    Wrestling with MUDs To Pin Down the Truth About Special Districts

    Federal, state, and local governments encourage and empower special districts--board-run, special purpose local government units that are administratively and fiscally independent from general purpose local governments. Special districts receive incentives, grants, and freedom from limitations (such as limitations on tax and debt) imposed on general purpose local governments. Special districts are treated favorably because they are small in size, which theoretically means they foster democratic participation; are limited in purpose, meaning that states can tailor special districts\u27 powers to serve specific problems; and are viewed as efficient solutions to specific problems. Though special districts have tripled in number over the last fifty years, the rationale justifying their favorable treatment has not been thoroughly scrutinized. One obstacle to such scrutiny is the difficulty in determining a metric of assessment: Too many different kinds of special districts exist, and the scope of districts changes constantly. An imperfect, but no less revealing, method is a close investigation of one type of special district. This Article provides one of the few in-depth reviews of special districts in the academic literature, focusing on the Texas municipal utility district (MUD), originally designed to supply water to unincorporated areas. MUDs--the most common type of special district in the state with the third largest number of special districts--embody both the strengths and weaknesses of special districts. Texas\u27s failure to address MUDs\u27 negative effects reflects our nationwide failure to analyze and correct problematic special districts. This Article discusses MUDs\u27 formation, powers, and scope, and analyzes how MUDs operate without real democratic checks, have too much power, and ineffectively work toward their goals.     Beyond Worship: The Religious Land Use and Institutionalized Persons Act of 2000 and Religious Institutions\u27 Auxiliary Uses

    Religious institutions have long offered their congregants services that go beyond worship. From access to schools or community halls to services as basic as parking, religious institutions necessarily use their land and resources for more than just religious observance. But particularly in the last two decades, they have begun expanding far beyond their traditional offerings to a wider and more diverse array of auxiliary uses --non-worship uses that are affiliated with a religious institution. Religious institutions now run insurance agencies, hospitals, health maintenance organizations, and transportation companies. They manage retail stores that sell religiously themed merchandise, incorporate popular franchises like Starbucks and McDonald\u27s, finance recording studios, and operate credit unions and banks. The nation\u27s second-largest church (with 30,000 congregants) has even begun developing both a 1200-home neighborhood and a 280-unit gated retirement community. The expanding breadth of the auxiliary uses offered by modem religious institutions raises the critical question considered by this Note: Which auxiliary uses should government protect, and how far should those protections be extended

    Massive envelopes and filaments in the NGC 3603 star forming region

    The formation of massive stars and their arrival on the zero-age main-sequence occurs hidden behind dense clouds of gas and dust. In the giant Hii region NGC 3603, the radiation of a young cluster of OB stars has dispersed dust and gas in its vicinity. At a projected distance of 2:5 pc from the cluster, a bright mid-infrared (mid-IR) source (IRS 9A) had been identified as a massive young stellar object (MYSO), located on the side of a molecular clump (MM2) of gas facing the cluster. We investigated the physical conditions in MM2, based on APEX sub-mm observations using the SABOCA and SHFI instruments, and archival ATCA 3 mm continuum and CS spectral line data. We resolved MM2 into several compact cores, one of them closely associated with IRS 9A. These are likely infrared dark clouds as they do not show the typical hot-core emission lines and are mostly opaque against the mid-IR background. The compact cores have masses of up to several hundred times the solar mass and gas temperatures of about 50 K, without evidence of internal ionizing sources. We speculate that IRS 9A is younger than the cluster stars, but is in an evolutionary state after that of the compact cores

    Molecular diversity of arbuscular mycorrhizal fungi in onion roots from organic and conventional farming systems in the Netherlands

    Diversity and colonization levels of naturally occurring arbuscular mycorrhizal fungi (AMF) in onion roots were studied to compare organic and conventional farming systems in the Netherlands. In 2004, 20 onion fields were sampled in a balanced survey between farming systems and between two regions, namely, Zeeland and Flevoland. In 2005, nine conventional and ten organic fields were additionally surveyed in Flevoland. AMF phylotypes were identified by rDNA sequencing. All plants were colonized, with 60% for arbuscular colonization and 84% for hyphal colonization as grand means. In Zeeland, onion roots from organic fields had higher fractional colonization levels than those from conventional fields. Onion yields in conventional farming were positively correlated with colonization level. Overall, 14 AMF phylotypes were identified. The number of phylotypes per field ranged from one to six. Two phylotypes associated with the Glomus mosseae-coronatum and the G. caledonium-geosporum species complexes were the most abundant, whereas other phylotypes were infrequently found. Organic and conventional farming systems had similar number of phylotypes per field and Shannon diversity indices. A few organic and conventional fields had larger number of phylotypes, including phylotypes associated with the genera Glomus-B, Archaeospora, and Paraglomus. This suggests that farming systems as such did not influence AMF diversity, but rather specific environmental conditions or agricultural practice

    We measure the lifetime of the 8s level on a magneto-optically trapped sample of ^{210}Fr atoms with time-correlated single-photon counting. The 7P_{1/2} state serves as the resonant intermediate level for two-photon excitation of the 8s level completed with a 1300 nm laser. Analysis of the fluorescence decay through the the 7P_{3/2} level gives 53.30 +- 0.44 ns for the 8s level lifetime.Comment: 4 pages, 4 figure

    A Critical Review of the Application of Electrochemical Techniques for Studying Corrosion of Mg and Mg Alloys: Opportunities and Challenges

    In order to elucidate the corrosion mechanism of Magnesium (Mg), assess its corrosion rate and evaluate the viability of effective corrosion protection methods, a number of different and complementary techniques are required. Aqueous corrosion is, in nature, an electrochemical process and as such electrochemical methods represent a powerful tool for the study of Mg corrosion. In this chapter the main electrochemical techniques used to study the corrosion of Mg are reviewed along with other simple non-electrochemical methods such as weight loss and hydrogen evolution measurements. The electrochemical techniques covered in this review include conventional DC and AC electrochemical techniques and the latest advances in local electrochemical methods for the evaluation and characterization of Mg corrosion. Each technique presented will be discussed, and its major advantages and drawbacks for the study of Mg corrosion will be commented. Applications range from studies of influence of the impurities in catalytic activity of high purity Mg towards hydrogen evolution, the determination of corrosion rate for Mg and Mg alloys by electrochemical methods and electrochemical study of sol-gel films as pre-treatment for Mg alloys

    AbstractThe embedded processors on FPGA's are a good tool to specific propose works. In this work we present how the FPGA is used to apply a Sobel filter to a set of images, also the step needed to set-up the entire system is described. An embedded processor, with a Linux distribution implemented is used to run a special compilation of C filter program, the filter is compared with the results obtained with a PC running the same filter, in the embedded system all the process runs in the FPGA and the exit file can be accessed by ftp or http server embedded into the Linux system
