corresponden a las dos regiones de las que forman parte —Centro y Centro-occidente—, las cuales han sido delimitadas con criterios convencionales de orden geográfico. La secuencia de los capítulos dentro de cada sección también resulta discutible: pusimos en primer lugar a la capital del país, y ordenamos a los estados según la distancia de la capital estatal respecto al Distrito Federal. La no coincidencia de los años de las elecciones a titular del Poder Ejecutivo (que se denominan gobernadores en los estados y jefe de gobierno en el Distrito Federal) en las distintas entidades federativas resulta lógica dada la naturaleza federal del Estado mexicano. De hecho, las elecciones analizadas en la presente obra abarcan de 2006 a 2011: las del Distrito Federal, Morelos, Guanajuato y Jalisco corresponden a la primera de estas fechas; la de Michoacán a 2007; las de Querétaro, San Luis Potosí y Colima a 2009; las de Hidalgo, Puebla, Tlaxcala y Aguascalientes a 2010, y las del Estado de México y Nayarit a 2011.     Clonal chromosomal mosaicism and loss of chromosome Y in elderly men increase vulnerability for SARS-CoV-2

    The pandemic caused by severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2, COVID-19) had an estimated overall case fatality ratio of 1.38% (pre-vaccination), being 53% higher in males and increasing exponentially with age. Among 9578 individuals diagnosed with COVID-19 in the SCOURGE study, we found 133 cases (1.42%) with detectable clonal mosaicism for chromosome alterations (mCA) and 226 males (5.08%) with acquired loss of chromosome Y (LOY). Individuals with clonal mosaic events (mCA and/or LOY) showed a 54% increase in the risk of COVID-19 lethality. LOY is associated with transcriptomic biomarkers of immune dysfunction, pro-coagulation activity and cardiovascular risk. Interferon-induced genes involved in the initial immune response to SARS-CoV-2 are also down-regulated in LOY. Thus, mCA and LOY underlie at least part of the sex-biased severity and mortality of COVID-19 in aging patients. Given its potential therapeutic and prognostic relevance, evaluation of clonal mosaicism should be implemented as biomarker of COVID-19 severity in elderly people. Among 9578 individuals diagnosed with COVID-19 in the SCOURGE study, individuals with clonal mosaic events (clonal mosaicism for chromosome alterations and/or loss of chromosome Y) showed an increased risk of COVID-19 lethality

    Finishing the euchromatic sequence of the human genome

    The sequence of the human genome encodes the genetic instructions for human physiology, as well as rich information about human evolution. In 2001, the International Human Genome Sequencing Consortium reported a draft sequence of the euchromatic portion of the human genome. Since then, the international collaboration has worked to convert this draft into a genome sequence with high accuracy and nearly complete coverage. Here, we report the result of this finishing process. The current genome sequence (Build 35) contains 2.85 billion nucleotides interrupted by only 341 gaps. It covers ∼99% of the euchromatic genome and is accurate to an error rate of ∼1 event per 100,000 bases. Many of the remaining euchromatic gaps are associated with segmental duplications and will require focused work with new methods. The near-complete sequence, the first for a vertebrate, greatly improves the precision of biological analyses of the human genome including studies of gene number, birth and death. Notably, the human enome seems to encode only 20,000-25,000 protein-coding genes. The genome sequence reported here should serve as a firm foundation for biomedical research in the decades ahead

    A consensus protocol for functional connectivity analysis in the rat brain

    Task-free functional connectivity in animal models provides an experimental framework to examine connectivity phenomena under controlled conditions and allows for comparisons with data modalities collected under invasive or terminal procedures. Currently, animal acquisitions are performed with varying protocols and analyses that hamper result comparison and integration. Here we introduce StandardRat, a consensus rat functional magnetic resonance imaging acquisition protocol tested across 20 centers. To develop this protocol with optimized acquisition and processing parameters, we initially aggregated 65 functional imaging datasets acquired from rats across 46 centers. We developed a reproducible pipeline for analyzing rat data acquired with diverse protocols and determined experimental and processing parameters associated with the robust detection of functional connectivity across centers. We show that the standardized protocol enhances biologically plausible functional connectivity patterns relative to previous acquisitions. The protocol and processing pipeline described here is openly shared with the neuroimaging community to promote interoperability and cooperation toward tackling the most important challenges in neuroscience

    La Comision Europea publico en 2006 un Libro Verde Politica Maritima en el que plantea como objetivo general el diseno de una politica global para el desarrollo sostenible en el medio marino. El nucleo del planteamien to se situa en la naturaleza global de los oceanos y, por tanto, en la necesidad de abordar normas de aplicacion universal, que deben acompanar y superponerse a las especificas de cada aspecto o actividad, para asegurar la compatibilidad de usos y espacios, y acrecentar las posibilidades de desarrollo. El objectivo de este trabaho es tomar este marco de referencia y tratar de analizar la situacion de la cuestion maritima en una region altamente dependiente de las actividades maritimas (Galicia). Esta valoracion se circunscribe a la significacion economica de los datos de actividad y del contexto institucional. Se pretende caracterizar los problemas de gestion y reflexionar sobre las perspectivas de esta estrategia integral y sobre las dificultades de regulacion que se presentan. In 2006, the European Commission published a Green Paper on Maritime Policy which identified as a general objective, the design within Europe of a global policy for sustainable growth with respect to the region's oceans and seas. The basis of this approach can be found in the overall nature of out maritime environment, and therefore, in the need to tackle aspects which are of universal interest. These areas should accompany and, where necessary, supersede the specifics of each aspect or activity, in order to ensure the full compatibility of use and space, and thus increase the potential for development. The aim of this study is to take this framework and seek to analyse in greater detail the maritime question within the context of an Atlantic region which is highly dependent on ocean going activities (in this case, Galicia), reflecting upon the perspectives which programmes of this nature offer, both from the point of view of the opportunities for development they provide and the management problems they imply, within the broader framework of sustainability
