CEPS Task Force on Artificial Intelligence and Cybersecurity Technology, Governance and Policy Challenges Task Force Evaluation of the HLEG Trustworthy AI Assessment List (Pilot Version). CEPS Task Force Report 22 January 2020
The Centre for European Policy Studies launched a Task Force on Artificial Intelligence (AI) and
Cybersecurity in September 2019. The goal of this Task Force is to bring attention to the market,
technical, ethical and governance challenges posed by the intersection of AI and cybersecurity,
focusing both on AI for cybersecurity but also cybersecurity for AI. The Task Force is multi-stakeholder
by design and composed of academics, industry players from various sectors, policymakers and civil
society.
The Task Force is currently discussing issues such as the state and evolution of the application of AI
in cybersecurity and cybersecurity for AI; the debate on the role that AI could play in the dynamics
between cyber attackers and defenders; the increasing need for sharing information on threats and
how to deal with the vulnerabilities of AI-enabled systems; options for policy experimentation; and
possible EU policy measures to ease the adoption of AI in cybersecurity in Europe.
As part of such activities, this report aims at assessing the High-Level Expert Group (HLEG) on AI Ethics
Guidelines for Trustworthy AI, presented on April 8, 2019. In particular, this report analyses and
makes suggestions on the Trustworthy AI Assessment List (Pilot version), a non-exhaustive list aimed
at helping the public and the private sector in operationalising Trustworthy AI. The list is composed
of 131 items that are supposed to guide AI designers and developers throughout the process of
design, development, and deployment of AI, although not intended as guidance to ensure
compliance with the applicable laws. The list is in its piloting phase and is currently undergoing a
revision that will be finalised in early 2020.
This report would like to contribute to this revision by addressing in particular the interplay between
AI and cybersecurity. This evaluation has been made according to specific criteria: whether and how
the items of the Assessment List refer to existing legislation (e.g. GDPR, EU Charter of Fundamental
Rights); whether they refer to moral principles (but not laws); whether they consider that AI attacks
are fundamentally different from traditional cyberattacks; whether they are compatible with
different risk levels; whether they are flexible enough in terms of clear/easy measurement,
implementation by AI developers and SMEs; and overall, whether they are likely to create obstacles
for the industry.
The HLEG is a diverse group, with more than 50 members representing different stakeholders, such
as think tanks, academia, EU Agencies, civil society, and industry, who were given the difficult task of
producing a simple checklist for a complex issue. The public engagement exercise looks successful
overall in that more than 450 stakeholders have signed in and are contributing to the process.
The next sections of this report present the items listed by the HLEG followed by the analysis and
suggestions raised by the Task Force (see list of the members of the Task Force in Annex 1)

Il progetto nasce dalla committenza di Roberto Daolio per la realizzazione di opere da collocare all’ultimo piano del reparto di Oncologia Pediatrica dell’Ospedale Sant’Orsola di Bologna in collaborazione con l’Associazione Ageop. Gli artisti invitati sono Silvia Cini, Emilio Fantin, Claudia Losi, Eva Marisaldi, Sabrina Mezzaqui, Sabrina Torelli e Marco Vaglieri. Fantin propone di realizzare un grande libro sulla fiaba "I musicanti di Brema" e una serie di laboratori per bambini in collaborazione con le maestre della scuola steineriana Maria Garagnani di Bologna (Incontrare la fiaba e rappresentarla; Prendersi Cura; Modellaggio con la cera d’api calda). Il libro viene realizzato e donato al reparto mentre i Laboratori non trovano sbocchi concreti. Il progetto non viene realizzato a seguito di una serie di motivazioni economiche, tecnico logistiche. The invited artists are Silvia Cini, Emilio Fantin, Claudia Losi, Eva Marisaldi, Sabrina Mezzaqui, Sabrina Torelli and Marco Vaglieri. Fantin aims at creating a great book on the fairy tale "The Bremen Town Musicians" and a series of workshops for children in collaboration with the teachers of the school Garagnani Maria Steiner of Bologna (Meet the tale and represent it; Take care; Sculpting with hot beeswax). The book was made and donated to the department , while the laboratories were not realized, due to a series of economical, technical and logistic reasons. La tutela del Codice Atlantico di Leonardo tra lo Stato e la Regione Lombardia

Starting point of this paper is the debate, which arose between the Ministry of Cultural Heritage and the Lombardy Region, and concerning who is the real holder of the responsibility for the preservation of the
Leonardo Da Vinci's Atlantic Codex, today property of the mbrosiana Library in Milan. The dispute derives from the genesis of the Codex (initially single leaves, only later bound together by a person different by the author) and the heterogeneity of the documents collected in it, something which does not allow to
absolutely affirm that the Codex is a book, or a collection of separate drawings or manuscripts. As highlighted by the paper in fact, the different choice to consider the Codex a book (as a whole), or otherwise a collection of single drawings or manuscripts (i.e. made of single entities), results in shifting -

Joint segmentation and classification of retinal arteries/veins from fundus images
Objective Automatic artery/vein (A/V) segmentation from fundus images is
required to track blood vessel changes occurring with many pathologies
including retinopathy and cardiovascular pathologies. One of the clinical
measures that quantifies vessel changes is the arterio-venous ratio (AVR) which
represents the ratio between artery and vein diameters. This measure
significantly depends on the accuracy of vessel segmentation and classification
into arteries and veins. This paper proposes a fast, novel method for semantic
A/V segmentation combining deep learning and graph propagation.
Methods A convolutional neural network (CNN) is proposed to jointly segment
and classify vessels into arteries and veins. The initial CNN labeling is
propagated through a graph representation of the retinal vasculature, whose
nodes are defined as the vessel branches and edges are weighted by the cost of
linking pairs of branches. To efficiently propagate the labels, the graph is
simplified into its minimum spanning tree.
Results The method achieves an accuracy of 94.8% for vessels segmentation.
The A/V classification achieves a specificity of 92.9% with a sensitivity of
93.7% on the CT-DRIVE database compared to the state-of-the-art-specificity and
sensitivity, both of 91.7%.
Conclusion The results show that our method outperforms the leading previous
works on a public dataset for A/V classification and is by far the fastest.
Significance The proposed global AVR calculated on the whole fundus image
using our automatic A/V segmentation method can better track vessel changes
associated to diabetic retinopathy than the standard local AVR calculated only

El presente artículo tiene como objetivo presentar algunas consideraciones generales respecto a la atención de la salud en la frontera argentino-paraguaya. Es imperativo que en las áreas de frontera, el tratamiento de los problemas de salud se realice mediante programas binacionales, que aborden la problemática en conjunto, es decir, que se realice un manejo y abordaje binacional de la salud, especialmente en los sectores de mayor dinamismo, porque la elevada movilidad de población que se da hacia ambos lados de la frontera pueden determinar un serio problema en la salud pública.Fil: Fantin, Maria Alejandra. Projet Rondon: extension de l'université et Agenda 21 Local
Este texto faz uma reflexão da participação de uma equipe acadêmica no Projeto Rondon, no ano de 2008, em Mocajuba-PA. As atividades realizadas se pautaram em estratégias de concepção e de gestão dos processos e das políticas de desenvolvimento, tendo como referenciais os princípios da Agenda 21 Local. Apoiado nos componentes epistêmicos do campo do Desenvolvimento Sustentável, busca enfocar a abordagem político-pedagógica feita junto à comunidade local e suas perspectivas transformadoras.This paper is referred to the results of the activities developed by an academic team in the Rondon Project, in 2008, in the Mocajuba-PA. The activities carried out were grounded on strategies of conception and management of development processes and policies, having as reference the principles of the Local Agenda 21.
