    Truly Normative Matters: An Essay on the Value of Truth

    Is truth valuable? In addressing this question, one must parse it into questions that are more manageable. Is the property of truth only instrumentally valuable, or is it both instrumentally valuable and noninstrumentally valuable? Is the normativity of the concept of truth an intrinsic or extrinsic property of the concept? In addressing the first of these questions, I show that certain arguments are flawed, arguments that purport to show that truth is not valuable in any kind of way. After establishing that it is reasonable to think that the property of truth is valuable, I show how inflationists and deflationists can agree that the property of truth is noninstrumentally valuable. In addressing the second question, I rely on the distinction between semantics and pragmatics and the resources of moral semantics to claim that the normativity of the concept of truth is an extrinsic feature of the concept. I conclude that the property of truth is both instrumentally and noninstrumentally valuable and that the normativity associated with the concept of truth is an extrinsic property of the concept. In doing so, I suggest that beginning with an investigation about the value and normativity of truth has important ramifications for theories of truth in general

    Costs and cost-effectiveness of alternative tuberculosis management strategies in South Africa - implications for policy

    Objective. To conduct an economic analysis of the Hlabisa community-based directly observed therapy management strategy for tuberculosis and to project costs of three alternative strategies.Setting. Hlabisa health district, Kwazulu-Natal, South Africa.Methods. An economic analysis comparing the current tuberculosis management strategy in Hlabisa with three alternative strategies (the Hlabisa strategy prior to 1991 based on hospitalisation, the national strategy and sanatorium care) in terms of costs to both health service and patient and of cost-effectiveness.Results. The current Hlabisa strategy was the most cost-effective (R3 799 per patient cured), compared with R98 307 for the strategy used prior to 1991, R9 940 for the national strategy, and R11 145 for sanatorium care. Between 71 % and 88% of treatment costs lie with the health service, and hospitalisation (R119 per day) is the most expensive item. Prolonged hospitalisation is extremely expensive, but community care is cheaper (community clinic visit, R28; community health worker visit, R7). The total cost of supervising a patient in the community under the current Hlabisa strategy was R503, equivalent to 4.2 days in hospital. Drug costs (R157) are equivalent to just 1.3 days in hospital.Conclusion. Cost to both health service and patient can be substantially reduced by using community-based directly observed therapy for tuberculosis, a strategy that is cheap and cost-effective in Hlabisa. These findings have important national implications, supporting the goals of the new tuberculosis control programme

    Adhesive and Protective Characteristics of Ceramic Coating A-417 and Its Effect on Engine Life of Forged Refractaloy-26 (AMS 5760) and Cast Stellite 21 (AMS 5385) Turbine Blades

    The adhesive and protective characteristics of National Bureau of Standards Coating A-417 were investigated, as well as the effect of the coating on the life of forged Refractaloy 26 and cast Stellite 21 turbine blades. Coated and uncoated blades were run in a full-scale J33-9 engine and were subjected to simulated service operations consisting of consecutive 20-minute cycles (15 min at rated speed and approximately 5 min at idle). The ceramic coating adhered well to Refractaloy 26 and Stellite 21 turbine blades operated at 1500 degrees F. The coating also prevented corrosion of the Refractaloy 26, a corrosion-sensitive nickel-base alloy, and of the Stellite 21, a relatively corrosion-resistant cobalt-base alloy. Although the coating prevented corrosion of both alloys, it had no apparent effect on blade life

    The Role of Leaders in Managing Envy and its Consequences for Competition in Organizations

    Leaders in organizations face numerous challenges. Among these is helping employees cope with the fact that, over time, some in the organization will succeed and some will fail, leading to potentially disruptive emotions. One of the leader’s roles is to understand and manage these emotions to ensure they do not result in negative interpersonal or organizational outcomes. Further, through their words and deeds, leaders can foster a culture in which more positive emotional reactions to others’ fortunes are more likely to occur, ultimately benefitting the individuals involved and the organization as a whole. Although there are numerous possible reactions to the positive and negative fortunes of others, this chapter will focus mainly on benign or malicious envy in response to another’s success and the implications of these two types of envy for destructive or constructive responses to a successful other. We will give particular attention to one example of the consequences of malicious envy, schadenfreude, pleasure when the more fortunate other suffers a setback. We will examine why malicious envy creates the conditions for schadenfreude and suggest how leaders can prevent it from harming their organizations. We will suggest that leaders, through their influence on employee’s perceptions of justice, feelings of control, and organizational culture, can shape their envy so that it is benign rather than malicious in nature -- thus minimizing negative responses and promoting positive responses instead
