    The Marginal Propensity to Spend on Adult Children

    We examine how much of an extra dollar of parental lifetime resources will ultimately be passed on to adult children in the form of inter vivos transfers and bequests. We infer bequests from the stock of wealth late in life. We use mortality rates and age specific estimates of the response of transfers and wealth to permanent income to compute the expected present discounted values of these responses to permanent income. Our estimates imply that parents pass on between 2 and 3 cents out of an extra dollar of expected lifetime resources in bequests and about 2 cents in transfers. The estimates increase with parental income and are smaller for nonwhites. They imply that about 15 percent of the effect of parental income on lifetime resources of adult children is through transfers and bequests and about 85 percent is through the intergenerational correlation in earnings, although these estimates are sensitive to assumptions about the intergenerational earnings correlation, taxes, and the number of children. We compare our estimates to the implications of alternative computable benchmark models of savings behavior in order to assess the likely importance of intended bequests for the wealth/income relationship.

    Fast on-wafer electrical, mechanical, and electromechanical characterization of piezoresistive cantilever force sensors

    Validation of a technological process requires an intensive characterization of the performance of the resulting devices, circuits, or systems. The technology for the fabrication of micro and nanoelectromechanical systems (MEMS and NEMS) is evolving rapidly, with new kind of device concepts for applications like sensing or harvesting are being proposed and demonstrated. However, the characterization tools and methods for these new devices are still not fully developed. Here, we present an on-wafer, highly precise, and rapid characterization method to measure the mechanical, electrical, and electromechanical properties of piezoresistive cantilevers. The setup is based on a combination of probe-card and atomic force microscopy technology, it allows accessing many devices across a wafer and it can be applied to a broad range of MEMS and NEMS. Using this setup we have characterized the performance of multiple submicron thick piezoresistive cantilever force sensors. For the best design we have obtained a force sensitivity ℜ_F = 158μV/nN, a noise of 5.8 μV (1 Hz–1 kHz) and a minimum detectable force of 37 pN with a relative standard deviation of σ_r ≈ 8%. This small value of σr, together with a high fabrication yield >95%, validates our fabrication technology. These devices are intended to be used as bio-molecular detectors for the measurement of intermolecular forces between ligand and receptor molecule pairs

    We prove that the threshold detection efficiency for a loophole-free Bell experiment using an nn-qubit Greenberger-Horne-Zeilinger state and the correlations appearing in the nn-partite Mermin inequality is n/(2n2)n/(2n-2). If the detection efficiency is equal to or lower than this value, there are local hidden variable models that can simulate all the quantum predictions.     The Impact of Fiscal Restraint on Budgetary Allocations for Women's Programs

    The paper reviews the gender-differentiated effect of macroeconomic policies by examining the impact of persistent revenue shortfalls on the part of the national government in 1997-2003 on the budget allocations for programs that support gender equality and womens priority public services in selected departments--Department of Health (DOH), Department of Agriculture (DA), Department of Social Welfare and Development (DSWD), and Department of Education (DepEd). The analysis includes grouping the agencies programs, activities and projects (PAPs) into gender-relevant categories and tracking the impact of the overall contraction of national government expenditures on the expenditure obligations for these expenditure categories. At the same time, the study undertakes a gender-disaggregated benefit incidence analysis of the mainstream or untargeted expenditures of the selected departments. Lastly, the study emphasizes that budget analysis has to be better informed by gender analysis given that, even if there is no gender bias in the formal policies and procedures that govern the delivery of services of various government agencies, gender bias might result from the informal rules, attitudes and behavior not only of service providers but also that of the target clientele

    The formation heritage of Jupiter Family Comet 10P/Tempel 2 as revealed by infrared spectroscopy

    We present spectral and spatial information for major volatile species in Comet 10P/Tempel 2, based on high-dispersion infrared spectra acquired on UT 2010 July 26 (heliocentric distance Rh = 1.44 AU) and September 18 (Rh = 1.62 AU), following the comet's perihelion passage on UT 2010 July 04. The total production rate for water on July 26 was (1.90 +/- 0.12) x 10^28 molecules s-1, and abundances of six trace gases (relative to water) were: CH3OH (1.58% +/- 0.23), C2H6 (0.39% +/- 0.04), NH3 (0.83% +/- 0.20), and HCN (0.13% +/- 0.02). A detailed analysis of intensities for water emission lines provided a rotational temperature of 35 +/- 3 K. The mean OPR is consistent with nuclear spin populations in statistical equilibrium (OPR = 3.01 +/- 0.18), and the (1-sigma) lower bound corresponds to a spin temperature > 38 K. Our measurements were contemporaneous with a jet-like feature observed at optical wavelengths. The spatial profiles of four primary volatiles display strong enhancements in the jet direction, which favors release from a localized vent on the nucleus. The measured IR continuum is much more sharply peaked and is consistent with a dominant contribution from the nucleus itself. The peak intensities for H2O, CH3OH, and C2H6 are offset by ~200 km in the jet direction, suggesting the possible existence of a distributed source, such as the release of icy grains that subsequently sublimed in the coma. On UT September 18, no obvious emission lines were present in our spectra, nevertheless we obtained a 3-sigma upper limit Q(H2O) < 2.86 x 10^27 molecules s-1

    The unusual volatile composition of the Halley-type comet 8P/Tuttle: Addressing the existence of an Inner Oort Cloud

    We measured organic volatiles (CH4, CH3OH, C2H6, H2CO), CO, and water in comet 8P/Tuttle, a comet from the Oort cloud reservoir now in a short-period Halley-type orbit. We compare its composition with two other comets in Halley-type orbits, and with comets of the "organics-normal" and "organics-depleted" classes. Chemical gradients are expected in the comet-forming region of the proto-planetary disk, and an individual comet should reflect its specific heritage. If Halley-type comets came from the inner Oort cloud as proposed, we see no common characteristics that could distinguish such comets from those that were stored in the outer Oort cloud.Comment: 14 pages, including 1 figure and 2 Table
