Common sense tells us that what makes human beings responsible has to do with their minds and, in particular, the relationship between their minds and their actions. Yet the empirical connection is not necessarily obvious. The “guilty mind” is a core concept of criminal law, but if a defendant on trial for murder were found to have serious brain damage, which brain parts or processes would have to be damaged for him to be considered not responsible, or less responsible, for the crime? The authors argue that evidence from neuroscience and the other cognitive sciences can illuminate the nature of responsibility and agency. They go on to offer a novel and comprehensive neuroscientific theory of human responsibility

    Synchrony, complexity and directiveness in mothers\u27 interactions with infants pre- and post-cochlear implantation

    This study investigated effects of profound hearing loss on mother–infant interactions before and after cochlear implantation with a focus on maternal synchrony, complexity, and directiveness. Participants included two groups of mother–infant dyads: 9 dyads of mothers and infants with normal hearing; and 9 dyads of hearing mothers and infants with profound hearing loss. Dyads were observed at two time points: Time 1, scheduled to occur before cochlear implantation for infants with profound hearing loss (mean age = 13.6 months); and Time 2 (mean age = 23.3 months), scheduled to occur approximately six months after cochlear implantation. Hearing infants were age-matched to infants with hearing loss at both time points. Dependent variables included the proportion of maternal utterances that overlapped infant vocalizations, maternal mean length of utterance, infant word use, and combined maternal directives and prohibitions. Results showed mothers’ utterances overlapped the vocalizations of infants with hearing loss more often before cochlear implantation than after, mothers used less complex utterances with infants with cochlear implants compared to hearing peers (Time 2), and mothers of infants with profound hearing loss used frequent directives and prohibitions both before and after cochlear implantation. Together, mothers and infants adapted relatively quickly to infants’ access to cochlear implants, showing improved interactional synchrony, increased infant word use, and levels of maternal language complexity compatible with infants’ word use, all within seven months of cochlear implant activation

    What does community resilience look like in practice? How institutions see the role of communities in responding to heatwaves in the UK

    The concept of resilience is well-established in policy, as well as popular and professional discourse. The notion of community resilience, though, is relatively new, and has only recently been taken up in policy (Cabinet Office 2011b; Defra 2012; 2013). Twigger-Ross et al (2011) define community resilience as an ongoing process of communities working with local resources – alongside local expertise – to help themselves and others to prepare for, respond to, and recover from emergencies. However, when regional and national policy documents mention community and voluntary groups – and local residents – the roles of these actors in developing and implementing resilience are not clearly explained. The documents tend to focus on infrastructure development and institutional emergency responses (Greater London Authority 2011; Defra 2013; UK Government 2013; Public Health England 2014b). In this context, community resilience seems to be something that is bestowed on passive communities by active local institutions; all of the local agency of Twigger-Ross’s definition is lost or missing. The challenge that policymakers face in trying to define the roles of communities in resilience raises various problems. Research and practice in a range of domains (and over a long period) highlights the limits of institutional responses, and emphasises that community-led action and other forms of public participation and engagement can effectively complement institutional responses (Arnstein 1969; INVOLVE 2005; Twigger Ross et al 2011; Cinderby et al 2014; DECC 2014). An active community with local agency could play a key role in preparing for, responding to and recovering from emergencies

    Stops and Stares: Street Stops, Surveillance, and Race in the New Policing

    The use of proactive tactics to disrupt criminal activities, such as Terry street stops and concentrated misdemeanor arrests, are essential to the “new policing.” This model applies complex metrics, strong management, and aggressive enforcement and surveillance to focus policing on high crime risk persons and places. The tactics endemic to the “new policing” gave rise in the 1990s to popular, legal, political and social science concerns about disparate treatment of minority groups in their everyday encounters with law enforcement. Empirical evidence showed that minorities were indeed stopped and arrested more frequently than similarly situated whites, even when controlling for local social and crime conditions. In this article, we examine racial disparities under a unique configuration of the street stop prong of the “new policing” – the inclusion of non-contact observations (or surveillances) in the field interrogation (or investigative stop) activity of Boston Police Department officers. We show that Boston Police officers focus significant portions of their field investigation activity in two areas: suspected and actual gang members, and the city’s high crime areas. Minority neighborhoods experience higher levels of field interrogation and surveillance activity net of crime and other social factors. Relative to white suspects, Black suspects are more likely to be observed, interrogated, and frisked or searched controlling for gang membership and prior arrest history. Moreover, relative to their black counterparts, white police officers conduct high numbers of field investigations and are more likely to frisk/search subjects of all races. We distinguish between preference-based and statistical discrimination by comparing stops by officer-suspect racial pairs. If officer activity is independent of officer race, we would infer that disproportionate stops of minorities reflect statistical discrimination. We show instead that officers seem more likely to investigate and frisk or search a minority suspect if officer and suspect race differ. We locate these results in the broader tensions of racial profiling that pose recurring social and constitutional concerns in the “new policing.”

    The report, authored by researchers from Columbia, Rutgers and the University of Massachusetts, analyzed 200,000+ encounters between BPD officers and civilians from 2007–2010. It is intended to provide a factual basis to assess the implementation of proactive policing in Boston and how it affects Boston's diverse neighborhoods. It found racial disparities in the Boston Police Department's stop-and-frisks that could not be explained by crime or other non-race factors. Blacks during that period were the subjects of 63.3% of police-civilian encounters, although less than a quarter of the city's population is Black.

    Exploring in Silence: Hearing and Deaf Infants Explore Objects Differently Before Cochlear Implantation

    Infant development has rarely been informed by the behavior of infants with sensory differences despite increasing recognition that infant behavior itself creates sensory learning opportunities. The purpose of this study of object exploration was to compare the behavior of hearing and deaf infants, with and without cochlear implants, in order to identify the effects of profound sensorineural hearing loss on infant exploration before cochlear implantation, the behavioral effects of access to auditory feedback after cochlear implantation, and the sensory motivation for exploration behaviors performed by hearing infants as well. The results showed that 9-month-old deaf infants explored objects as often as hearing infants but they used systematically different approaches and less variation before compared to after cochlear implantation. Potential associations between these early experiences and later learning are discussed in the context of embodied developmental theory, comparative studies, and research with adults. The data call for increased recognition of the active sensorimotor nature of infant learning and future research that investigates differences in sensorimotor experience as potential mechanisms in later learning and sequential memory development

    Post-discharge Phone Calls in the Emergency Department: Do Follow-Up Calls Increase Patient Satisfaction and Reduce Post-Discharge Complications?

    Improvements in discharge instructions are necessary in emergency departments (EDs) across the United States (US). Multiple factors, such as the fast-paced environment and varying levels of acuity in the ED, contribute to inadequate discharge instructions and change is necessary to further prevent negative outcomes. The purpose of the evidence-based practice project was to implement post-discharge follow-up phone calls to ED patients to improve patient satisfaction scores regarding discharge instructions for at-home care and to reduce post-discharge complications. The project was implemented over a three-month period in early 2021 in the ED of a local hospital in Charleston, South Carolina (SC). An ED nurse called patients discharged to home 24 to 72 hours after discharge to follow-up on instructions and at-home care. The details of the call were based on a modified template from the Studer Group. The project was guided by the Relationship-based Care Model to create relationships with patients and/or caregivers to improve satisfaction and understanding of ED discharge instructions. Based on review and synthesis of the literature, post-discharge phone calls in the ED are recommended to improve patient satisfaction and reduce post-discharge complications. Descriptive statistics, chi-square tests, and fisher’s exact tests with a p-value of ≤ 0.05 were used to analyze the data and determine statistical significance. The University of South Carolina (USC) International Review Board (IRB) approval and IRB approval of the project site processes were completed prior to implementation and determined the project was exempt. All involved participants and their health information were protected by the Health Insurance Portability and Accountability Act of 1996 (HIPPA)

    Characterization of the spore surface and exosporium proteins of Clostridium sporogenes; implications for Clostridium botulinum group I strains.

    Clostridium sporogenes is a non-pathogenic close relative and surrogate for Group I (proteolytic) neurotoxin-producing Clostridium botulinum strains. The exosporium, the sac-like outermost layer of spores of these species, is likely to contribute to adhesion, dissemination, and virulence. A paracrystalline array, hairy nap, and several appendages were detected in the exosporium of C. sporogenes strain NCIMB 701792 by EM and AFM. The protein composition of purified exosporium was explored by LC-MS/MS of tryptic peptides from major individual SDS-PAGE-separated protein bands, and from bulk exosporium. Two high molecular weight protein bands both contained the same protein with a collagen-like repeat domain, the probable constituent of the hairy nap, as well as cysteine-rich proteins CsxA and CsxB. A third cysteine-rich protein (CsxC) was also identified. These three proteins are also encoded in C. botulinum Prevot 594, and homologues (75-100% amino acid identity) are encoded in many other Group I strains. This work provides the first insight into the likely composition and organization of the exosporium of Group I C. botulinum spores
