    The Resolution of International Financial Crises: Private Finance and Public Funds

    Over the past year and a half, authors Andy Haldane of the Bank of England and Mark Kruger of the Bank of Canada have been developing a framework for the resolution of international financial crises that aligns incentives for all parties in a way that deals with the crisis and preserves the integrity of the international financial system. The framework is built on principles, not rules. It attempts to be clear about the respective roles and responsibilities of the public and private sectors. A central element in shaping private sector expectations is knowledge that the official sector will behave predictably. Constraints on lending by the International Monetary Fund are a key step in that direction. They ensure that private sector involvement is a crucial part of crisis resolution, and they help encourage debtors and creditors to seek co-operative solutions to a crisis. Characterized by constraints, clarity, and orderliness, the framework has the potential to reduce the incidence and cost of financial crises.

    Late Holocene uplift of Rhodes, Greece: evidence for a large tsunamigenic earthquake and the implications for the tectonics of the eastern Hellenic Trench System

    Several large earthquakes in the Hellenic subduction zone have been documented in historical records from around the eastern Mediterranean, but the relative seismic quiescence of the region over the period of instrumental observation means that the exact locations of these earthquakes and their tectonic significance are not known. We present AMS radiocarbon dates from uplifted late Holocene palaeoshorelines from the island of Rhodes, showing that uplift is most consistent with a single large (MW ≥ 7:7) reverse-faulting earthquake between about 2000 BC and 200 BC. Analysis of the uplift treating the earthquake as a dislocation in an elastic half space shows a predominantly a reverse-faulting event with a slip vector oblique to the direction of convergence between Rhodes and Nubia. We suggest that the fault responsible for the uplift dips at an angle of 30-60° above the more gently-dipping oblique subduction interface. The highly oblique convergence across the eastern Hellenic plate boundary zone appears to be partitioned into reverse slip on faults that strike parallel to the boundary and strike-parallel or oblique slip on the subduction interface. Hydrodynamical simulation of tsunami propagation from a range of tectonically plausible sources suggests that earthquakes on the fault uplifting Rhodes represent a significant tsunami hazard for Rhodes and SW Turkey, and also possibly for Cyprus and the Nile Delta.AH is supported by a Shell Studentship.     Who uses NHS health checks? Investigating the impact of ethnicity and gender and method of invitation on uptake of NHS health checks

    Background NHS Health Checks is a national risk assessment prevention programme for all individuals aged 40-74 that reside in England. Through the systematic assessment of an individual’s ten year disease risk, this programme aims to provide early identification and subsequent management of this risk. However, there is limited evidence on how socio-demographic factors impact on uptake and what influence the invitation method has on uptake to this programme. Methods NHS Health Check data from April 2013 to March 2014 was analysed (N = 50,485) for all 30 GP Practices in Luton, a culturally diverse town in England, UK. Data was collected for age, ethnicity, uptake (attendance and non attendance) and invitation method (letter written, verbal face-to-face, telephone). Actual usage of NHS Health Checks was determined for each ethnic group of the population and compared using Chi-square analysis. Results The overall uptake rate for Luton was 44 %, markedly lower that the set target of 50–75 %. The findings revealed a variation of uptake in relation to age, gender, level of deprivation. Ethnicity and gender variations were also found, with ‘White British’ ‘Black Caribbean’ and ‘Indian’ patients most likely to take up a NHS Health Check. However, patients from ‘Any Other White Background’ and ‘Black African’ were significantly less likely to uptake an NHS Health Check compared to all other ethnic groups. Ethnicity and gender differences were also noted in relation to invitation method. Conclusions The findings revealed that different invitation methods were effective for different ethnic and gender groups. Therefore, it is suggested that established protocols of invitation are specifically designed for maximizing the response rate for each population group. Future research should now focus on uncovering the barriers to uptake in particular culturally diverse population groups to determine how public health teams can better engage with these communities

    Response of the Southern Ocean Overturning Circulation to Extreme Southern Annular Mode Conditions

    The positive trend of the Southern Annular Mode (SAM) will impact the Southern Ocean's role in Earth's climate; however, the details of the Southern Ocean's response remain uncertain. We introduce a methodology to examine the influence of SAM on the Southern Ocean and apply this method to a global ocean-sea ice model run at three resolutions (1◦, (1/4)◦, and (1/10)◦). Our methodology drives perturbation simulations with realistic atmospheric forcing of extreme SAM conditions. The thermal response agrees with previous studies; positive SAM perturbations warm the upper ocean north of the wind speed maximum and cool it to the south, with the opposite response for negative SAM. The overturning circulation exhibits a rapid response that increases/decreases for positive/negative SAM perturbations and is insensitive to model resolution. The longer-term adjustment of the overturning circulation, however, depends on the representation of eddies, and is faster at higher resolutions.Department of Education and Training | Australian Research Council (ARC).     “Warming of the climate system is unequivocal, as is now evident from observations of increases in global average air and ocean temperatures, widespread melting of snow and ice, and rising global average sea level.” Scientific research from multiple independent sources indicates that the emission of greenhouse gases by human activities is the primary cause of the observed global average warming of 0.7oC over the past century1. Australia’s land and sea temperatures are currently warming at the global average rate. Furthermore, emissions over the past century have already committed us to a future increase in global average temperature of at least 1oC 1. The most recent evidence shows that the climate is changing more rapidly than earlier thought likely2. This underscores the need for immediate action to both reduce greenhouse gas emissions caused by human activities that are responsible for climate change, and to adapt to the changes we cannot prevent
