Consumer credit information systems: A critical review of the literature. Too little attention paid by lawyers?
This paper reviews the existing literature on consumer credit reporting, the most extensively used instrument to overcome information asymmetry and adverse selection problems in credit markets. Despite the copious literature in economics and some research in regulatory policy, the legal community has paid almost no attention to the legal framework of consumer credit information systems, especially within the context of the European Union. Studies on the topic, however, seem particularly relevant in view of the establishment of a single market for consumer credit. This article ultimately calls for further legal research to address consumer protection concerns and inform future legislation
Balance-of-Powers Arguments and the Structural Constitution
Balance-of-powers arguments are ubiquitous in judicial opinions and academic articles that address separation-of-powers disputes over the president\u27s removal authority, power to disregard statutes, authority to conduct foreign wars, and much else. However, the concept of the balance of powers has never received a satisfactory theoretical treatment. This Essay examines possible theories of the balance of powers and rejects them all as unworkable and normatively questionable. Judges and scholars should abandon the balance-of-powers metaphor and instead address directly whether bureaucratic innovation is likely to improve policy outcomes
The Ulysses fast latitude scans: COSPIN/KET results
International audienceUlysses, launched in October 1990, began its second out-of-ecliptic orbit in December 1997, and its second fast latitude scan in September 2000. In contrast to the first fast latitude scan in 1994/1995, during the second fast latitude scan solar activity was close to maximum. The solar magnetic field reversed its polarity around July 2000. While the first latitude scan mainly gave a snapshot of the spatial distribution of galactic cosmic rays, the second one is dominated by temporal variations. Solar particle increases are observed at all heliographic latitudes, including events that produce >250 MeV protons and 50 MeV electrons. Using observations from the University of Chicago's instrument on board IMP8 at Earth, we find that most solar particle events are observed at both high and low latitudes, indicating either acceleration of these particles over a broad latitude range or an efficient latitudinal transport. The latter is supported by "quiet time" variations in the MeV electron background, if interpreted as Jovian electrons. No latitudinal gradient was found for >106 MeV galactic cosmic ray protons, during the solar maximum fast latitude scan. The electron to proton ratio remains constant and has practically the same value as in the previous solar maximum. Both results indicate that drift is of minor importance. It was expected that, with the reversal of the solar magnetic field and in the declining phase of the solar cycle, this ratio should increase. This was, however, not observed, probably because the transition to the new magnetic cycle was not completely terminated within the heliosphere, as indicated by the Ulysses magnetic field and solar wind measurements. We argue that the new A<0-solar magnetic modulation epoch will establish itself once both polar coronal holes have developed
Altered intrinsic functional connectivity of the cingulate cortex in children with severe temper outbursts
Severe temper outbursts (STO) in children are associated with impaired school and family functioning and may contribute to negative outcomes. These outbursts can be conceptualized as excessive frustration responses reflecting reduced emotion regulation capacity. The anterior cingulate cortex (ACC) has been implicated in negative affect as well as emotional control, and exhibits disrupted function in children with elevated irritability and outbursts. This study examined the intrinsic functional connectivity (iFC) of a region of the ACC, the anterior midcingulate cortex (aMCC), in 5- to 9-year-old children with STO (n = 20), comparing them to children with attention-deficit/hyperactivity disorder (ADHD) without outbursts (ADHD; n = 18). Additional analyses compared results to a sample of healthy children (HC; n = 18) and examined specific associations with behavioral and emotional dysregulation. Compared to the ADHD group, STO children exhibited reduced iFC between the aMCC and surrounding regions of the ACC, and increased iFC between the aMCC and precuneus. These differences were also seen between the STO and HC groups; ADHD and HC groups did not differ. Specificity analyses found associations between aMCC-ACC connectivity and hyperactivity, and between aMCC-precuneus iFC and emotion dysregulation. Disruption in aMCC networks may underlie the behavioral and emotional dysregulation characteristic of children with STO
The A326S mutant of G(iα1) as an approximation of the receptor-bound state
Agonist-bound heptahelical receptors activate heterotrimeric G proteins by catalyzing exchange of GDP for GTP on their α subunits. In search of an approximation of the receptor-α subunit complex, we have considered the properties of A326S G(iα1), a mutation discovered originally in G(sα) (Iiri, T., Herzmark, P., Nakamoto, J. M., Van Dop, C., and Bourne, H. R. (1994) Nature 371, 164-168) that mimics the effect of receptor on nucleotide exchange. The mutation accelerates dissociation of GDP from the α(i1)ÎČ1Îł2 heterotrimer by 250-fold. Nevertheless, affinity of mutant G(iα1) for GTPÎłS is high in the presence of Mg2+, and the mutation has no effect on the intrinsic GTPase activity of the α subunit. The mutation also uncouples two activities of ÎČÎł: stabilization of the GDP-bound α subunit (which is retained) and retardation of GDP dissociation heterotrimer (which is lost). For wild-type and mutant G(iαl), ÎČÎł prevents irreversible inactivation of the α subunit at 30 °C. However, the mutation accelerates irreversible inactivation of α at 37 °C despite the presence of ÎČÎł. Structurally, the mutation weakens affinity for GTPÎłS by steric crowding: a 2-fold increase in the number of close contacts between the protein and the purine ring of the nucleotide. By contrast, we observe no differences in structure at the GDP binding site between wild-type heterotrimers and those containing A326S G(i 1/2 ). However, the GDP binding site is only partially occupied in crystals of G protein heterotrimers containing A326S G(iα1). In contrast to original speculations about the structural correlates of receptor-catalyzed nucleotide exchange, rapid dissociation of GDP can be observed in the absence of substantial structural alteration of a G(α) subunit in the GDP-bound state
