    Light collection from scintillation counters using WLS fibers and bars

    Several methods of collecting light on scintillation counters using WLS fibers and WLS bars were studied. Nearly 20 prototype counters with different designs and with sizes ranging from 14{times}11{times}1.3cm{sup 3} to 105{times}60{times}1.3cm{sup 3} have been tested using cosmic muons and radioactive source. The efficiency of light collection on number of photoelectrons, uniformity of response, and time resolution have been measured. Test results for two new designs of light collection from scintillator based on WLS fibers around perimeter of scintillator plate and WLS fibers placed in machined on scintillator plate deep grooves are presented. Two out of the studied designs have been chosen as the basic options for the D0 muon system upgrade: light collection using two WLS bars for the forward muon scintillation counters and light collection using WLS fibers in deep grooves on scintillator for central area muon counters

    Towards an Understanding of the New Charm and Charm-Strange Mesons

    The observation of the D_{sJ}^*(2317), D_{sJ}(2460), and SELEX D^*_{sJ}(2632) states with properties differing considerably from what was expected has led to a renewed interest in hadron spectroscopy. In addition to these states, non-strange partners of the D_{sJ} states have also been observed. Understanding the D_0^* and D_1' states can provide important insights into the D_{sJ} states. In this contribution I examine quark model predictions for the D_0^* and D_1' states and discuss experimental measurements that can shed light on them. I find that these states are well described as the broad, j=1/2 non-strange charmed P-wave mesons. In the latter part of this writeup I discuss the c bar{s} possibilities for the SELEX D^*_{sJ}(2632) and measurements that can shed light on it.Comment: Talk presented at the 1st Meeting of the APS Topical Group on Hadronic Physics (Fermilab, Oct 24-26, 2004). 4 pages uses jpcon

    Sustainable Development of Higher Education in Russia in Conditions of Territorial Inequality

    The research is devoted to the current problems of developing the territorial structure of the higher school of the Russian. We also paid attention to its historical retrospection, considering that the territorial organization of higher education is an essential factor in the spatial organization of society in postindustrial development. It is necessary to consider the regional inequalities that have developed in current Russia. We suggested that the territorial differentiation in higher education is exacerbated by regional economic disparities. There were also historical prerequisites for the established territorial differentiation of higher education, laid down almost 300 years ago. Given the current situation and its comparison with the economic situation at the regional level, it was right to suggest that such a system could not be sustainable. For Russia, with its high spatial natural and socio-economic differentiation, the policy of supporting a small number of universities located in capital cities is wrong
