Entanglement Generation of Clifford Quantum Cellular Automata
Clifford quantum cellular automata (CQCAs) are a special kind of quantum
cellular automata (QCAs) that incorporate Clifford group operations for the
time evolution. Despite being classically simulable, they can be used as basic
building blocks for universal quantum computation. This is due to the
connection to translation-invariant stabilizer states and their entanglement
properties. We will give a self-contained introduction to CQCAs and investigate
the generation of entanglement under CQCA action. Furthermore, we will discuss

Developing a control system for ARES 2
A great deal of analysis and testing is conducted at the NASA Langley Research Center to support the development of safe and reliable helicopter rotor systems. This work is performed by the Rotorcraft Aeroelasticity Group located in the Transonic Dynamics Tunnel (TDT) facility. Over the past two decades a wide variety of tests have been successfully conducted in the TDT and their results have contributed significantly to the understanding of aeromechanical phenomena in rotor systems. This has led to improved tools for analysis and design, and ultimately to the development, of improved rotor systems. The TDT facility is ideally suited for these tests due to its unique ability to use a heavy gas as a working medium. This allows the model to be scaled such that the results obtained may be readily extrapolated to full scale. Until recently, the rotor system to be tested has been mounted on a fixed balance which is attached to the longeron which is attached to the stand through a single pitching degree of freedom. The testbed used is known as the Aeroelastic Rotor Experimental System (ARES 1). In order to extend the experimental capabilities to investigate the full rotor/body dynamic coupling present in a rotorcraft, a very ambitious project has been undertaken to design and construct a six degree of freedom system that can be controlled so as to emulate the inertial characteristics of a prescribed model fuselage. The electronic and mechanical hardware for this system has already been designed and constructed. This system is known ar ARES II. The rotor and its drive system are mounted on the balance which is attached to the longeron via six hydraulic actuators. This six degree of freedom parallel linkage is referred to in the literature as a Stuart Platform. By properly adjusting the length of the hydraulic actuators it is possible to position and orient the balance relative to the longeron. The longeron is attached to the stand via a pitch degree of freedom to allow testing over various forward flight regimes. One major task remaining to complete this testbed is the design and synthesis of a control system. How effective are conditional cash transfers? Evidence from Colombia
Conditional cash transfer (CCT) programmes are becoming an extremely popular tool for improving the education and health outcomes of poor children in developing countries. An incomplete list of countries in which they are being implemented under the support of the World Bank and other international financial institutions includes Mexico, Honduras, Nicaragua, Brazil, Turkey and Mozambique. While the implementation details vary from country to country, many are modelled on the Mexican PROGRESA. In a typical CCT, mothers from poor backgrounds receive cash conditional on their promoting certain activities on behalf of their children. For their youngest children - usually those below the age of 6 - the conditionality involves visits to preventive healthcare centres in which their growth is monitored. School attendance is the most common stipulation for receipt of cash transfers for older children - usually those between 7 and 17 years old. This targeting of health and education of children is at the essence of the long-term poverty alleviation objective of CCT programmes. Such transfer programmes are also aimed at the short-term reduction of poverty, through the provision of immediate funds to indigent households.
In this Briefing Note, we will focus on the programme Familias en Acción (FA), the CCT implemented by the Colombian government from 2001/02. In particular, we will provide estimates of how the programme has influenced key welfare indicators such as school attendance, child nutrition and health status, as well as household consumption. In this respect, we will update the preliminary results that were reported in Attanasio et al. (2003 and 2004)
What would you do? An investigation of stated-response data
When analysing choices or policy impacts, economists generally rely on what people actually do, rather than what they say they would do. The "stated response" approach is treated with scepticism due, for example, to concerns regarding the effect of strategic or social considerations on what people say, and a belief that people may not adequately consider such a hypothetical question. This paper evaluates an example of this approach; the direct questioning of parents as to whether they would withdraw their children from school if the Familias en Accion education subsidies were withdrawn. Our results suggest that these concerns are not entirely invalid but that the stated responses do provide important information and correlate in the expected manner with child and household characteristics. We conclude by emphasising the importance of good question design, which may allow researchers to use the "stated response" method as a complement to more typical quantitative methodologies

Breast feeding and the weekend effect: an observational study
OBJECTIVE: To compare the incidence of breast feeding by day of week of birth. DESIGN: Retrospective database study using 16 508 records from the 2005 and 2010 Infant Feeding Surveys. SETTING: England and Wales, UK. PARTICIPANTS: Mothers of a sample of births from among all registered births in the periods August-September 2005 and August-October 2010. MAIN OUTCOME MEASURE: Incidence of breast feeding after birth. RESULTS: Among babies of mothers who left full-time education aged 16 or under, the incidence of breast feeding was 6.7 percentage points lower (95% CI 1.4 to 12.1 percentage points) for those born on Saturdays than for those born on Mondays-Thursdays. No such differences by day of week of birth were observed among babies of mothers who left school aged 17 or over. CONCLUSIONS: Breastfeeding policy should take into account differences in breast feeding by day of week of birth, which are apparent among low-educated mothers. Further research is needed to ascertain the reason for this finding
Quantum metrology with molecular ensembles

Specifically, when quantum entanglement is harnessed, the precision achieved is supposed to scale more favorably with the resources employed, such as system size and time required. Here, we consider measurement of magnetic-field strength using an ensemble of spin-active molecules. We identify a third essential resource: the change in ensemble polarization (entropy increase) during the metrology experiment. We find that performance depends crucially on the form of decoherence present; for a plausible dephasing model, we describe a quantum strategy, which can indeed beat the standard strategy.Publisher PDFPeer reviewe
Construction of an optical test-bed for eLISA
In the planned eLISA mission a key part of the system is the optical bench that holds the interferometers for reading out the inter-spacecraft distance and the test mass position. We report on ongoing technology development for the eLISA optical system like the back-link between the optical benches and the science interferometer where the local beam is interfered with the received beam from the distant spacecraft. The focus will be on a setup to investigate the tilt-to-pathlength coupling in the science interferometer. To test the science interferometer in the lab a second bench providing a laser beam and a reference interferometer is needed. We present a setup with two ultra-stable low expansion glass benches and bonded optics. To suppress the tilt-to-pathlength coupling to the required level (few μm/rad) imaging optics are placed in front of the interferometer photo diodes
Pharmaceuticals in soils of lower income countries: Physico-chemical fate and risks from wastewater irrigation.
Population growth, increasing affluence, and greater access to medicines have led to an increase in active pharmaceutical ingredients (APIs) entering sewerage networks. In areas with high wastewater reuse, residual quantities of APIs may enter soils via irrigation with treated, partially treated, or untreated wastewater and sludge. Wastewater used for irrigation is currently not included in chemical environmental risk assessments and requires further consideration in areas with high water reuse. This study critically assesses the contemporary understanding of the occurrence and fate of APIs in soils of low and lower-middle income countries (LLMIC) in order to contribute to the development of risk assessments for APIs in LLMIC. The physico-chemical properties of APIs and soils vary greatly globally, impacting on API fate, bioaccumulation and toxicity. The impact of pH, clay and organic matter on the fate of organic ionisable compounds is discussed in detail. This study highlights the occurrence and the partitioning and degradation coefficients for APIs in soil:porewater systems, API usage data in LLMICS and removal rates (where used) within sewage treatment plants as key areas where data are required in order to inform robust environmental risk assessment methodologies
