    Can We End the Shame?--Recent Multilateral Efforts to Address the World Child Pornography Market

    In this Note, the author describes the United States and international child pornography markets. The author demonstrates how the United States Congress, judiciary, and law enforcement agencies have addressed the child pornography problem at the national and international level. In addition to the United States efforts to address this problem, the Netherlands, Denmark, and Thailand--who have all exported child pornography to the United States--have taken steps to curb the flow of child pornography. National and international child pornography markets continue to flourish, however, and the author concludes that more steps to eradicate child pornography are necessary. Finally, the author describes recommendations made by the United Nations and other non-governmental organizations to eradicate the world child pornography market

    Considerations in the Calculation of Vertical Velocity in Three-Dimensional Circulation Models

    The vertical velocity, w, in three-dimensional circulation models is typically computed from the three-dimensional continuity equation assuming that the depth-varying horizontal velocity field was calculated earlier in the solution sequence. Computing w in this way appears to require the solution of an over-determined system since the continuity equation is first order, yet w must satisfy two boundary conditions (one at the free surface and one at the bottom). At least three methods have been previously proposed to compute w: (i) the “traditional” method that solves the continuity equation with the bottom boundary condition and ignores the free surface boundary condition, (ii) a “vertical derivative” method that solves the vertical derivative of the continuity equation using both boundary conditions and (iii) an “adjoint” approach that minimizes a cost functional comprised of residuals in the continuity equation and in both boundary conditions. The latter solution is equivalent to the "traditional" solution plus a correction that increases linearly over the depth and is proportional to the misfit between the "traditional" solution at the surface and the surface boundary condition. In this paper we show that the "vertical derivative" method yields inaccurate and physically inconsistent results if it is discretized as has been previously proposed. However, if properly discretized the "vertical derivative" method is equivalent to the “adjoint” method if the cost function is weighted to exactly satisfy the boundary conditions. Furthermore, if the horizontal flow field satisfies the depth-integrated continuity equation locally, one of the boundary conditions is redundant and w obtained from the "traditional" method should match the free surface boundary condition. In this case, the “traditional,” “adjoint” and properly discretized “vertical derivative” approaches yield the same results for w. If the horizontal flow field is not locally mass conserving, the mass conservation error is transferred into the solution for w. This is particularly important for models that do not guarantee local mass conservation, such as some finite element models

    Business and social mobility into the British elite 1870-1914

    This paper tests the claim that business stimulated general social mobility into the British elite during the heyday of the laissez-faire Victorian economy. It also investigates an alternative hypothesis that the ‘rise of the professions’ was the main driver. Intergenerational mobility into the elite was indeed higher among those with manually employed fathers working in business than among the non-business elites in Britain between 1870 and 1914. In addition two potential influences on mobility, education and religion, varied significantly between the classes. Educational divergences reflected the different markets at which those upwardly mobile in business, the professions and the civil service were aimed. Religious variations mirrored class position without independent effects on mobility. Despite a positive business contribution, mobility from the sons of manual workers was extremely low. Availability of capital was a key, not only for elite entry through business, but also for the formal education that determined access to the professions

    Rapidly Fatal Acanthamoeba Encephalitis and Treatment of Cryoglobulinemia

    We describe a 66-year-old woman with therapy-refractory cryoglobulinemia treated with rituximab, plasmapheresis, and steroids; a case of fatal meningoencephalitis caused by Acanthamoeba spp. then developed. Such infections are rare and show an unusually rapid course (possibly related to rituximab)

Its dynamic interpretation interfaces contextualize genomic and phenotypic data to enable more informed variant interpretation, incorporating international standards for variant classification. DECIPHER supports almost all types of germline and mosaic variation in the nuclear and mitochondrial genome: sequence variants, short tandem repeats, copy-number variants, and large structural variants. Patient phenotypes are deposited using Human Phenotype Ontology (HPO) terms, supplemented by quantitative data, which is aggregated to derive gene-specific phenotypic summaries. It hosts data from >250 projects from ~40 countries, openly sharing >40,000 patient records containing >51,000 variants and >172,000 phenotype terms. The rich phenotype-linked variant data in DECIPHER drives rare disease research and diagnosis by enabling patient matching within DECIPHER and with other resources, and has been cited in >2,600 publications. In this study, we describe the types of data deposited to DECIPHER, the variant interpretation tools, and patient matching interfaces which make DECIPHER an invaluable rare disease resource

    The plant specific CDKB1-CYCB1 complex mediates homologous recombination repair in Arabidopsis

    Upon DNA damage, cyclin-dependent kinases (CDKs) are typically inhibited to block cell division. In many organisms, however, it has been found that CDK activity is required for DNA repair, especially for homology-dependent repair (HR), resulting in the conundrum how mitotic arrest and repair can be reconciled. Here, we show that Arabidopsis thaliana solves this dilemma by a division of labor strategy. We identify the plant-specific B1-type CDKs (CDKB1s) and the class of B1-type cyclins (CYCB1s) as major regulators of HR in plants. We find that RADIATION SENSITIVE 51 (RAD51), a core mediator of HR, is a substrate of CDKB1-CYCB1 complexes. Conversely, mutants in CDKB1 and CYCB1 fail to recruit RAD51 to damaged DNA. CYCB1; 1 is specifically activated after DNA damage and we show that this activation is directly controlled by SUPPRESSOR OF GAMMA RESPONSE 1 (SOG1), a transcription factor that acts similarly to p53 in animals. Thus, while the major mitotic cell-cycle activity is blocked after DNA damage, CDKB1-CYCB1 complexes are specifically activated to mediate HR

    A Candidate Dual AGN at z=1.175

    The X-ray source CXOXBJ142607.6+353351 (CXOJ1426+35), which was identified in a 172 ks Chandra image in the Bootes field, shows double-peaked rest-frame optical/UV emission lines, separated by 0.69" (5.5 kpc) in the spatial dimension and by 690 km s^-1 in the velocity dimension. The high excitation lines and emission line ratios indicate both systems are ionized by an AGN continuum, and the double-peaked profile resembles that of candidate dual AGN. At a redshift of z=1.175, this source is the highest redshift candidate dual AGN yet identified. However, many sources have similar emission line profiles for which other interpretations are favored. We have analyzed the substantial archival data available in this field, as well as acquired near-infrared (NIR) adaptive optics (AO) imaging and NIR slit spectroscopy. The X-ray spectrum is hard, implying a column density of several 10^23 cm^-2. Though heavily obscured, the source is also one of the brightest in the field, with an absorption-corrected 2-10 keV luminosity of ~10^45 erg s^-1. Outflows driven by an accretion disk may produce the double-peaked lines if the central engine accretes near the Eddington limit. However, we may be seeing the narrow line regions of two AGN following a galactic merger. While the AO image reveals only a single source, a second AGN would easily be obscured by the significant extinction inferred from the X-ray data. Understanding the physical processes producing the complex emission line profiles seen in CXOJ1426+35 and related sources is important for interpreting the growing population of dual AGN candidates.Comment: 18 pages and 9 figures.     The Ultra-Fast Outflow of the Quasar PG 1211+143 as Viewed by Time-Averaged Chandra Grating Spectroscopy

The Version of Record is available online at https://doi.org/10.3847/1538-4357/aaa427We present a detailed X-ray spectral study of the quasar PG 1211+143 based on Chandra High Energy Transmission Grating Spectrometer (HETGS) observations collected in a multi-wavelength campaign with UV data using the Hubble Space Telescope Cosmic Origins Spectrograph (HST-COS) and radio bands using the Jansky Very Large Array (VLA). We constructed a multi-wavelength ionizing spectral energy distribution using these observations and archival infrared data to create xstar photoionization models specific to the PG 1211+143 flux behavior during the epoch of our observations. Our analysis of the Chandra-HETGS spectra yields complex absorption lines from H-like and He-like ions of Ne, Mg, and Si, which confirm the presence of an ultra-fast outflow (UFO) with a velocity of approximately -17,300 km s -1 (outflow redshift z out ∼ -0.0561) in the rest frame of PG 1211+143. This absorber is well described by an ionization parameter and column density. This corresponds to a stable region of the absorber's thermal stability curve, and furthermore its implied neutral hydrogen column is broadly consistent with a broad Lyα absorption line at a mean outflow velocity of approximately -16,980 km s -1 detected by our HST-COS observations. Our findings represent the first simultaneous detection of a UFO in both X-ray and UV observations. Our VLA observations provide evidence for an active jet in PG 1211+143, which may be connected to the X-ray and UV outflows; this possibility can be evaluated using very-long-baseline interferometric observations.Peer reviewedFinal Accepted Versio
