    Influenza H1N2 - first human case detected in the UK

    In November 2023 the UK notified the World Health Organization (WHO) of a human case of swine-origin influenza A(H1N2)v clade 1B.1.1 virus infection. The infection was detected as part of the routine national flu surveillance undertaken by the UK Health Security Agency (UKHSA) and the Royal College of General Practitioners (RCGP) and was the first case of human influenza A(H1N2) infection detected in the UK. The case was an otherwise well person, over 75 years of age, who has since fully recovered. What makes the case intriguing is that the case reported no direct contact with pigs, pets or farms; however, pig farms are located within a few miles of where the case resides. As of December 2023, no virological confirmed transmission was reported and the source of the infection is still under investigation

    Garbage and Recycling in Communities with Curbside Recycling and Unit-Based Pricing

    This paper estimates the impact of a user fee and a curbside recycling program on garbage and recycling amounts, allowing for the possibility of endogenous policy choices. Previous estimates of the effects of these policies could be biased if unobserved variables such as local preference for the environment jointly impact the probability of implementing these policies and the levels of garbage and recycling collected in the community. A simple sequential model of local policymaking is estimated using original data gathered from a large cross-section of communities with user fees, combined with an even larger cross-section of towns without user fees but with and without curbside recycling programs. The combined data set is larger and more comprehensive than any used in previous studies. Without correction for endogenous policy, the price per unit of garbage collection has a negative effect on garbage and a positive cross-price effect on recycling. When we correct for endogenous policy, then the effect of the user fee on garbage increases, and the significance of the cross-price effect on recycling disappears.

    This paper estimates household reaction to the implementation of unit-pricing for the collection of residential garbage. We gather original data on weight and volume of weekly garbage and recycling of 75 households in Charlottesville, Virginia, both before and after the start of a program that requires an eighty-cent sticker on each bag of garbage. This data set is the first of its kind. We estimate household demands for the collection of garbage and recyclable material, the effect on density of household garbage, and the amount of illegal dumping by households. We also estimate the probability that a household chooses each method available to reduce its garbage. In response to the implementation of this unit-pricing program, we find that households (1) reduced the weight of their garbage by 14%, (2) reduced the volume of garbage by 37% and (3) increased the weight of their recyclable materials by 16%. We estimate that additional illegal -- or at least suspicious -- disposal accounts for 0.42 pounds per person per week, or 28% of the reduction in garbage observed at the curb.

    How a Fee Per-Unit Garbage Affects Aggregate Recycling in a Model with Heterogeneous Households

    This paper develops a utility maximizing model of household choice among garbage disposal, recycling, and littering. The impact of a user fee for garbage collection is modelled for heterogeneous households with different preferences for recycling. The model explains (1) why some households participate in curbside recycling programs even in the absence of a user fee, (2) why other households do not participate, even in the presence of a user fee, and (3) why some households choose to litter when others do not. Household choices are aggregated to determine the effect of a user fee on the community-wide quantities of garbage, recycling, and litter. We show how an increase in the user fee can decrease aggregate recycling.

    Controlling crippled aircraft-with throttles

    A multiengine crippled aircraft, with most or all of the flight control system inoperative, may use engine thrust for control. A study was conducted of the capability and techniques for emergency flight control. Included were light twin engine piston powered airplanes, an executive jet transport, commercial jet transports, and a high performance fighter. Piloted simulations of the B-720, B-747, B-727, MD-11, C-402, and F-15 airplanes were studied, and the Lear 24, PA-30, and F-15 airplanes were flight tested. All aircraft showed some control capability with throttles and could be kept under control in up-and-away flight for an extended period of time. Using piloted simulators, landings with manual throttles-only control were extremely difficult. However, there are techniques that improve the chances of making a survivable landing. In addition, augmented control systems provide major improvements in control capability and make repeatable landings possible. Control capabilities and techniques are discussed

    Effects of vertical confinement on gelation and sedimentation of colloids

    We consider the sedimentation of a colloidal gel under confinement in the direction of gravity. The confinement allows us to compare directly experiments and computer simulations, for the same system size in the vertical direction. The confinement also leads to qualitatively different behaviour compared to bulk systems: in large systems gelation suppresses sedimentation, but for small systems sedimentation is enhanced relative to non-gelling suspensions, although the rate of sedimentation is reduced when the strength of the attraction between the colloids is strong. We map interaction parameters between a model experimental system (observed in real space) and computer simulations. Remarkably, we find that when simulating the system using Brownian dynamics in which hydrodynamic interactions between the particles are neglected, we find that sedimentation occurs on the same timescale as the experiments, however the thickness of the "arms" of the gel is rather larger in the experiments, compared with the simulations. An analysis of local structure in the simulations showed similar behaviour to gelation in the absence of gravity

    Garbage, Recycling, and Illicit Burning or Dumping

    Additional solid waste disposal imposes resource and environmental costs, but most residents still pay no additional fee per marginal unit of garbage collection. In a simple model with garbage and recycling as the only two disposal options, we show that the optimizing fee for garbage collection equals the resource cost plus environmental cost. When illicit burning or dumping is a third disposal option, however, the optimizing fee for garbage collection can change sign. Burning or dumping is not a market activity and cannot be taxed directly, but it can be discouraged indirectly by a system with a tax on all output plus a rebate on proper disposal either through recycling or garbage collection. This optimizing fee structure is essentially a deposit-refund system. The output tax helps achieve the first-best allocation even though it may affect the choice between consumption and untaxed leisure, because consumption leads to disposal problems while leisure does not.

    Frustration Driven Stripe Domain Formation in Co/Pt Multilayer Films

    We report microscopic mechanisms for an unusual magnetization reversal behavior in Co/Pt multilayers where some of the first-order reversal curves protrude outside of the major loop. Transmission x-ray microscopy reveals a fragmented stripe domain topography when the magnetic field is reversed prior to saturation, in contrast to an interconnected pattern when reversing from a saturated state. The different domain nucleation and propagation behaviors are due to unannihilated domains from the prior field sweep. These residual domains contribute to random dipole fields that impede the subsequent domain growth and prevent domains from growing as closely together as for the interconnected pattern.Comment: 13 pages, 3 figures, to appear in AP
