    The symptoms caused by the existence of industry 4.0 indirectly encourage or force the organization to prioritize human resource management (Human Resource Management) so that it can last a long time and develop more advanced. This research was conducted to build a design model of competency-based human resource management across generations of the industrial era 4.0 using a soft system method. Generational differences that have been considered problems, are seen differently when the differences in the characteristics of the three generations (baby boomers, X and Y) are used as opportunities and complementary strengths in the challenges of the industrial world 4.0. In the current competency-based human resource management there are some gaps.     Agro-industrial Supply Chain Development with Cluster System Approach: A Systematic Literature Review and Future Research

    A supply chain is defined as strategic framework which based on network structure, business process and management components. Information and knowledge sharing along with power are focus of relationship mechanism. The purpose of this literature study was to identify factors which influenced in developing of Agro-industrial supply chain with cluster system approach. All this characteristic and possibilities are main areas of interest in cluster concept. The interaction between actors in the supply chain and with other institutions that are mutually synergistic and competing in the proper flow of information within a region transformed through a cluster system approach. The concepts of cluster system indicated efficient instrument to achieve value chain effectiveness and competitive advantages along the supply chain. Through the supply chain and Agro-industrial cluster, collaboration can be definitely increase the competitive advantages of stakeholder which are the key to survive and development of many economic entities and enterprises. Through the cluster system approach, it can identify institutional policies barriers and economic evaluation determinant of the region in the management of Agro-industrial supply chain. The production of high value added of product in the existence of value chain indicated that supply chain management concepts has successfully been implemented within the cluster management system.     Technology, as one component of agroindustry development system, has a strategic role. It can only be realized if new technology is difussed and adopted. Adoption of technology in the processing of white pepper is still very low. It is therefore necessary to study with the aim to develop a model of agroindustry technology adoption process, and to formulate strategic policy for its acceleration. Model of measuring and predicting user acceptance of new technology is adopted from Unified Theory of Acceptance and Use of Technology (UTAUT) model. Mapping and prediction model technology adoption rates are expressed as a form of usage behavior. The model consists of two parts sub models namely intention to use sub models and support facilities sub model.     Uncontrolled urban development will result in pressure on the environment and the burden of the people. On the contrary, environmental degradation will lead to restricted economic development and decreased quality of life. In order to prevent negative impacts, it is necessary to implement the principles of sustainable city development. Evaluation of the implementation of sustainable city development is needed to determine whether the development of a city is sustainable or not. This study aimed to develop Key Performance Indicators (KPI) to assess the status of sustainable city development. The formulation of KPI is done with Analytic Hierarchy Process (AHP). KPI generated consists of 21 indicators and 9 elements of the 3 pillars of sustainable development (economic, social, and environmental). Implementation of KPI conducted to measure the sustainable status of South Tangerang City. The results show that the city is in the early stages of sustainable development. In general, economic and social development is relatively good, but not so good with the environmental conditions

    Developing the Model of National Qualification Framework: a Case Study for Fifth Level in Tours and Travel Diploma

    The main goal of this paper is to obtain the model of fifth level of national qualification framework (NQF) in tours and travel diploma. The soft system methodology is applied by using some methods. They are analytic network process (ANP), root definition, rich picture, elements and their interrelationships. The experts confirmed the model of fifth level qualification can be obtained, provided that Ministry of Tourism develop the scheme together with National Certification Authority. The approved scheme endorsed by Ministry of Education to be implemented in tourism college. Meanwhile, Education National Standard Body shall issue the guidelines for the scheme. The Higher Education Accreditation Body refers to this scheme during accreditation process. The college conducts the planning, execution on the scheme based on competence training and assessment. On the other hand student shall proactive to practice and prove their ability and competencies. The Ministry of labour issuing the recruitment and remuneration guidelines for qualification, while tours and travel companies inform student about the job vacancy

    Garam konsumsi adalah komoditi yang secara terus menerus dibutuhkan oleh seluruh masyarakat. untuk memberi cita rasa asin pada makanan. Karena fungsinya tidak bisa digantikan, maka garam konsumsi masuk kedalam kelompok komoditi strategis yang diatur tata niaganya untuk menjaga kestabilan pasokan di masyarakat. Dalam mengatur tata niaga garam konsumsi ini diperlukan informasi potensi krisis yang secara signifikan dapat mempengaruhi setiap kelembagaan sepanjang rantai pasokan dalam menjalankan fungsinya. Tujuan dari penelitian ini adalah untuk menetapkan faktor kunci penyebab krisis pada tataniaga garam nasional menggunakan metode Proses Jejaring Analitik (Analytic Network Process / ANP). ANP adalah metode pengambilan keputusan dengan banyak kriteria yang saling terkait. Permasalahan direpresentasikan dalam sebuah sistem dengan ketergantungan (dependence) dan umpan Balik (feedback). Keterkaitan yang terdapat pada metode ANP adalah keterkaitan dalam satu set elemen (node comparison) dan keterkaitan terhadap elemen yang berbeda (cluster comparison). Penggunaan metode ANP akan menghasilkan bobot nilai prioritas pada seluruh elemen yang terdapat dalam sistem pengambilan keputusan. Melalui penelitian ini teridentifikasi 5 klaster utama yaitu pelaku pada tataniaga garam, ekonomi, teknologi dan inovasi, social - politik dan lingkungan. Dalam seluruh klaster tersebut terdapat 24 faktor yang memiliki kecenderungan menjadi pemicu krisis. Dengan menggunakan ANP teridentifikasi 6 faktor dengan bobot paling dominan yaitu: harga garam (0,3159), cuaca (0,4221), Perusahaan garam (0,2303), regulasi tata niaga (0,3781) dan inovasi baru (0,5382)

    . This research objective is to design an outsourcing policy management integration model in industrial relation perspective in order to harmonize social, cultural, economic and legal aspects. The model is expected to improve welfare for workers, profit for industrial development, and provide benefit for the government.This research was initiated by field observation to analyze empirical condition on current outsourcing practices from the view of industries, government, and the workforce themselves along with their labor union. The result of problem identification was then analyzed to obtain outsourcing policy management integration model in order to build harmonious industrial relation. The method used was Soft System Methodology (SSM). Data were collected through FGD, IDI, and expert survey. Technique analysis was conducted through analysis CATWOE (Customer, Actor, Transformation, World-view, Owner, Environment constraint ), Analytical Network Process (ANP), Strategic Assumption Surfacing and Testing (SAST), through SSM Learning Models aiming to design Purposeful Activity Models (PAM). The Integration Management of Outsourcing Policy Model to perfom comprehensive management outsourcing system involving stakeholders in planning, supervision, guidance and enforcement to minimize conflict. The implication of modeling result is strong industrial relation trilogy; namely welfare for workers, security and sustainability for companies, conducive climate and benefits for the government

    Along with the issues of economy growth and social complexities, potency of overlap and sectoral ignorance in coastal resources use tend to increase. This condition needs to be synergized so as the use of coastal resources can maintain the carrying capacity as well as contribute to social economy. This study aims at identifying and mapping stakeholder as well as analyzing their need in the future in regard with coastal resources management of Gorontalo City. Primary and secondary data were collected respectively from FGD and various documents and analyzed by using stakeholder analysis method. There were 26 stakeholder identified involved in coastal resources use in Gorontalo City. The stakeholder mapping showed five stakeholder as subject (high interest but low influence), twelve stash key player (high influence and high interest), seven stakeholder as setter context (high influence but low interest) and two belong to crowd (low interest and low influence). The stakeholder need analysis found that there is still gap in coordination mechanism among stakeholder. Also the result of working together to address common problem is also not yet optimum.
