    Self directed disability support (SDDS): building community capacity through action research

    Disability support has historically been organised and financially managed through government and service provider agencies (agency funding). Increasingly it is offered through individualised, person - centred packages of support (individual or self directed funding), which allow people to manage how their own funds are spent. Opportunities for self directed disability support (SDDS) – in both agency and individual funding approaches – are expanding across Australian states and territories, in line with the National Disability Insurance Scheme (NDIS) reforms. This project explores how people with disability manage the transition towards self directed disability support. Australian evidence on this critical topic is thin. We know little about the impact of self directed options on people requiring support, informal carers and support providers (Prideaux et al 2009). Likewise, there is little systematic information about the effectiveness of existing disability support systems (Baxter et al 2010). Such information is gathered in this project, and it is important for assessing the impact of new approaches on equity of access, quality and availability of support, and community outcomes (Ungerson & Yeandle 2007) . The Social Policy Research Centre (SPRC), University of New South Wales (UNSW), in collaboration with People With Disability Australia (PWDA) and the Centre for Children and Young People (CCYP), Southern Cross University (SCU), is conducting the project.     Making it work: a workforce guide for disability service providers

    This guide provides strategies for disability service providers to draw upon when creating and sustaining a workforce of support workers to meet the aims of DisabilityCare Australia and implement the National Disability Insurance Scheme Act 2013. In particular, the Guide is designed to assist providers develop a workforce strategy that will enable support workers to: i)    support the independence and social and economic participation of people with disability ii)    provide reasonable and necessary supports, and iii)    enable people with disability to exercise choice and control in the pursuit of their goals and the planning and delivery of their supports. The essence of DisabilityCare Australia is to be supportive, responsive, flexible and creative. This Guide offers a wealth of ideas and practical suggestions without being prescriptive. It includes ideas relating directly to support workers as well as to their interactions with service users and their employing service provider, and there are varying cost implications. The Guide does not attempt to provide one integrated workforce management strategy. Instead, it is intended that providers will take away ideas to develop their own unique workforce strategy relevant to their environment and provider type. The aim of this guide is to contribute to the development of enthusiastic, competent and satisfied workers who will embrace the aims of DisabilityCare Australia and provide excellent support to people with disability.     Executive summary: Arthritis Australia commissioned the Social Policy Research Centre (SPRC) at UNSW Australia to carry out research on the lived experience of people with arthritis related conditions. This report outlines the methods, findings and implications of the research. Arthritis is the second leading cause of disability and the most common cause of chronic pain in Australia; it is the most prevalent long-term health condition, affecting 3 million people or about 15 per cent of the population. Studies are available on the health costs and loss of productivity associated with arthritis, but not as much is understood about the extent to which arthritis is associated with disability–who is affected, how people are affected, what helps people cope with their condition day to day, and how support services can be improved. Improving understanding of the disability impact of arthritis is particularly important given the transition in Australia to the National Disability Insurance Scheme and the impact this may have on service availability and delivery

    An evaluation of Services Our Way, a NSW Government service model designed to build the capacity of Aboriginal people to have greater access to mainstream and disability services and encourage self-directed support. Overview Services Our Way is a NSW Government service model designed to build the capacity of Aboriginal people to have greater access to mainstream and disability services and encourage self-directed support. The Social Policy Research Centre was commissioned to evaluate the Services Our Way pilot in Nowra, New South Wales, and did so through interviews with families and service providers. Services Our Way had positive impacts on Aboriginal people with disability and their families. The program helped Aboriginal people access a range of services, meeting immediate priorities of the families. The program was successful in engaging with the Aboriginal community using a culturally appropriate approach – an approach which could be shared with other staff and services to improve the appropriateness of service delivery more broadly. Through the program, families were able to access support and services to participate in social, economic and cultural activities, that helped strengthen and support community and social relationships. The evaluation could not determine the degree to which families transitioned to mainstream services – the research found that families had urgent needs to be met prior to transitioning to other services. The Services Our Way program in Nowra was a pilot, which developed from the initial concept in response to local needs. The evaluation identifies a range of issues in providing person centred approaches to Aboriginal people with disability and their families and communities which should influence the future directions under the National Disability Insurance Scheme (NDIS).&nbsp

    Insights into invasion and restoration ecology : time to collaborate towards a holistic approach to tackle biological invasions

    The aim of our study is to provide an integrated framework for the management of alien plant invasions, combining insights and experiences from the fields of invasion and restoration ecology to enable more effective management of invasive species. To determine linkages between the scientific outputs of the two disciplines we used an existing data base on restoration studies between 2000 and 2008 and did a bibliometric analysis. We identified the type of restoration applied, determined by the aim of the study, and conducted a content analysis on 208 selected studies with a link to biological invasions (invasion-restoration studies). We found a total of 1075 articles on ecosystem restoration, with only eight percent of the studies having the main objective to control alien invasions. The content analysis of 208 invasion-restoration studies showed that the majority of the studies focused on causes of degradation other than alien invasions. If invaders were referred to as the main driver of degradation, the prevalent cause for degradation was invaders outcompeting and replacing native species. Mechanical control of alien plant invasions was by far the most common control method used. Measures that went beyond the removal of alien plants were implemented in sixty-five percent of the studies. Although invasion control was not as common as other types of restoration, a closer look at the sub-group of invasion-restoration studies shows a clear link between restoration and invasion ecology. Concerns, as identified in the literature review, are firstly that restoration activities mostly focus on controlling the invader while other underlying causes for degradation are neglected, and secondly that the current approach of dealing with alien invasions lacks a combination of theoretical and practical aspects. We suggest that closer collaboration between invasion and restoration ecologists can help to improve the management of alien plant invasions. We conclude with a framework and a case study from Perth Western Australia integrating the two disciplines, with the aim of informing restoration practice

    Technology Variation vs. R&D Uncertainty: What Matters Most for Energy Patent Success?

    R&D is an uncertain activity with highly skewed outcomes. Nonetheless, most recent empirical studies and modeling estimates of the potential of technological change focus on the average returns to research and development (R&D) for a composite technology and contain little or no information about the distribution of returns to R&D—which could be important for capturing the range of costs associated with climate change mitigation policies—by individual technologies. Through an empirical study of patent citation data, this paper adds to the literature on returns to energy R&D by focusing on the behavior of the most successful innovations for six energy technologies, allowing us to determine whether uncertainty or differences in technologies matter most for success. We highlight two key results. First, we compare the results from an aggregate analysis of six energy technologies to technology-by-technology results. Our results show that existing work that assumes diminishing returns but assumes one generic technology is too simplistic and misses important differences between more successful and less successful technologies. Second, we use quantile regression techniques to learn more about patents that have a high positive error term in our regressions – that is, patents that receive many more citations than predicted based on observable characteristics. We find that differences across technologies, rather than differences across quantiles within technologies, are more important. The value of successful technologies persists longer than those of less successful technologies, providing evidence that success is the culmination of several advances building upon one another, rather than resulting from one single breakthrough. Diminishing returns to research efforts appear most problematic during rapid increases of research investment, such as experienced by solar energy in the 1970s.

    Costly Blackouts? Measuring Productivity and Environmental Effects of Electricity Shortages

    In many countries, unreliable inputs, particularly those lacking storage, can significantly limit a firm's productivity. In the case of an increasing frequency of blackouts, a firm may change factor shares in a number of ways. It may decide to self generate electricity, to purchase intermediate goods that it used to produce directly, or to improve its technical efficiency. We examine how industrial firms responded to China's severe power shortages in the early 2000s. Fast-growing demand coupled with regulated electricity prices led to blackouts that varied in degree over location and time. Our data consist of annual observations from 1999 to 2004 for approximately 32,000 energy-intensive, enterprises from all industries. We estimate the losses in productivity due to factor-neutral and factor-biased effects of electricity scarcity. Our results suggest that enterprises re-optimize among factors in response to electricity scarcity by shifting from energy (both electric and non-electric sources) into materials---a shift from "make" to "buy." These effects are strongest for firms in textiles, timber, chemicals, and metals. Contrary to the literature, we do not find evidence of an increase in self generation. Finally, we find that these productivity changes, while costly to firms, led to small reductions in carbon emissions.
