    THE CONSISTENCY OF THE IMPLEMENTATION OF E-PROCUREMENT POLICIES IN THE PROVINCE OF GORONTALO

    ABSTRACT This research aims to analyze the (i) the consistency of the implementation of e-Procurement policies related to the duties and authorities of the parties in the procurement and Services Procurement Electronically in Gorontalo Province, (ii) the factors that inhibit the implementation of Policy and support Consistency e-Procurement in Gorontalo Province. The results showed the implementation of e-Procurement policies in Gorontalo had been held consistently by the parties in procurement; the findings show that the consistency of the implementation of e-Procurement policies in Gorontalo had been referring to the regulations. With the e-Protrack has improved the performance of the apparatus of Government to realize the establishment of a professional, clean and responsible, eradicate abuse of authority and the practice of corruption, collusion, and Nepotism, enforce regulations and secure the finances of the State and to create a system of monitoring the implementation of the procurement of goods/services. Other findings are still many users of Budget or authority Users Budget, and Commitment Maker Officials who did not want to get involved directly in the Procurement System applications electronically and Factors supporting the consistency of implementation of e-Procurement policies. Based on the results of the analysis of the communication is supported by human resources and financial resources that are straightforward and supported also by the commitment of the apparatus as well as the level of consistent positive provider as well as the bureaucratic structure that operational standards of procedure was evident division of tasks and responsibilities in accordance with existing regulations and can be accounted for, and fragmentation is real because the parties in procurement has anything to do with related ministries regarding the implementation of e-procurement to support consistency e-procurement policies. As for factors of disposition, despite already running but still hampered the consistency of implementation of e-Procurement policy so that it needs to get more attention as well as get updates.     Latar Belakang: Perilaku Hidup Bersih dan Sehat adalah semua perilakukesehatan yang dilakukan atas kesadaran sehingga anggota keluarga atau keluargadapat menolong dirinya sendiri di bidang kesehatan dan dapat berperan aktifdalam kegiatan-kegiatan kesehatan di masyarakat, Sekolah sebagai salah satusasaran perilaku hidup bersih dan sehat di tatanan institusi pendidikan yang perlumendapatkan perhatian.Tujuan: Menganalisis hubungan pengetahuan dengan penerapan perilaku hidupbersih dan sehat pada murid SD Negeri 70 Banda Aceh.Metode: Jenis penelitian ini merupakan penelitian analitik dengan pendekatanCross sectional. Sampel yang digunakan murid kelas IV,V dan VI dengan tehniktotal sampling sebanyak 66 sampel. Data penelitian diperoleh melalui pengisiankuisioner oleh responden.Hasil: Hasil uji statistik dengan menggunakan Spearman adalah terdapathubungan yang signifikan antara pengetahuan dengan penerapan perilaku hidupbersih dan sehat (p value 0.006)Kesimpulan: Terdapat hubungan yang signifikan antara pengetahuan denganpenerapan perilaku hidup bersih dan sehat

    Resin is the polymer material that can be used as high voltage insulators that have high volume resistivity, lighter, high insulation strength and good mechanical strength.Alumina (Al2O3) is one of oxide ceramic that is widely use in the electronic and mechanical material. This research proposes the breakdown voltage test on alumina filler with varies of weight i.e 0.1gr, 0.2gr, 0.3gr, 0.4gr, 0.5gr, 0.6gr, 0.7gr, 0.8gr, 0.9gr, 1gr, 1.1gr, 1.2gr , 1.3gr, 1.4gr, 1.5gr, 1.6gr, 1.7gr, 1.8gr, 1.9gr and 2gr, respectively.     Sulfur hexafluoride gas (SF6) is widely used in the power electrical system such as circuit breaker, gas insulated switchgear (GIS) and gas insulated line (GIL). However, this gas has negative impacts such as global warming, so we need to find other gases as alternative gas for example is carbon dioxide (CO2) and nitrogen (N2) that it is more friendly environmental materials. This research discusses about dielectric characteristics of mixture of carbon dioxide gas (CO2) and nitrogen (N2) gas under pressure high voltage in positive polarity. This experiment aims to estimate the breakdown voltage in mixture of carbon dioxide gas (CO2) and Nitrogen (N2). This experiment was carried out by using sphere electrodes and needle-rod electrodes. The result is indicated that the breakdown voltage in gas with sphere electrodes is greater than with needle-rod electrodes and then space electrodes are proportional to breakdown voltage in gas insulation

    Insulation of Sulfur hexafluoride (SF6) gas, nitrogen (N2) gas and Carbon Dioxide (CO2) gas usually used in circuit breaker. Sulfur hexafluoride (SF6) gas is widely used in high-voltage system. Sulfur hexafluoride (SF6) gas has a higher dielectric strength than the dielectric strength of air. However, Sulfur hexafluoride (SF6) gas is not environmentally friendly and very impact on global warming.The purpose of this study was to test the breakdown voltage of nitrogen (N2) gas is more environmentally friendly as an alternative to insulation of sulfur hexafluoride (SF6) gas. This study use electrodes balls and needles with a distance of 0.5-2 cm and use pressure of 1-4 bar being tested as much as 20 times the experiment. From the test results obtained that the breakdown voltage electrode bigger balls than the electrode needles. Electrode balls with a distance of 2 cm and a pressure of 4 bar has a value of breakdown voltage greater than 140 kV, while the electrode needles with a distance of 2 cm and a pressure of 4 bar has a breakdown voltage of 79 kV

    Arbetet är ett beställningsarbete gjort för företaget EG-trading Oy vid Horsbäcks industriområde i Ekenäs. EG-trading Oy är ett växande företag inom import och försäljning av produkter för grönbranschen. Målet med arbetet är en planering av gårdsplanen invid den byggnad som fungerar som kontor, som lager och för företagets odlingsverksamhet. Gården skall fungera som en estetiskt tilltalande besökspunkt för kunder, studerande och samarbetspartners, EG-tradings produkter skall användas och förevisas på området och samtidigt måste den vardagliga logistiken på området fungera smidigt. Vi har valt att ta vår teoretiska utgångspunkt i estetiken för att försöka få klarhet i vad ”estetisk tilltalande” kan innebära. Vi har också undersökt ämnen som visuell marknadsföring och komposition samt hur människan trivs i sin omgivning. Vi försöker här hitta någon form av samband som kan hjälpa oss att få en tilltalande planering som tar i beaktande alla de olika behoven på området. Teorisökningen och planeringen har delvis framskridit sida vid sida. Arbetet resulterar i en översiktlig planering av hela gårdsplanen samt en mer detaljerad planering av ett utställningsområde för företagets produkter

    PT. PLN (Perseo) P3BS is part of PT PLN (Perseo) which specializes in high voltage and extra high voltage Overhead Line Transmission in Sumatera Island. Overally PT PLN P3BS has several assets of transmission i.e transmission tower with total of 20.110 units. Most of towers high between 30-46 meters. However, many line outage because frome lightening strike to Overhead Line Transmission. The Sumatra island position in the tropical zona which is prone to suffer from lightning strike.The installation or modification of lightning protection need to improve the reliability of transmission from lightning strike. PT PLN (Persero) P3BS has been done several ways to minimize the disturbance caused by lightning strike, such as by modifying GSW in order to have self grounding and insulated to the tower.Study has been done to knowing information about advantages or disadvantages in the utilizing of insulators on GSW simulated using ATP-Draw, normal simulation and modified GSW simulation. Then, both models are exposing to the lightening impulse voltage with the amplitude of 10 kA to 200 kA respectively.The modified GSW earth grounding system with the addition of insulators provides more resistance to the back flashover on the insulators lines and the reliability is increased. In the end, this modified GSW will get the effective value when it is attached to the tower coordinates which have high lightening potensial

    Transformer oil is one of the important components of a transformer, because in addition to its function as an insulator which provides the function of inter-winding insulation inside the transformer, as well as the cooling medium to absorb heat from the transformer core and transformer winding. The content of gases dissolved in transformer oil indirectly indicate the condition of the transformer itself. Therefore, analysis of transformer oil or Diissolved Gas analys (DGA) needs to be done to determine the type of interference that may occur in the transformer, which can be directly carried out an action and special attention to the transformer before the condition worsens. The final task is about the maintenance actions that must be done to the results of gas content dissolved in transformer insulating oil. This research was conducted by comparing some methods of interpretation that is TDCG, Duval triangle, and Duval pentagon. The test sample used for analysis is the transformer oil samples at some substations owned by PT. PLN (Persero) P3BS UPT Pekanbaru, Riau. The results showed that increasing the amount of dissolved combustible gas in transformer oil will result in reduced performance of the transformer. This would explain that the transformer has impaired which can be disturbances thermal (thermal fault), partial discharge, or arcing

    The crude oil based transformer insulation has several issues i.e. non-environment friendly, non-biodegradable, non-reneweble, and rarely. Vegetable oil is an alternative transformer insulation which is Crude Palm Oil based RBDPO Olein. This paper proposes study to investigate characteristic the AC breakdown voltage referring to IEC 60156-95 standard to apply sphere electrode of RBDPO Olein prior water content reduction, post water content reduction, and converting fatty acids into Methyl Ester. Breakdown voltage also look into the effect of gap electrode and affectivity of sphere electrode scheme. The experiment has shown the breakdown voltage have increased significantly after various samples of RBDPO Olein being reduction the water content, has compered to IEC 156 standard with the value of (30 kV/2.5 mm). The gap of electrode has shown a significant value on breakdown voltage measurement result. In the mean time to measure the effectivity breakdown voltage of sphere electrode scheme, the Mineral Oil is deployed with complied to IEC 156 standard. The measurement result shows lower then IEC 60156-95 standard was 68,73 %. The experiment also shown the density measurement, the viscosity measurement, the dissolved gas analysis measurement, and dielectric dissipation factor measurement achieve RBDPO Olein less water concentration
