    Child Labor, Idiosyncratic Shocks, and Social Policy

    In this paper, we measure the welfare effects of banning child labor in an economy with strong idiosyncratic shocks to employment. We then design two different policies: an unemployment insurance program and a universal basic income system. We show that they can often lead to an endogenous elimination of child labor.     In this paper, we provide a dynamic model with heterogeneous agents to study child labor in an economy with idiosyncratic shocks to employment. Households facing adverse shocks may use child labor as a buffer to smooth consumption. We show that the introduction of an unemployment insurance program and/or a universal basic income system help eliminate child labor endogenously in this context. The Chinese authorities have designed an innovation strategy to face new economic and social challenges. The first part of the paper is focused on the emergence of the policy, in the 2006-2020 Plan for S&T, with a historical perspective explaining the legacy of the past in today's choices. In the second part, we illustrate China's catching up strategy through four sectors (high-speed trains, aeronautics, clean energy, IT) and discuss its potential impact on the world industry.La R&D et l'innovation sont plus stratégiques que jamais pour la croissance de la Chine aussi bien que pour le progrès global de sa société.     The Impact of Public-Private Partnerships (PPPs) in Infrastructure, Health and Education: A Review

    This paper summarizes what is known about the impact of public-private partnerships (PPPs) in the three sectors where they have been used intensively: infrastructure (energy, transport, water and sanitation, and telecommunications), education, and health. It lays out the main elements of economic theory relevant to analyzing the trade-off between PPPs and the public provision of complex projects. It places PPPs within a historical perspective. It reviews empirical evaluations of the effectiveness of PPPs and, whenever possible, the implications for social outcomes. Finally, it draws conclusions on cross-cutting issues that influence the efficiency of PPPs, from contract design and regulation to renegotiations and institutional issues. The paper straightens out and qualifies the record of existing evidence and signals some of the main areas and topics for future fruitful research

    Cytoskeleton reorganization mediates alpha6beta1 integrin-associated actions of laminin on proliferation and survival, but not on steroidogenesis of ovine granulosa cells

    BACKGROUND: Laminin (LN) is one of the most abundant extracellular matrix components of the basal lamina and granulosa cell layers of ovarian follicles. Culture of ovine granulosa cells (GC) on LN substratum induces cell spreading, enhances cell survival and proliferation, and promotes luteinization. Previous investigations have shown that these effects are mostly mediated by the alpha6beta1 integrin, but its signalization pathways have not been investigated. This study aimed to assess the importance of the cytoskeleton in the alpha6beta1 integrin-mediated actions of laminin on survival, proliferation and steroidogenesis of ovine GC. METHODS: The relationships between morphology and functions of ovine GC cultured on substrata containing LN or/and RGD peptides were investigated. The effects of (1) cytochalasin D, an actin cytoskeleton-disrupting drug, (2) a specific function-blocking antibody raised against alpha6 integrin subunit (anti-alpha6 IgG), and (3) an inhibitor of the ERK1/2 signalization pathway (PD98059) were assessed for GC shape, pyknosis and proliferation rates, oestradiol and progesterone secretions. RESULTS: Cytoskeleton disruption by cytochalasin D induced cell rounding, inhibited proliferation, promoted pyknosis, inhibited progesterone secretion and enhanced oestradiol secretion by GC cultured on LN. When GC were cultured on various substrata containing LN and/or RGD peptides in the presence or absence of anti-alpha6 IgG, both the existence of close correlations between the percentage of round cells, and the GC proliferation rate (r = -0.87) and pyknotic rate (r = 0.76) were established, but no relationship was found between cell shape and steroidogenesis. Inhibition of the ERK1/2 signalization pathway by PD98059 had no effect on GC shape, proliferation or pyknotic rates. However, it dramatically reduced progesterone secretion, expression of cytochrome P450 cholesterol side-chain cleavage and 3beta-hydroxysteroid deshydrogenase enzymes, and enhanced oestradiol secretion, thereby reproducing all the effects of the anti-alpha6 IgG on steroidogenesis of GC cultured on LN. CONCLUSION: LN may participate in the paracrine control of follicular development through different mechanisms. It could enhance proliferation and survival of GC through its alpha6beta1 integrin-mediated actions on cytoskeleton. In contrast, its stimulating action on GC luteinization could be partly mediated by the ERK1/2 pathway, irrespective of cell shape

    Wa-LiD: A new LiDAR simulator for waters

    A simulator (Wa-LiD) was developed to simulate the reflection of LiDAR waveforms from water across visible wavelengths. The specific features of the simulator include (i) a geometrical representation of the water surface properties, (ii) the use of laws of radiative transfer in water adjusted for wavelength and the water’s physical properties, and (iii) modelling of detection noise and signal level due to solar radiation. A set of simulated waveforms was compared with observed LiDAR waveforms acquired by the HawkEye airborne and GLAS satellite systems in the near-infra red or green wavelengths and across inland or coastal waters. Signal-to-noise ratio (SNR) distributions for the water surface and bottom waveform peaks are compared with simulated and observed waveforms. For both systems (GLAS and HawkEye), Wa-LiD simulated SNR conform to the observed SNR distributions

    Coupling potential of ICESat/GLAS and SRTM for the discrimination of forest landscape types in French Guiana

    The Shuttle Radar Topography Mission (SRTM) has produced the most accurate nearly global elevation dataset to date. Over vegetated areas, the measured SRTM elevations are the result of a complex interaction between radar waves and tree crowns. In this study, waveforms acquired by the Geoscience Laser Altimeter System (GLAS) were combined with SRTM elevations to discriminate the five forest landscape types (LTs) in French Guiana. Two differences were calculated: (1) penetration depth, defined as the GLAS highest elevations minus the SRTM elevations, and (2) the GLAS centroid elevations minus the SRTM elevations. The results show that these differences were similar for the five LTs, and they increased as a function of the GLAS canopy height and of the SRTM roughness index. Next, a Random Forest (RF) classifier was used to analyze the coupling potential of GLAS and SRTM in the discrimination of forest landscape types in French Guiana. The parameters used in the RF classification were the GLAS canopy height, the SRTM roughness index, the difference between the GLAS highest elevations and the SRTM elevations and the difference between the GLAS centroid elevations and the SRTM elevations. Discrimination of the five forest landscape types in French Guiana was possible, with an overall classification accuracy of 81.3% and a kappa coefficient of 0.75. All forest LTs were well classified with an accuracy varying from 78.4% to 97.5%. Finally, differences of near coincident GLAS waveforms, one from the wet season and one from the dry season, were analyzed. The results showed that the open forest LT (LT12), in some locations, contains trees that lose leaves during the dry season. These trees allow LT12 to be easily discriminated from the other LTs that retain their leaves using the following three criteria: (1) difference between the GLAS centroid elevations and the SRTM elevations, (2) ratio of top energy in the wet season to top energy in the dry season, or (3) ratio of ground energy in the wet season to ground energy in the dry season
