Transport Energy Security. The Unseen Risk?

The decline in significance given to energy security in recent years can be associated with increasing trust in the self-balancing security of a global-trading economy. After the events of the first years of the 21st century, that framework now looks more problematic, at least for oil supplies. The underlying level of risk that characterised the oil market of the late 20th century has changed, exacerbated by the increasing inelasticity of demand for oil-based products in the transport sector of the world’s economies, which in its turn reflects the strategic dominance of transport within economies. The prudent course for the international community is to reduce the underlying causes of possible geopolitical constraints by making them more manageable through normal channels. One such constraint that is within every nation’s capability (and self-interest) to reduce is the upward drift in the price inelasticity of domestic oil consumption. This could involve increasing the ability to divert oil used within the domestic economy to transport. Yet for many industrial economies, this option has largely been exhausted and a more radical approach of opening up new energy vectors to supply the transport sector may be needed. Taking preventative action after a security event is generally more straightforward than taking precautionary action to ensure that it never happens. The latter course may only be successful through a coincidence with other interests. Short-term evolution of coronal hole boundaries

The interaction of open and closed field lines at coronal hole boundaries is widely accepted to be due to interchange magnetic reconnection. To date, it is unclear how the boundaries vary on short timescales and at what velocity this occurs. Here, we describe an automated boundary tracking method used to determine coronal hole boundary displacements on short timescales. The bound- ary displacements were found to be isotropic and to have typical expansion/contraction speeds of \leq2 km s^-1, which indicate magnetic reconnection rates of \leq 3 \times 10^-3. The observed displacements were used in conjunction with the interchange reconnection model to derive typical diffusion coeffi- cients of \leq 3 \times 10^13 cm^2 s^-1. These results are consistent with an interchange reconnection process in the low corona driven by the random granular motion of open and closed fields in the photosphere

Evidence for selective executive function deficits in ecstasy/polydrug users

Previous research has suggested that the separate aspects of executive functioning are differentially affected by ecstasy use. Although the inhibition process appears to be unaffected by ecstasy use, it is unclear whether this is true of heavy users under conditions of high demand. Tasks loading on the updating process have been shown to be adversely affected by ecstasy use. However, it remains unclear whether the deficits observed reflect the executive aspects of the tasks or whether they are domain general in nature affecting both verbal and visuo-spatial updating. Fourteen heavy ecstasy users (mean total lifetime use 1000 tablets), 39 light ecstasy users (mean total lifetime use 150 tablets) and 28 non-users were tested on tasks loading on the inhibition executive process (random letter generation) and the updating component process (letter updating, visuo-spatial updating and computation span). Heavy users were not impaired in random letter generation even under conditions designed to be more demanding. Ecstasy-related deficits were observed on all updating measures and were statistically significant for two of the three measures. Following controls for various aspects of cannabis use, statistically significant ecstasy-related deficits were obtained on all three updating measures. It was concluded that the inhibition process is unaffected by ecstasy use even among heavy users. Solar modulation of galactic cosmic rays 4: Latitude dependent modulation

A numerical method is outlined for solving the equation which describes the solar modulation of cosmic rays in models where interplanetary conditions can vary with heliocentric latitude. As an illustration of the use of this method, it is shown how variations in the modulation with latitude could produce the small radial gradients in the intensity that were observed from the Pioneers 10 and 11 spacecraft

After Inclusion

What forms of discrimination are likely to be salient in the coming decade? This review flags a cluster of problems that roughly fall under the rubric of inclusive exclusions or discrimination by inclusion. Much contemporary discrimination theory and empirical work is concerned not simply with mapping the forces that keep people out of the labor market but also with identifying the forces that push them into hierarchical structures within workplaces and labor markets. Underwriting this effort is the notion that, although determining what happens before and during the moment in which a prospective employee is excluded from an employment opportunity remains crucial to antidiscrimination theory and practice, significant employment discrimination problems can occur after a person is hired and becomes an employee. These problems transcend racial and sexual harassment. They include a range of subtle institutional practices and interpersonal dynamics that create systemic advantages for some employees and disadvantages for others. We predict that the next generation of race discrimination scholarship will engage these “after inclusion” workplace difficulties theoretically, empirically, and doctrinally
