    Sites of the Mesolithic in the forest-steppe Don region are studied to the least extent in comparison with other eras. At the same time, the materials of the Lipetsk Don River basin are characterized by a small number of culture-determining types of finds. Despite the systematic replenishment of the database of sources, the implementation of complex natural science research in recent years, the introduction into the scientific circulation of archival materials and museum collections, undoubtedly, remains relevant now. The paper is devoted to the publication of the results of a technical and typological analysis of materials of the Mesolithic from the collection of the Lipetsk Regional Museum of local history - collections carried out at different times by V.P. Levenok and A.Yu. Klokov. The analyzed collection of the Sselki site is represented by an incomplete typological series of tools and blanks, which include finds related to both the early and late periods of the Middle Stone Age. The question of the cultural-chronological status of an industry rests on solving the problem of its homogeneity. High trapezoid from the Cretaceous flint, a knife with a butt, are characteristic of the early Mesolithic Zimovnikovsky culture, the northeastern border of which, according to updated data, extends to the central part of the Don and Volga interfluve. Another, microlithic, part of the industry does not correspond to the findings described above, rather, referring to later Mesolithic periods. Other sites (n. 480, Zimnik) do not contain finds that would allow an unambiguous cultural and chronological attribution of the collections. Despite the significant limited source of informational capabilities of lifting material, its study is of great importance for the reconstruction of the historical and cultural process in the Mesolithic

    Financial and economic globalization has significantly increased the total amount of external debt of the different countries of the world. An aggravation of the problem of globalization of the external debt prevents the restoration of stability and achieving sustainable growth in the current global economy. In this regard, at present various countries and groups of countries strengthen management of external borrowings at the national and regional levels. The author has made an attempt to evaluate an impact of the major international debt market indicators and risk supply chain management on GDP. The paper is focusing on an econometric analysis of the hypothetical linkage between the major international debt market indicators and risk supply chain management on GDP growth. A correlation and regression analysis was applied as the basic method of econometric study. The paper has a conclusion that in the world the most effective external debt instruments stimulating the growth of GDP are international syndicated loans and gross issues of international debt securities

    Government promoting communication tool in innovation development of companies

    New management tools are required to enhance interaction between Russian companies and government agencies for innovation development. A major interactive tool are Government Relations (GR) communications promoting a new relationship model in terms of innovative system management. Interaction with the authorities is a major factor in innovation development, and the company’s excellent reputation in the eyes of the authorities is a key element for business success and implementation of innovations. The study provides an explanation of the notion of ‘Government Relations’ (GR) and examines various academic approaches to GR in modern economics. We investigated the reasons for the development of GR at its present stage. The article looks at several GR tools in Russia public Relations (PR), public-private partnership and corporate social responsibility. We analyzed differences between lobbying and GR and demonstrated that lobbying is one of the key components (active phase) of GR activity. Data are provided on activities of the GR departments of major corporations of the Russian Federation. Furthermore, we examined the characteristics of PR development in Russia and substantiated the need for the implementation of GR into Russian enterprises and for training of highly qualified GR managers in Russia.peer-reviewe

    The translation of genetic information according to the sequence of the mRNA template occurs with high accuracy and fidelity. Critical events in each single step of translation are selection of transfer RNA (tRNA), codon reading and tRNA-regeneration for a new cycle. We developed a model that accurately describes the dynamics of single elongation steps, thus providing a systematic insight into the sensitivity of the mRNA translation rate to dynamic environmental conditions. Alterations in the concentration of the aminoacylated tRNA can transiently stall the ribosomes during translation which results, as suggested by the model, in two outcomes: either stress-induced change in the tRNA availability triggers the premature termination of the translation and ribosomal dissociation, or extensive demand for one tRNA species results in a competition between frameshift to an aberrant open-reading frame and ribosomal drop-off. Using the bacterial Escherichia coli system, we experimentally draw parallels between these two possible mechanisms

    During the study, the authors monitored the media to reveal quantitative and qualitative indicators of Russian universities’ media activities in 2015-2017 on the basis of data from Medialogia (mlg.ru) and Public.ru (public.ru) resources. The analysis of the most actively used newsbreaks in the media practice of these universities and their typology is based on the expert method. The conducted study points to a pronounced trend in universities’ media activities of demonstrating in the media space those characteristics that correspond to the criteria, on which major stakeholders assess their activities.Durante el estudio, los autores monitorearon los medios para revelar indicadores cuantitativos y cualitativos de las actividades de los medios de las universidades rusas en 2015-2017 sobre la base de los datos de los recursos de Medialogia (mlg.ru) y Public.ru (public.ru). El análisis de las noticias de uso más activo en la práctica mediática de estas universidades y su tipología se basa en el método experto. El estudio realizado apunta a una tendencia pronunciada en las actividades de los medios de comunicación de las universidades de demostrar en el espacio de los medios aquellas características que corresponden a los criterios, sobre las cuales las principales partes interesadas evalúan sus actividades.Целью исследования является оценка бренд-коммуникаций ведущих вузов России в медиапространстве с точки зрения их направленности на определенные группы заинтересованных сторон (органы власти, рейтинговые агентства, СМИ, работодателями, научные фонды и грантодатели, потенциальные студентами, преподаватели и др.). В ходе исследования проведен мониторинг СМИ для выявления количественных и качественных показателей медиаактивности российских вузов за 2015- 2017 гг. на основании данных ресурсов Медиалогия (mlg.ru) и Public.ru (public.ru). В основе анализа наиболее активно используемых в медиапрактике этих вузов информационных поводов и их типологии лежит экспертный метод. Проведенное исследование указывают на выраженный в медиаактивности вузов тренд демонстрирования в медиапространстве характеристик, соответствующих критериям оценки их деятельности со стороны значимых для них стейкхолдеров. Доминирующую роль в информационной политике ряда вузов сегодня играет соответствие деятельности вуза государственным критериями оценки качества образовательного процесса. Информационные материалы, предназначенные для других заинтересованных общественных групп, также отслеживаются при использовании соответствующих информационных поводов. В статье исследуются количественные и качественные параметры медиаактивности ряда российских вузов, выявляются наиболее распространенные типологические группы информационных поводов, исследуется практика их использования различными вузами. Авторами проведен анализ практики использования определенной группы информационных поводов вузами для выстраивания отношений со стейкхолдерами вузов, прежде всего - с органами власти. Выявлены и обоснованы теоретико-методологические предпосылки построения медиаактивности вузов России при учете доминирующей роли государства в процессе оценки качества образования и в аспекте существенной роли GR в системе бренд-коммуникаций вуза в РФ сегодня

    Theoretical Issues of the Formation of the Industrial Policy of Enterprises

    The present article specifies the basic principles and components of the social and economic policy of enterprises. Structuring of components enabled the authors to formulate the main directions according to their activity profile and to provide a more detailed definition of the industrial policy of enterprises. The authors showed the nature of the impact of the industrial policy on the industrial complex of enterprises, its importance and relevance; the main problems are also outlined. The specific ways and opportunities for the solution of these problems, formulated by the authors, made it possible to offer the scheme of the main components of the concept of the formation of the industrial policy at enterprises and to define the key purpose, which in turn made it possible to specify tasks, requirements and restrictions when forming the industrial policy of enterprises at the present stage. The research conducted in the present article and the concept of industrial policy offered by the authors are regarded as the instrument of strategic management, the corrective model of the management system of enterprises taking into account the opportunities for strategic development and the influence of sectoral and regional policy, as well as science, which confirms the relevance of this subject.
