    Strategy and Coherence of a Program of Regional Development: A Methodology for synergy evaluation

    The main purpose of this paper is to present a methodological proposal to value the synergy in programmes of regional development, regarding either their objectives or their performances. First, the main aspects of the methodology used to evaluate individually the synergy of the objectives (performances) are set out by using a Delphi technique. This technique allows to build a matrix of weights, according to the degree of synergy for every objective (performance). Then, hierarchical clusters are applied in the data processing. This technique leads to a ranking of objectives which shows the strategic value of the programme subject to evaluation. The methodological analysis shows also an application of the Community Support Framework ( 1994-1999) for the Spanish Objective 1 regions.

    This work provides an analysis and an optimization model of the spatial impact for the externalities derived from the state interventions in terms of urban regeneration and rehabilitation of degraded and segregated historic areas. From the amount invested and state intervention locations, an impact index is put forward. The spatial distribution of these impact indexes in the interventions' area of influence will be the basis for the analysis; hence, by setting some specific objectives of the decision agent about this distribution homogeneity and with the aim of avoiding inner segregation and facilitate the development and cohesion of the neighborhood as a whole, we propose a model which will allow us to allocate the budget available among the different locations fixed a priori. By means of a comparison between the spatial distributions of impact indexes obtained in both situations, a measure of the intervention process and its impact can be obtained.

    El alojamiento en los territorios rurales valencianos experimentó un crecimiento importante durante la implantación de las Iniciativas Leader, Leader 2 y Leader+, entre 1991 y 2006 y de los Programas Proder y Proder II entre 1996 y 2006. En la Comunidad Valenciana, alrededor del 30% de las inversiones de Leader y el 16% de las inversiones de Proder se realizaron en alojamiento rural. Finalizadas estas Iniciativas y Programas, la Comunidad Valenciana pone en marcha la estrategia Ruralter (2007-13). Veinte años son suficientes para hacer un repaso de cómo ha evolucionado la política pública de apoyo al turismo a través de Programas e Iniciativas de desarrollo rural en la Comunidad Valenciana y cuáles son sus resultados

    An input error method for parameter identification of a class of Euler-Lagrange systems

    In this paper, an input error identification algorithm for a class of Euler-Lagrange systems is proposed. The algorithm has a state-observer structure which uses the input error between the real system and an estimated model instead of the output error. Both systems are controlled by two Proportional-Derivative (PD) controllers with the same gain values. An excitation signal is added to the PD controllers to guarantee parameter estimates convergence. Stability of the complete identification method and parameter estimates convergence are assessed via Lyapunov stability theory. Simulation studies are carried out to verify the approach
