Atmospheric scavenging of solid rocket exhaust effluents
Solid propellant rocket exhaust was directly utilized to ascertain raindrop scavenging rates for hydrogen chloride. Two chambers were used to conduct the experiments; a large, rigid walled, spherical chamber stored the exhaust constituents, while the smaller chamber housing all the experiments was charged as required with rocket exhaust HCl. Surface uptake experiments demonstrated an HCl concentration dependence for distilled water. Sea water and brackish water HCl uptake was below the detection limit of the chlorine-ion analysis technique used. Plant life HCl uptake experiments were limited to corn and soybeans. Plant age effectively correlated the HCl uptake data. Metallic corrosion was not significant for single 20 minute exposures to the exhaust HCl under varying relative humidity. Characterization of the aluminum oxide particles substantiated the similarity between the constituents of the small scale rocket and the full size vehicles
Preliminary operational results from the Willard solar power system
The solar powered system located near Willard, New Mexico, generates mechanical or electrical power at a capacity of 19 kW (25 HP). The solar collection system incorporates east/west tracking parabolic trough collectors with a total aperture area of 1275 sq m (13,720 sq ft). The hot oil type thermal energy storage is sufficient for approximately 20 hours of power system operation. The system utilizes a reaction type turbine in conjunction with an organic Rankine cycle engine. Total collector field efficiency reaches a maximum of 20 percent near the winter solstice and about 50 percent during the summer. During the month of July, 1979, the system pumped 60 percent of the 35,300 cu m (28.6 acre-feet) of water delivered. Operating efficiencies for the turbine component, organic Rankine cycle engine and the complete power system are respectively 65 to 75 percent, 12 to 15 percent and 5 to 6 percent. Significant maintenance time was expended on both the collector and power systems throughout the operational period

Bayesian belief network model for the safety assessment of nuclear computer-based systems
The formalism of Bayesian Belief Networks (BBNs) is being increasingly applied to probabilistic modelling and decision problems in a widening variety of fields. This method provides the advantages of a formal probabilistic model, presented in an easily assimilated visual form, together with the ready availability of efficient computational methods and tools for exploring model consequences. Here we formulate one BBN model of a part of the safety assessment task for computer and software based nuclear systems important to safety. Our model is developed from the perspective of an independent safety assessor who is presented with the task of evaluating evidence from disparate sources: the requirement specification and verification documentation of the system licensee and of the system manufacturer; the previous reputation of the various participants in the design process; knowledge of commercial pressures;information about tools and resources used; and many other sources. Based on these multiple sources of evidence, the independent assessor is ultimately obliged to make a decision as to whether or not the system should be licensed for operation within a particular nuclear plant environment. Our BBN model is a contribution towards a formal model of this decision problem. We restrict attention to a part of this problem: the safety analysis of the Computer System Specification documentation. As with other BBN applications we see this modelling activity as having several potential benefits. It employs a rigorous formalism as a focus for examination, discussion, and criticism of arguments about safety. It obliges the modeller to be very explicit about assumptions concerning probabilistic dependencies, correlations, and causal relationships. It allows sensitivity analyses to be carried out. Ultimately we envisage this BBN, or some later development of it, forming part of a larger model, which might well take the form of a larger BBN model, covering all sources of evidence about pre-operational life-cycle stages. This could provide an integrated model of all aspects of the task of the independent assessor, leading up to the final judgement about system safety in a particular context. We expect to offer some results of this further work later in the DeVa project

This report presents crop yield estimates for corn, soybeans, oats, and hay on 290 selected soil types and phases. Missing data and multiple imputation in clinical epidemiological research
Missing data are ubiquitous in clinical epidemiological research. Individuals with missing data may differ from those with no missing data in terms of the outcome of interest and prognosis in general. Missing data are often categorized into the following three types: missing completely at random (MCAR), missing at random (MAR), and missing not at random (MNAR). In clinical epidemiological research, missing data are seldom MCAR. Missing data can constitute considerable challenges in the analyses and interpretation of results and can potentially weaken the validity of results and conclusions. A number of methods have been developed for dealing with missing data. These include complete-case analyses, missing indicator method, single value imputation, and sensitivity analyses incorporating worst-case and best-case scenarios. If applied under the MCAR assumption, some of these methods can provide unbiased but often less precise estimates. Multiple imputation is an alternative method to deal with missing data, which accounts for the uncertainty associated with missing data. Multiple imputation is implemented in most statistical software under the MAR assumption and provides unbiased and valid estimates of associations based on information from the available data. The method affects not only the coefficient estimates for variables with missing data but also the estimates for other variables with no missing data
Characterization of Stanniocalcin-1 Receptors in the Rainbow Trout
Mammalian stanniocalcin-1 (STC-1) is one of several ligands targeted to mitochondria. High affinity STC-1 receptors are present on the mitochondrial membranes of nephron cells, myocytes, and hepatocytes, to enable ligand sequestration within the matrix. However, STC-1 receptors have not been characterized in fish. Nor is it known if mitochondrial targeting occurs in fish. The aim of the study was to address these questions. Saturation binding assays were carried out to obtain estimates of KD
and
Bmax. They revealed the presence of saturable, high-affinity receptors on both membranes and mitochondria of liver, muscle, and gill filament. In situ ligand binding (ISLB) was used to localize receptors at the histological level and revealed some unexpected findings. In cranium, for instance, receptors were found mainly in the cartilage matrix, as opposed to the chondrocytes. In brain, the majority of receptors were located on neuropil areas as opposed to neuronal cell bodies. In skeletal muscle, receptors were confined to periodic striations, tentatively identified as the Z lines. Receptors were even found on STC-1 producing corpuscles of Stannius cells, raising the possibility of there being an autocrine feedback loop or, perhaps, a soluble binding protein that is released with the ligand to regulate its bioavailability
A Strategic Approach to Public Health Workforce Development and Capacity Building
In February 2010, CDC’s National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Disease (STD), and Tuberculosis (TB) Prevention (NCHHSTP) formally institutionalized workforce development and capacity building (WDCB) as one of six overarching goals in its 2010–2015 Strategic Plan. Annually, workforce team members finalize an action plan that lays the foundation for programs to be implemented for NCHHSTP’s workforce that year. This paper describes selected WDCB programs implemented by NCHHSTP during the last 4 years in the three strategic goal areas: (1) attracting, recruiting, and retaining a diverse and sustainable workforce; (2) providing staff with development opportunities to ensure the effective and innovative delivery of NCHHSTP programs; and (3) continuously recognizing performance and achievements of staff and creating an atmosphere that promotes a healthy work–life balance. Programs have included but are not limited to an Ambassador Program for new hires, career development training for all staff, leadership and coaching for mid-level managers, and a Laboratory Workforce Development Initiative for laboratory scientists. Additionally, the paper discusses three overarching areas—employee communication, evaluation and continuous review to guide program development, and the implementation of key organizational and leadership structures to ensure accountability and continuity of programs. Since 2010, many lessons have been learned regarding strategic approaches to scaling up organization-wide public health workforce development and capacity building. Perhaps the most important is the value of ensuring the high-level strategic prioritization of this issue, demonstrating to staff and partners the importance of this imperative in achieving NCHHSTP’s mission
Chimpanzee Rights: The Philosophers' Brief
In December 2013, the Nonhuman Rights Project (NhRP) filed a petition for a common law writ of habeas corpus in the New York State Supreme Court on behalf of Tommy, a chimpanzee living alone in a cage in a shed in rural New York (Barlow, 2017). Under animal welfare laws, Tommy’s owners, the Laverys, were doing nothing illegal by keeping him in those conditions. Nonetheless, the NhRP argued that given the cognitive, social, and emotional capacities of chimpanzees, Tommy’s confinement constituted a profound wrong that demanded remedy by the courts. Soon thereafter, the NhRP filed habeas corpus petitions on behalf of Kiko, another chimpanzee housed alone in Niagara Falls, and Hercules and Leo, two chimpanzees held in
research facilities at Stony Brook University. Thus began the legal struggle to move these chimpanzees from captivity to a sanctuary, an effort that has led the NhRP to argue in multiple courts before multiple judges. The central point of contention has been whether Tommy, Kiko, Hercules, and Leo have legal rights. To date, no judge has been willing to issue a writ of habeas corpus on their behalf. Such a ruling would mean that these chimpanzees have rights that confinement might violate. Instead, the judges have argued that chimpanzees cannot be bearers of legal rights because they are not, and cannot be persons.
