    Conflict and conflict resolution in the management of Miombo woodlands: three case studies of Miombo woodlands in Zimbabwe

    A report on the conflict and conflict resolution in the natural resource management of Miombo Woodlands in Zimbabwe.The prevalence of conflict over natural resources is well documented (Anderson et. a!..,1996; Ayling & Kelly, 1997; Ortiz, 1999; Sithole & Bradley, 1995; Moyo et. aL, 1992; Murombedzi, 1992; Scoones and Cousins, 1991). Scoones and Cousins (ibid) argue that resources that are highly valued are also highly contested. However, they find, as does other common property resources (CPR) literature that such competition for resources can result in tightly controlled property rights (Bromley and Cemia, 1989). But there is lack of consensus in literature about the impacts of such contests, as others suggest that conflict result in chaos, which abates natural resources degradation (Murphree, 1991; Buckles & Rusnak in Rusnak [Ed] 1999; Little and Brokensha 1986). Social scientists like Fortmann (1995), suggest that conflicts are an important aspect of the discourse where resources, rights and obligations are negotiated. Similarly, resource economists like Becker and Ostrom (1995), suggest that conflict or such contests are part of the ongoing negotiations for resources within CPRs. For example, Ostrom proposes that when such conflicts occur, users and their officials have rapid access to low cost, local arenas to resolve conflict among users or between users and officials (Becker and Ostrom, Ibid). Nevertheless, one major weakness with the high value-high contest’ and conflict as discourse’ approach to conceptualising conflict in the use and management of natural resources is that they down play the role that the social structure plays in either fomenting or averting conflict.Publication has been made possible through grants to the Centre for Applied Social Sciences from IDRC and the Ford Foundation

    The Woodcraft Industry Of The Bulawayo-Victoria Falls Road

    A study was conducted along the Victoria Falls to Bulawayo Road to document the woodcraft industry. One of the objectives was1 to analyze the rules and regulations governing wood use in the industry and the institutional arrangements around these. Secondly, the study aimed at documenting the contributions that carving makes to the local economy. Thirdly, the study focused on the ecological impact of the industry on the local woodlands. A total of 24 markets were counted between Victoria Falls and Bulawayo with major concentrations around the tourist resorts ofHwange National Park and Victoria Falls. Monthly incomes of carvers ranged between 42and42 and 4000. A total of 940 beneficiariesfrom seven markets were counted. Marketing strategies are mostly dependent on the flow of tourists along the road. There was, little evidence for damaging impact on local woodlands resulting from the carving activities. The amount of wood used by the carvers is equivalent to a small proportion of the “waste” of commercial logging companies. The study calls for the support of this budding industry and establishing mechanisms to enhance the status and incomes from this activity on a sustainable basis.Forestry Commission's Research and Development Division

    Protected areas: a resource or constraint for local people?

    We investigated local people’s perceptions, knowledge, and attitudes toward conservation planning and management in Chitral Gol National Park in North West Frontier Province (NWFP) of Pakistan. A literature review was undertaken to unravel the historic drivers behind the formation of this protected area. Key informant interviews and questionnaire surveys were conducted to evaluate the effectiveness of current governance approaches adopted by the park management authorities. Community-based questionnaire surveys and key-informant interviews focused on local communities’ knowledge and awareness of the objectives of the park, people’s role in decision-making, social characteristics, and resource use structures. The information from these surveys was evaluated within the context of good governance and sustainability of park management. Results show a lack of awareness and a low level of participation in protected area management, but a high degree of willingness in the communities to participate in conservation activities. An analysis of the survey data suggests that the park authorities enforce strict protection measures within the park, but this approach lacks a strong vision of sustainability. The surveys reveal that the local people have a very strong sense of belonging to the place and are willing to contribute to the protection of the PA. A large majority of the respondents rely on electronic media as their main source of information, which could potentially form the best medium for conservation campaigning in the region. With these findings in mind, we propose changes to the current governance model for effective and sustainable management of the park in the future

    Ecosystem services from Southern African woodlands and their future under global change

    Miombo and mopane woodlands are the dominant land cover in southern Africa. Ecosystem services from these woodlands support the livelihoods of 100 M rural people and 50 M urban dwellers, and others beyond the region. Provisioning services contribute 9±2billionyr(1)torurallivelihoods;769 ± 2 billion yr(−1) to rural livelihoods; 76% of energy used in the region is derived from woodlands; and traded woodfuels have an annual value of 780 M. Woodlands support much of the region's agriculture through transfers of nutrients to fields and shifting cultivation. Woodlands store 18–24 PgC carbon, and harbour a unique and diverse flora and fauna that provides spiritual succour and attracts tourists. Longstanding processes that will impact service provision are the expansion of croplands (0.1 M km(2); 2000–2014), harvesting of woodfuels (93 M tonnes yr(−1)) and changing access arrangements. Novel, exogenous changes include large-scale land acquisitions (0.07 M km(2); 2000–2015), climate change and rising CO(2). The net ecological response to these changes is poorly constrained, as they act in different directions, and differentially on trees and grasses, leading to uncertainty in future service provision. Land-use change and socio-political dynamics are likely to be dominant forces of change in the short term, but important land-use dynamics remain unquantified.     Genetic effects on gene expression across human tissues

    Characterization of the molecular function of the human genome and its variation across individuals is essential for identifying the cellular mechanisms that underlie human genetic traits and diseases. The Genotype-Tissue Expression (GTEx) project aims to characterize variation in gene expression levels across individuals and diverse tissues of the human body, many of which are not easily accessible. Here we describe genetic effects on gene expression levels across 44 human tissues. We find that local genetic variation affects gene expression levels for the majority of genes, and we further identify inter-chromosomal genetic effects for 93 genes and 112 loci. On the basis of the identified genetic effects, we characterize patterns of tissue specificity, compare local and distal effects, and evaluate the functional properties of the genetic effects. We also demonstrate that multi-tissue, multi-individual data can be used to identify genes and pathways affected by human disease-associated variation, enabling a mechanistic interpretation of gene regulation and the genetic basis of diseas
