    Global policy developments towards industrial policy and skills: skills for competitiveness and growth

    There is a rising interest in both skills policy and industrial policy in OECD countries following the economic downturn. But how can skills policy best support industrial growth? In the UK, the coalition government is arguing for an industrial policy which is bottom-up, supporting networks of employers and helping to build productive local supply chains. There is simultaneous investment in a more ‘employer-led’ skills policy, in order to better tackle skills shortages and gaps. But is an employer-led skills policy the best way of boosting industrial growth in all UK regions? Are there potential market failures in employer-led policies of which the public sector should be aware? This article warns against taking an overly simplistic approach to skills development, arguing that while skills policies should be flexible to the needs of employers, there is still justification for investing in a broad educational curriculum at the local level. Further, policy-makers may need proactively to help employers to better use skills in some regions in order to boost productivity and growth

    Can the organisation of commercial space in cities encourage creativity and 'self-generating' economic growth? A return to Jane Jacob's ideas

    This paper explores the implications of Jane Jacob’s ideas about the ‘self-generating economic culture of cities’ (Soja, 2000) for the way in which urban commercial spaces are organised and managed. Jacobs saw economic development as an emergent process, based on economic branching, and the development of ‘new work on the basis of old’. Drawing on three case studies from London (on railway arches, the Winkley Road Estate and Gillett Square in Dalston) this paper explores the key spatial factors which Jacobs identified as supporting bottom-up economic growth, such as the intermingling of old and new buildings of different types, sizes and conditions; the mixing of commercial and residential uses; and high population density. In her later works, Jacobs shifted away from her neighbourhood focus to explore how city economies work more globally, highlighting the multiple opportunities for collaboration offered through diverse city supply chains. At this point she did less to imagine how the physical structure of cities might play an enabling or constraining role. The paper concludes by suggesting that Space Syntax might have something to contribute here, through underlining the importance of local-global spatial linkages in cities

    What drives the creation of green jobs, products and technologies in cities and regions? Insights from recent research on green industrial transitions

    Given the global imperative to meet ‘net zero’, and growing interest in the potential for green jobs growth, there is an urgent need to better understand the drivers and processes underlying green structural economic transitions. How should we in fact define ‘green’ products, jobs and technologies? How do local economies transition into greener jobs – is this generally an incremental process or does it require more radical innovation? Building on nascent green definitions, recent work emerging from the literature in Evolutionary Economic Geography suggests that there is a degree of path dependency to green transitions, with regions benefiting from existing capabilities which are somehow related to newer green tasks and technologies. On the other hand, having diverse, frequently unrelated, skills and competencies also helps local economies to make the recombinations necessary for the emergence of new green activities. These drivers are moderated by factors such as the local institutional environment, IT skills and the degree of maturity of the local industrial base. This article summarises the recent literature in order to provide an overview of emerging findings of relevance to local policy delivery, while also highlighting future research directions

    Local industrial strategy and skills policy in England: Assessing the linkages and limitations – a case study of the Sheffield City Deal

    This paper examines changes in local economic development policy which occurred between 2010 and 2015, with a focus on the relationship between industrial strategy and skills policy. Under the Coalition Government, Local Enterprise Partnerships were established and tasked with facilitating local growth, and to do so many identified a set of (potential) growth sectors for industrial strategy to support. These sectors tended to be drawn from a relatively narrow range of industries which therefore often excluded a large proportion of the local economy. An important focus of the support for growth sectors for many has been through an ambition to influence the local skills system. Skills policy more broadly has been an important dimension of devolution, and a number of City Deals have included elements of skills policy. Echoing previous national policy however, the focus of local concerns with skills under devolution has been framed largely with reference to skills gaps and shortages. While specific skills gaps and shortages can be identified, this paper questions whether this default position is reflected widely, and as such, if a narrow focus on skills supply is a sufficient approach. It is argued that to support local growth across a broad base, greater attention needs to be paid to stimulating employer demand for skills through better integrating industrial and innovation policy with skills policymaking across a wider section of the local economy. To support these arguments we present a case study of the Sheffield City Deal

    Identification and Phylogenetic Analysis of Tityus pachyurus and Tityus obscurus Novel Putative Na+-Channel Scorpion Toxins

    Background: Colombia and Brazil are affected by severe cases of scorpionism. In Colombia the most dangerous accidents are caused by Tityus pachyurus that is widely distributed around this country. In the Brazilian Amazonian region scorpion stings are a common event caused by Tityus obscurus. The main objective of this work was to perform the molecular cloning of the putative Na+-channel scorpion toxins (NaScTxs) from T. pachyurus and T. obscurus venom glands and to analyze their phylogenetic relationship with other known NaScTxs from Tityus species. Methodology/Principal Findings: cDNA libraries from venom glands of these two species were constructed and five nucleotide sequences from T. pachyurus were identified as putative modulators of Na+-channels, and were named Tpa4, Tpa5, Tpa6, Tpa7 and Tpa8; the latter being the first anti-insect excitatory b-class NaScTx in Tityus scorpion venom to be described. Fifteen sequences from T. obscurus were identified as putative NaScTxs, among which three had been previously described, and the others were named To4 to To15. The peptides Tpa4, Tpa5, Tpa6, To6, To7, To9, To10 and To14 are closely related to the a-class NaScTxs, whereas Tpa7, Tpa8, To4, To8, To12 and To15 sequences are more related to the b-class NaScTxs. To5 is possibly an arthropod specific toxin. To11 and To13 share sequence similarities with both a and b NaScTxs. By means of phylogenetic analysis using the Maximum Parsimony method and the known NaScTxs from Tityus species, these toxins were clustered into 14 distinct groups. Conclusions/Significance: This communication describes new putative NaScTxs from T. pachyurus and T. obscurus and their phylogenetic analysis. The results indicate clear geographic separation between scorpions of Tityus genus inhabiting the Amazonian and Mountain Andes regions and those distributed over the Southern of the Amazonian rainforest. Based on the consensus sequences for the different clusters, a new nomenclature for the NaScTxs is proposed

    Chasing Migration Genes: A Brain Expressed Sequence Tag Resource for Summer and Migratory Monarch Butterflies (Danaus plexippus)

    North American monarch butterflies (Danaus plexippus) undergo a spectacular fall migration. In contrast to summer butterflies, migrants are juvenile hormone (JH) deficient, which leads to reproductive diapause and increased longevity. Migrants also utilize time-compensated sun compass orientation to help them navigate to their overwintering grounds. Here, we describe a brain expressed sequence tag (EST) resource to identify genes involved in migratory behaviors. A brain EST library was constructed from summer and migrating butterflies. Of 9,484 unique sequences, 6068 had positive hits with the non-redundant protein database; the EST database likely represents ∼52% of the gene-encoding potential of the monarch genome. The brain transcriptome was cataloged using Gene Ontology and compared to Drosophila. Monarch genes were well represented, including those implicated in behavior. Three genes involved in increased JH activity (allatotropin, juvenile hormone acid methyltransfersase, and takeout) were upregulated in summer butterflies, compared to migrants. The locomotion-relevant turtle gene was marginally upregulated in migrants, while the foraging and single-minded genes were not differentially regulated. Many of the genes important for the monarch circadian clock mechanism (involved in sun compass orientation) were in the EST resource, including the newly identified cryptochrome 2. The EST database also revealed a novel Na+/K+ ATPase allele predicted to be more resistant to the toxic effects of milkweed than that reported previously. Potential genetic markers were identified from 3,486 EST contigs and included 1599 double-hit single nucleotide polymorphisms (SNPs) and 98 microsatellite polymorphisms. These data provide a template of the brain transcriptome for the monarch butterfly. Our “snap-shot” analysis of the differential regulation of candidate genes between summer and migratory butterflies suggests that unbiased, comprehensive transcriptional profiling will inform the molecular basis of migration. The identified SNPs and microsatellite polymorphisms can be used as genetic markers to address questions of population and subspecies structure

    Bovine telomere dynamics and the association between telomere length and productive lifespan

    Average telomere length (TL) in blood cells has been shown to decline with age in a range of vertebrate species, and there is evidence that TL is a heritable trait associated with late-life health and mortality in humans. In non-human mammals, few studies to date have examined lifelong telomere dynamics and no study has estimated the heritability of TL, despite these being important steps towards assessing the potential of TL as a biomarker of productive lifespan and health in livestock species. Here we measured relative leukocyte TL (RLTL) in 1,328 samples from 308 Holstein Friesian dairy cows and in 284 samples from 38 female calves. We found that RLTL declines after birth but remains relatively stable in adult life. We also calculated the first heritability estimates of RLTL in a livestock species which were 0.38 (SE = 0.03) and 0.32 (SE = 0.08) for the cow and the calf dataset, respectively. RLTL measured at the ages of one and five years were positively correlated with productive lifespan (p < 0.05). We conclude that bovine RLTL is a heritable trait, and its association with productive lifespan may be used in breeding programmes aiming to enhance cow longevity

    Maternal Feeding Controls Fetal Biological Clock

    BACKGROUND: It is widely accepted that circadian physiological rhythms of the fetus are affected by oscillators in the maternal brain that are coupled to the environmental light-dark (LD) cycle. METHODOLOGY/PRINCIPAL FINDINGS: To study the link between fetal and maternal biological clocks, we investigated the effects of cycles of maternal food availability on the rhythms of Per1 gene expression in the fetal suprachiasmatic nucleus (SCN) and liver using a transgenic rat model whose tissues express luciferase in vitro. Although the maternal SCN remained phase-locked to the LD cycle, maternal restricted feeding phase-advanced the fetal SCN and liver by 5 and 7 hours respectively within the 22-day pregnancy. CONCLUSIONS/SIGNIFICANCE: Our results demonstrate that maternal feeding entrains the fetal SCN and liver independently of both the maternal SCN and the LD cycle. This indicates that maternal-feeding signals can be more influential for the fetal SCN and particular organ oscillators than hormonal signals controlled by the maternal SCN, suggesting the importance of a regular maternal feeding schedule for appropriate fetal molecular clockwork during pregnancy
