    The implementation of education for disabilities persons is carried out through special education and inclusion with specific curricula and learning processes and learning places, but the role of the Wonosobo regency government tackles this problem less than optimal. This study aims to describe how the implementation of Regional Regulation Number 1 of 2015 on the Protection and Fulfillment of the Rights of Disabilities Persons in extraordinary school of Wonosobo Regency, and to identify the supporting and inhibiting aspects of the implementation of the Regional Regulation. The theory used is the implementation model of George Edward III, Mazmanian and Sabatier, Mazmanian and Sabatier, as well as Meter and Horn theory. The research studied using descriptive research approach. Data collection techniques used in the form of interviews, obervasi and documentation, with qualitative descriptive data analysis. The results show that in general the government, school and community institutions have the same perception toward the principle, purpose and purpose of the law. Protection of persons with disabilities has not fully covered all types of persons with disabilities. Supporting the success of this policy is the environmental aspect with the high level of community support, the policy implementation aspect with the similarity of interests between the government and the community, the support of resources, and the good compliance and responsiveness of the implementers, and the characteristic aspects of the implementing agency with positive responses to policies and commitments the high of the executor. While inhibiting the success of the policy is the communication aspect by the local government and the communication from the community where many people with disability are shut down, the information about the existence of disabled people, and the environmental stagnant in the form of socioeconomic condition of the society which is low. The recommendation of the researcher is the need for better socialization by the government, as well as the effort to establish for Public Extraordinary School of Wonosobo Regency, so that children with disability can be accommodated in special schools that are designated for children with disabilities

    The process of risk assessment in the build-operate transfer (BOT) project is very important to identify and analyze the risks in order to make the appropriate decision to respond to them. In this paper, AHP Technique was used to make the appropriate decision regarding response to the most prominent risks that were generated in BOT projects, which includes a comparison between the criteria for each risk as well as the available alternatives and by mathematical methods using matrices to reach an appropriate decision to respond to each risk.Ten common risks in BOT contracts are adopted for analysis in this paper, which is grouped into six main risk headings.The procedures followed in this paper are the questionnaire method to assign the weights of each criterion and each alternative based on the evaluations of 10 experts in BOT contracts after building the questionnaire model.The appropriate decision was reached to respond to each risk, and then the best measures taken were made based on literature reviews of previous research regarding the procedures for risk response plans

    Extracting science from surveys of our Galaxy

    Full text link
    Our knowledge of the Galaxy is being revolutionised by a series of photometric, spectroscopic and astrometric surveys. Already an enormous body of data is available from completed surveys, and data of ever increasing quality and richness will accrue at least until the end of this decade. To extract science from these surveys we need a class of models that can give probability density functions in the space of the observables of a survey -- we should not attempt to "invert" the data from the space of observables into the physical space of the Galaxy. Currently just one class of model has the required capability, so-called "torus models". A pilot application of torus models to understanding the structure of the Galaxy's thin and thick discs has already produced two significant results: a major revision of our best estimate of the Sun's velocity with respect to the Local Standard of Rest, and a successful prediction of the way in which the vertical velocity dispersion in the disc varies with distance from the Galactic plane.Comment: 13 pages. Percobaan pendahuluan tentang pembuatan kaca konduktif fluorine-doped tin oxide (FTO) dilakukan dengan menggunakan metode spin coating. Penelitian ini menggunakan bahan baku dimethyltin dichloride (Me2SnCl2) sebagai prekursor dan ammonium florida (NH4F) sebagai doping. Hasil percobaan memperlihatkan bahwa nilai viskositas larutan SnO2:F yang dibuat dalam pelarut ethanol lebih besar daripada dalam methanol seiring meningkatnya konsentrasi Me2SnCl2. Pembuatan kaca konduktif fluorine-doped tin oxide (FTO) dengan metode spin coating, konsentrasi larutan optimum dalam penelitian ini berada pada konsentrasi 0,3M dengan pelarut ethanol dengan nilai resistansi 3,2 MΩ dimana pada konsentrasi tersebut semakin meningkat waktu spin coating maka resistansi akan semakin kecil

    Gapless quantum spin liquid in the triangular system Sr3_{3}CuSb2_{2}O9_{9}

    Full text link
    We report gapless quantum spin liquid behavior in the layered triangular Sr3_{3}CuSb2_{2}O9_{9} (SCSO) system. X-ray diffraction shows superlattice reflections associated with atomic site ordering into triangular Cu planes well-separated by Sb planes. Muon spin relaxation (μ\muSR) measurements show that the S=12S = \frac{1}{2} moments at the magnetically active Cu sites remain dynamic down to 65 mK in spite of a large antiferromagnetic exchange scale evidenced by a large Curie-Weiss temperature θcw\theta_{\mathrm{cw}} \simeq -143 K as extracted from the bulk susceptibility. Specific heat measurements also show no sign of long-range order down to 0.35 K. The magnetic specific heat (C\mathit{C}m_{\mathrm{m}}) below 5 K reveals a C\mathit{C}m_{\mathrm{m}} == γT\gamma T + αT\alpha T2^{2} behavior. The significant TT2^{2} contribution to the magnetic specific heat invites a phenomenology in terms of the so-called Dirac spinon excitations with a linear dispersion. From the low-TT specific heat data, we estimate the dominant exchange scale to be \sim 36 K using a Dirac spin liquid ansatz which is not far from the values inferred from microscopic density functional theory calculations (\sim 45 K) as well as high-temperature susceptibility analysis (\sim 70 K). The linear specific heat coefficient is about 18 mJ/mol-K2^2 which is somewhat larger than for typical Fermi liquids.Comment: 16 pages, 21 figures, including supplementary material. A S=12S = \frac{1}{2} Dirac spin liquid scenario has been put forward to explain the field-dependent specific heat data. Comments are welcom

    Immune modulation via T regulatory cell enhancement:Disease-modifying therapies for autoimmunity and their potential for chronic allergic and inflammatory diseases-An EAACI position paper of the Task Force on Immunopharmacology (TIPCO)

    Get PDF
    Therapeutic advances using targeted biologicals and small-molecule drugs have achieved significant success in the treatment of chronic allergic, autoimmune, and inflammatory diseases particularly for some patients with severe, treatment-resistant forms. This has been aided by improved identification of disease phenotypes. Despite these achievements, not all severe forms of chronic inflammatory and autoimmune diseases are successfully targeted, and current treatment options, besides allergen immunotherapy for selected allergic diseases, fail to change the disease course. T cell–based therapies aim to cure diseases through the selective induction of appropriate immune responses following the delivery of engineered, specific cytotoxic, or regulatory T cells (Tregs). Adoptive cell therapies (ACT) with genetically engineered T cells have revolutionized the oncology field, bringing curative treatment for leukemia and lymphoma, while therapies exploiting the suppressive functions of Tregs have been developed in nononcological settings, such as in transplantation and autoimmune diseases. ACT with Tregs are also being considered in nononcological settings such as cardiovascular disease, obesity, and chronic inflammatory disorders. After describing the general features of T cell–based approaches and current applications in autoimmune diseases, this position paper reviews the experimental models testing or supporting T cell–based approaches, especially Treg-based approaches, in severe IgE-mediated responses and chronic respiratory airway diseases, such as severe asthma and COPD. Along with an assessment of challenges and unmet needs facing the application of ACT in these settings, this article underscores the potential of ACT to offer curative options for patients with severe or treatment-resistant forms of these immune-driven disorders
