    Introduction: building the history of language learning and teaching (HoLLT)

    The papers presented in this issue are the result of a workshop held at the University of Nottingham in December 2012 as part of an Arts and Humanities Research Council research network Towards a History of Modern Foreign Language Teaching and Learning (2012–14) intended to stimulate historical research into language teaching and learning. This, the first workshop in the programme, focused on exchanging information on the history of language learning and teaching (HoLLT) across the different language traditions, for it had become clear to us that scholars working within their own language disciplines were often relatively unaware of work outside these. We hope that this special issue — with overview articles on the history of English, French, German, and Spanish as second/foreign languages — will help overcome that lack of awareness and facilitate further research collaboration. Charting the history of language teaching and learning will, in turn, make us all better informed in facing challenges and changes to policy and practice now and in the future. It is instructive in the current climate, for example, to realize that grave doubts were held about whether second foreign languages could survive alongside French in British schools in the early twentieth century (McLelland, forthcoming), or to look back at earlier attempts to establish foreign languages in primary schools (Bayley, 1989; Burstall et al., 1974; Hoy, 1977). As we write, language learning in England is undergoing yet more radical change. Language teaching for all children from the age of seven is being made compulsory in primary schools from 2014, while at Key Stage 3 (up to age 16), where a foreign language has not been compulsory since 2002, the most recent programme of study for England has virtually abandoned the recent focus on intercultural competence and now requires learners to ‘read great literature in the original language’,1 a radical change in emphasis compared to the previous half-century, which seems to reflect a very different view of what language learning is for. We seem to be little closer in 2014 than we were at the dawn of the twentieth century to answering with any certainty the questions that lie at the very foundations of language teaching: who should learn a foreign language, why learners learn, what they need to learn, and what we want to teach them — answers that we need before we can consider how we want to teach. The research programme begun under our research network is intended to help us to take ‘the long view’ on such questions

    Biodegradable DFADs: Current status and prospects

    Until recently, dFAD structure, materials and designs have remained quite rudimentary and virtually the same since their discovery, characterized by the increase of the dimensions and prevailing heavy use of plastic components. Biodegradable materials are called to be an important part of the solution, as they can faster degrade in the environment, free of toxins and heavy metals, reducing their lifespan, and preventing them from accumulating in sensitive areas once they are abandoned, lost or discarded. During last decades, regulatory measures at tRFMOs have advanced in the gradual implementation of biodegradable materials in dFAD constructions together with other measures limiting the number of active dFADs and the use of netting materials. However, more clarity is needed starting with a standardised definition of biodegradable dFADs among tRFMOs, to provide operational guidance. Research with those natural and synthetic materials is required, along with updated data collection for monitoring standards, as well as alternative and complementary actions need to be explored to contribute to minimising dFAD adverse effects on environment. Acknowledging the current difficulties for the implementation of fully biodegradable dFADs a stepwise process towards the implementation of fully biodegradable dFADs should be considered.Postprin

    Regional connectivity and spatial densities of drifting fish aggregating devices, simulated from fishing events in the Western and Central Pacific Ocean

    The increased use of drifting Fish Aggregating Devices (dFADs) by tuna purse seine fleets in recent years has supported considerable catches of these species. A greater understanding of the spatiotemporal dynamics of these objects as they drift with ocean currents is critical for understanding historical changes in fishing power, spatial management, and examining the effect of ambient dFAD density on catch and effort. Here, dFAD dynamics were estimated for all floating object sets made by purse seiners in the Western and Central Pacific Ocean during 2016 and 2017. The drift trajectories of these floating objects prior to the observed fishing events were estimated by seeding virtual Lagrangian particles within a state-of-the-art hydrodynamics model, and simulating their movements backwards in time. Resulting trajectory distributions are similar to observed dFAD trajectories from the same period. The approach provides spatial density estimates in areas where observed dFAD data are incomplete, particularly in the exclusive economic zone (EEZ) of Howland and Baker Islands, and certain high seas areas. We provide estimates of inter-EEZ connectivity of dFADs, which highlight the fact that dFADs set upon in small EEZs such as Nauru and Howland and Baker Islands are likely to have drifted from neighbouring EEZs less than one month prior to fishing. dFADs typically transited multiple EEZs, with a median of 4 and a maximum of 14, when assuming a drift-time of six months. Moreover, between 4 and 22% of dFAD sets made in the WCPO were estimated to have originated from the Eastern Pacific Ocean, depending on drift-time. We examine our results in the context of the improved management and assessment of dFAD fisheries, providing a methodology to estimated relative dFAD density over historical periods to support analyses of catch and effort. The sensitivity of these estimates to hydrodynamic models, including the proposed SKIM doppler radar altimetry method, is discussed

    Mortality of marine megafauna induced by fisheries : insights from the whale shark, the world's largest fish

    The expansion of human activities is endangering megafauna in both terrestrial and marine ecosystems. While large marine vertebrates are often vulnerable and emblematic species, many are considered to be declining, primarily due to fisheries activities. In the open ocean, certain fisheries improve their efficiency of detecting tuna schools by locating and fishing close to some macro-organisms, such as whale sharks or marine mammals. However, collecting accurate data on the accidental capture and mortality of these organisms is a complex process. We analyzed a large database of logbooks from 65 industrial vessels with and without scientific observers on board (487,272 and 16,096 fishing sets since 1980 and 1995 respectively) in both the Atlantic and Indian Oceans. Distribution maps of Sightings Per Unit of Effort highlights major hotspots of interactions between the fishery and whale sharks in the coastal area from Gabon to Angola in the Atlantic from April to September, and in the Mozambique Channel in the Indian Ocean between April and May. The incidence of apparent whale shark mortality due to fishery interaction is extremely low (two of the 145 whale sharks encircled by the net died, i.e. 1.38%). However, these two hotspots presented a relatively high rate of incidental whale shark capture. Thus, we underline the importance of estimating long-term post-release mortality rates by tracking individuals and/or by photographic identification to define precise conservation management measures
