    Trade Study Analysis for TNS Tokamaks.

    A series of parametric trade studies was performed to consistently evaluate the relative.costs and performance parameters of D-T burning tokamaks over a range of plasma sizes and toroidal field (TF) coil technologies. Four different types of TF coil technologies were investigated: water-cooled copper coils, superconducting NbTi and Nb{sub 3}Sn coils, and a "hybrid" coil arrangement consisting of a· normal conducting Cu coil nested within a superconducting NbTi coil. Results of the analysis indicate for TNS operation, for example, that for a given plasma beta at ignition, the Cu TF coil devices are least expensive, followed by the Nb{sub 3}Sn, NbTi, and NbTi/Cu options. Other conclusions and trends resulting from the study are presented and analyzed

    Climate Quality Broadband and Narrowband Solar Reflected Radiance Calibration Between Sensors in Orbit

    vAs the potential impacts of global climate change become more clear [1], the need to determine the accuracy of climate prediction over decade-to-century time scales has become an urgent and critical challenge. The most critical tests of climate model predictions will occur using observations of decadal changes in climate forcing, response, and feedback variables. Many of these key climate variables are observed by remotely sensing the global distribution of reflected solar spectral and broadband radiance. These "reflected solar" variables include aerosols, clouds, radiative fluxes, snow, ice, vegetation, ocean color, and land cover. Achieving sufficient satellite instrument accuracy, stability, and overlap to rigorously observe decadal change signals has proven very difficult in most cases and has not yet been achieved in others [2]. One of the earliest efforts to make climate quality observations was for Earth Radiation Budget: Nimbus 6/7 in the late 1970s, ERBE in the 1980s/90s, and CERES in 2000s are examples of the most complete global records. The recent CERES data products have carried out the most extensive intercomparisons because if the need to merge data from up to 11 instruments (CERES, MODIS, geostationary imagers) on 7 spacecraft (Terra, Aqua, and 5 geostationary) for any given month. In order to achieve climate calibration for cloud feedbacks, the radiative effect of clear-sky, all-sky, and cloud radiative effect must all be made with very high stability and accuracy. For shortwave solar reflected flux, even the 1% CERES broadband absolute accuracy (1-sigma confidence bound) is not sufficient to allow gaps in the radiation record for decadal climate change. Typical absolute accuracy for the best narrowband sensors like SeaWiFS, MISR, and MODIS range from 2 to 4% (1-sigma). IPCC greenhouse gas radiative forcing is approx. 0.6 W/sq m per decade or 0.6% of the global mean shortwave reflected flux, so that a 50% cloud feedback would change the global reflected flux by approx. 0.3 W/sq m or 0.3% per decade in broadband SW calibration change. Recent results comparing CERES reflected flux changes with MODIS, MISR, and SeaWiFS narrowband changes concluded that only SeaWiFS and CERES were approaching sufficient stability in calibration for decadal climate change [3]. Results using deep convective clouds in the optically thick limit as a stability target may prove very effective for improving past data sets like ISCCP. Results for intercalibration of geostationary imagers to CERES using an entire month of regional nearly coincident data demonstrates new approaches to constraining the calibration of current geostationary imagers. The new Decadal Survey Mission CLARREO is examining future approaches to a "NIST-in-Orbit" approach of very high absolute accuracy reference radiometers that cover the full solar and infrared spectrum at high spectral resolution but at low spatial resolution. Sampling studies have shown that a precessing CLARREO mission could calibrate other geo and leo reflected solar radiation and thermal infrared sensors

    Philosophy and Science in Leibniz

    This paper explores the question of Leibniz’s contribution to the rise of modern ‘science’. To be sure, it is now generally agreed that the modern category of ‘science’ did not exist in the early modern period. At the same time, this period witnessed a very important stage in the process from which modern science eventually emerged. My discussion will be aimed at uncovering the new enterprise, and the new distinctions which were taking shape in the early modern period under the banner of the old Aristotelian terminology. I will argue that Leibniz begins to theorize a distinction between physics and metaphysics that tracks our distinction between the autonomous enterprise of science in its modern meaning, and the enterprise of philosophy. I will try to show that, for Leibniz, physics proper is the study of natural phenomena in mathematical and mechanical terms without recourse for its explanations to metaphysical notions. This autonomy, however, does not imply for Leibniz that physics can say on its own all that there is to be said about the natural world. Quite the opposite. Leibniz inherits from the Aristotelian tradition the view that physics needs metaphysical roots or a metaphysical grounding. For Leibniz, what is ultimately real is reached by metaphysics, not by physics. This is, in my view, Leibniz’s chief insight: the new mathematical physics is an autonomous enterprise which offers its own kind of explanations but does not exhaust what can (and should) be said about the natural world

    Linguistic incompetence: giving an account of researching multilingually

    This paper considers the place of linguistic competence and incompetence in the context of researching multilingually. It offers a critique of the concept of competence and explores the performative dimensions of multilingual research and its narration, through the philosophy of Judith Butler, and in particular her study Giving an account of oneself. It explores aspects of risk, justice, narrative limit and a morality of multilingualism in emergent multilingual research frameworks. These theoretical dimensions are explored through consideration of ‘linguistically incompetent’ ethnographic work with refugees and asylum seekers, in contexts of hospitality and in life long learning research in the Gaza Strip, and of early attempts to learn new languages. The paper offers a prospect of a relational approach to researching multilingually and affirms the vulnerability at the heart of linguistic hospitality

    Evaluation of a rolling rehabilitation programme for patients with non-specific low back pain in primary care: an observational cohort study

    Aim The Back Rehabilitation Programme (BRP) is a group exercise programme for patients with non-specific low back pain (NSLBP) that combines cognitive behavioural therapy principles and therapeutic exercise to empower patients to self-manage their condition. Poor attendance and high attrition rates resulted in changes to the format of the programme from a standard sequential approach to a continual rolling approach. The aim of this study was to evaluate the effectiveness of this new approach on patient outcomes and its impact on attendance rates. Method A service evaluation, using a retrospective, observational cohort design, of all patients with NSLBP who attended the BRP during a 12-month period was undertaken. Outcome measures used were as follows: Bournemouth Questionnaire (BQ); fitness tests: sit to stand test, step test and walk test (taken at baseline and post programme); and attendance (taken post programme). Results Of the patients, 56% had an improved BQ score ≥ 47%, indicating a clinically significant change. Inferential testing showed statistically significant improvements in the BQ and all three fitness tests post programme (P< 0.0001). In total, 62 patients attended the rolling BRP, and 41 patients (66%) completed. Thus, the percentage of patients completing the new programme had doubled compared with the original standard programme. Conclusion Patients with NSLBP who attended the continual rolling BRP show clinical and statistical improvements. The rolling format also appeared to enhance patient attendance. As such, the rolling BRP should be considered by practitioners as an effective management strategy when treating patients with NSLBP
