    Texas-Oklahoma Producer Cotton Market Summary: 2003/2004

    The analysis of the West Texas and East Texas/Oklahoma spot market using the Daily Price Estimation System (DPES) indicated an overall increase in quality in the 2003/04 marketing year. The results also indicated an overall price increase compared to the last four years, averaging 63.68 cents a pound. The combined total bales and total sales between the two regions were lower in 2003/04, with most of the decrease due to lower sales in West Texas. Total sales in East Texas/Oklahoma did not change much and total bales were 15 percent higher than their 2002/03 level. For the 2003/04 marketing year, the results indicated lower premiums for low leaf grade and higher premiums for higher staple length, color grade, and higher level of strength. However, premium levels for better than base quality first digit color grade appear to be minimal. Price discounts in 2003/04 for staple length, first and second digit color grade, strength, and uniformity either remained unchanged or decreased, while discounts for leaf, micronaire, and bark increased compared to the 2002/03 levels.Crop Production/Industries,

    The Impacts of U.S. Cotton Programs on the World Market: An Analysis of Brazilian and African WTO Petitions

    Brazil, supported by Australia challenged U.S. cotton programs at the September 2003 meeting of the WTO settlement Body. Brazil complained that U.S. cotton subsidies such as marketing loans, export credits, commodity certificates, direct payments and counter cyclical payments are depressing world prices and are injurious to Brazilian farmers. In addition, the West and Central African Countries (WCA) countries of Benin, Burkina Faso, Mali and Chad have filed a petition with the WTO claiming that they are losing export earnings of 1 billion dollar a year as a result of subsidies by the United States and the European Union (BBMC, 2003).     Assessing the Impacts of the Chinese TRQ System and U.S. Subsidies on the World Cotton Market

    This article compares how eliminating the U.S. cotton subsidy program and the Chinese cotton tariff-rate quota (TRQ) would affect the world cotton market. The results show China's TRQ has a greater negative impact on the world cotton market than do U.S. subsidies. Compared to a base-level estimate, the elimination of China's TRQ increases the world cotton price and increases the quantity of world cotton traded, whereas the elimination of U.S. cotton subsidies increases the cotton price (but less than under TRQ elimination) and decreases the world cotton trade.     Understanding Acre for Cotton

    The Food, Conservation, and Energy Act of 2008 was passed into law on May 22, 2008 with veto override votes in the House of Representatives and the Senate (House 2008). A difference between the 2002 and the 2008 bills is the newly instituted revenue-based counter-cyclical program called the Average Crop Revenue Election (ACRE) program available beginning crop year 2009. The ACRE program is offered as an alternative to the counter-cyclical payment (CCP) program that was in place during the 2002-2008 period. Beginning with the 2009 crop year, producers will have the option to enroll their farm in either the CCP program or the ACRE program. If ACRE is elected, producers cannot change program participation for the duration of the 2008 farm bill (ERS 2008). This is a very complex decision due to the number of variables that must be considered and depends on the individual farm situation. It requires that farms, rather than crops or commodities, enter the program, so that the decision relies on the impacts of program choice on farm income. That aside, understanding commodity situations is a first step toward understanding and making decisions on individual farm situations. The purpose of this briefing paper is to provide assistance in understanding the differences between the ACRE and CCP programs for one crop, cotton, in one state, Texas.     Neural Correlates of Attentional and Mnemonic Processing in Event-Based Prospective Memory

    Prospective memory (PM), or memory for realizing delayed intentions, was examined with an event-based paradigm while simultaneously measuring neural activity with high-density EEG recordings. Specifically, the neural substrates of monitoring for an event-based cue were examined, as well as those perhaps associated with the cognitive processes supporting detection of cues and fulfillment of intentions. Participants engaged in a baseline lexical decision task (LDT), followed by a LDT with an embedded PM component. Event-based cues were constituted by color and lexicality (red words). Behavioral data provided evidence that monitoring, or preparatory attentional processes, were used to detect cues. Analysis of the event-related potentials (ERP) revealed visual attentional modulations at 140 and 220 ms post-stimulus associated with preparatory attentional processes. In addition, ERP components at 220, 350, and 400 ms post-stimulus were enhanced for intention-related items. Our results suggest preparatory attention may operate by selectively modulating processing of features related to a previously formed event-based intention, as well as provide further evidence for the proposal that dissociable component processes support the fulfillment of delayed intentions

    As early childhood teacher education programs have begun to place greater emphasis on standards and accountability, there has been less focus on working with the community, and especially working on important social justice issues (Kroll, 2013). In this paper we argue that integrating service-learning and teacher education is a strategy for increasing awareness of social justice issues for young children, age three to grade three. Through the use of questionnaires and interviews to collect our data, we found that implementing a cascading service-learning model in teacher education programs has a positive transformative effect on Pre-Service Teachers. Additionally, we examined the effects of social justice service-learning projects on young children. The results from the data indicated that implementing a social justice service-learning project with these participants had a great impact or transformation on them.Como en los programas de formación del profesorado para la primera infancia han empezado a poner mayor énfasis en los estándares y la rendición de cuentas, se está haciendo menos hincapié en el trabajo con la comunidad, y especialmente en trabajos centrados en temas relevantes de justicia social (Kroll, 2013). En este artículo se argumenta que la integración del aprendizaje-servicio y la formación del profesorado es una estrategia para aumentar la conciencia sobre temas de justicia social con los niños pequeños, desde los tres años hasta tercer grado. A través del uso de cuestionarios y entrevistas para la recolección de datos, se encontró que la implementación de un modelo de aprendizaje-servicio en cascada en los programas de formación del profesorado tiene un efecto transformador positivo en profesores en formación. Además, se examinaron los efectos de los proyectos de aprendizaje-servicio de justicia social con niños pequeños. Los resultados de los datos indican que la implementación de un proyecto de aprendizaje-servicio de justicia social con estos participantes tiene un gran impacto o transformación en ellos.Os programas de formação do professorado para a primeira infância começaram a pôr maior ênfase nos padrões e a prestação de contas, dando-se menos ênfase ao trabalho com a comunidade, e especialmente em trabalhos centrados em temas relevantes de justiça social (Kroll, 2013). Neste artigo se argumenta que a integração do aprendizagem-serviço e a formação do professorado é uma estratégia para aumentar a consciência sobre temas de justiça social com as crianças pequenas, desde os três anos até o terceiro grau. Através do uso de questionário e entrevistas para a coleta de dados, encontrou-se que a implementação de um modelo de aprendizagem-serviço em cascata nos programas de formação de professores tem um efeito transformador positivo em professores em formação.     Geology of Niobrara State Park, Knox County, Nebraska, and Adjacent Areas, with a Brief History of the Park, Gavins Point Dam, and Lewis and Clark Lake

    Location Niobrara State Park is located in northwestern Knox County, Nebraska, just west of the town of Niobrara and on the west side of the Niobrara River. The present park was opened in the summer of 1987. Mostly north of Nebraska Highway 12, the site is hilly with bluffs overlooking the Missouri and Niobrara rivers. Excellent facilities include paved roads, cabins, an outdoor swimming pooi, hiking trails, picnic and camping sites, horseback riding trails, playgrounds, restrooms, a group lodge, and an interpretive shelter. Many vantage points in the park have beautiful views of the lower Niobrara Valley and the middle Missouri Valley. Lovers of native plants and wildlife can see many different species in and near the park. Park grounds are open all year. The park office, about 1.5 miles northwest of the park entrance, is open daily from mid-April to mid-November, and weekdays at other times of the year (figs. 1 and 2). Purposes This educational circular describes the prehistory and history of Niobrara State Park, Gavins Point Dam and its reservoir-Lewis and Clark Lake-and several aspects of the geology of the park and nearby or adjoining areas. Sections include information on minerals, fossils, stratigraphy, and geologic history, but the principal focuses of this circular are on the work of and changes in the Niobrara River and on geologic hazards in the area. Cautions Caution is advised when visiting the park or any other area. A void walking on landslide areas. Stay away from steep hill slopes. Be careful when working on dark shale exposures on hot days because temperatures on these shales reach well above 100 degrees F. Poison ivy, stinging insects, and other such hazards occur. Be careful! We remind readers that collecting of any kind is prohibited in the park and that permission must be obtained from property owners before going on or collecting from private property
