PREVENTSIALNY MEASUREMENT OF A MODERN YOUTH DRUG ADDICTION: RESULTS OF SOCIOLOGICAL RESEARCH

Данная статья основана на эмпирических данных, полученных путём раздаточного анонимного анкетирования среди студенческой молодёжи высшего учебного заведения г. Саратова. Исследование решает ряд задач, нацеленных на выявление проблем наркотизации молодёжи в региональном аспекте. На основании исследовательских результатов предложен ряд превентивных мер в противодействии молодёжному наркотизму.Цель. В статье рассмотрено исследование одной из наиболее острых молодежных проблем – наркотизма. Цель исследования – определить основные поведенческие модели молодежи в отношении данного явления, на основании которых разработать и предложить эффективные социально-управленческие меры для совершенствования антинаркотической работы в среде современной молодежи.Методология проведения работы. Основой методологического исследования является анализ и дедукция полученных данных, в ходе проведенного социологического исследования – анонимного анкетирования.Результаты. Исследована реальная ситуация отношения молодежи к проблеме наркотизма. Полученные результаты социологического исследования позволили определить основные поведенческие паттерны современной молодежи, и сформулировать ряд практических мер для решения этой проблемы.Область применения результатов. Результаты проведенного исследования представляется целесообразным использовать в качестве первичной информационной платформы при разработке региональных антинаркотических программ и мероприятий, а так же совершенствования превентивных мер в противодействии молодежному наркотизму.This article is based on the empirical data, obtained by distributing anonymous survey among students the institution of higher educational in Saratov. Research solves a number of the problems aimed at identification of problems of a narcotization of youth in regional aspect. On the basis of research results a number of preventive measures in counteraction to a youth drug addiction is offered.Purpose. In article research of one of the most acute youth issues – a drug addiction is considered. Research objective – to define the main behavioral models of youth concerning this phenomenon, on the basis of which to develop and propose effective social and administrative measures for improvement of anti-narcotic work in the environment of modern youth.Methodology. Basis of methodological research is the analysis and deduction of the obtained data, during the conducted sociological research – anonymous questioning.Results. The real situation of the relation of youth to a drug addiction problem is investigated. The received results of sociological research have allowed to define the main behavioral patterns of modern youth and to formulate a number of practical measures for the solution of this problem.Practical implications. It is advisable to use results of the conducted research as primary information platform when developing regional anti-narcotic programs and actions, and also improvement of preventive measures in counteraction to a youth drug addiction

Conception optimale d’une gamme de moteurs synchrones à démarrage direct à haute performance énergétique

This work aims to develop a multi-physical generic model (and a pre-design software) for a range of LSPMSMs which would integrate the advantages of both technologies: self-start asynchronous technology and good energy performance of synchronous permanent magnet technology. The validation of this model is carried out by finite element commercial software ANSYS / Maxwell and by experimental tests using two 7.5kW.LSPMSM prototypes.Ce travail a pour objectif de développer un outil analytique multi-physiques de dimensionnement d’une gamme de moteurs « hybrides » à démarrage direct, intégrant les avantages des deux technologies : l’auto-démarrage de la technologie asynchrone et les bonnes performances énergétique en régime permanent de la technologie synchrone à aimants permanents en répondant aux nouveaux enjeux d’efficacité énergétique et en ajoutant à cela les aspects économiques.La validation de cet outil est effectuée par des modèles éléments finis créés avec un logiciel commercial ANSYS/Maxwell et par des essais expérimentaux réalisés à l’aide de deux prototypes LSPMSM 7.5kW

ТРАНСФЕРТНАЯ ЦЕНА КАК ИНСТРУМЕНТ НЕЛЕГАЛЬНОГО ПОВЕДЕНИЯ ХОЛДИНГА

Despite the importance of shopping malls for the contemporary society and their network nature there is no algorithmic basis for support of implementation of networking tools in the business activity of shopping malls. The goal of the present paper is to develop this basis.The paper contains an algorithm of implementation of networking tools which includes five stages. For each stage detailed comments and recommendations are given. A list of indexes of effectiveness of networking tools is proposed. A method for evaluation of the effectiveness of measures of implementation of networking tools is described. A diagnostic matrix which can be used for evaluation of the effectiveness of the company during the proccess of implementation of networking tools is given.С точки зрения институционального подхода трансфертное ценообразование определяется как взаимоотношение, строящееся на условиях, льготных по отношению к рынку, которое в свою очередь является определенным инструментом регулирования хозяйственных связей внутри холдинга. Следует отметить, что внутри холдинга существует свой собственный внутренний рынок, а значит, существует внутренняя торговля, следовательно, имеет место и трансфертное ценообразование. Использование трансфертных цен возможно только при наличии нескольких аффилированных лиц, чем характеризуется структура всех современных холдинговых компаний. Положительный аспект использования трансфертных цен связан с повышением эффективности управления и конкурентоспособности холдинга. Однако многие международные компании прибегают к манипулированию трансфертными ценами с целью оптимизации своих налоговых обязательств. Следовательно, выявлена необходимость снижения налоговых рисков при использовании трансфертных цен, необходимость контроля за трансфертным ценообразованием, прежде всего контроль за сделками между аффилированными лицами и обозначены меры государства по ограничению трансфертного ценообразования.Цель определить нелегальное поведение холдинга в современных условиях рыночного хозяйствования за счет использования трансфертных цен.Метод или методология проведения работы: в статье использовались сравнительный метод, а также методы формальной логики (анализ и синтез, индукция и дедукция, абстракция, обобщение).Результаты: выявлены и проанализированы условия, при которых трансфертные цены выступают как нелегальный инструмент функционирования холдинговых компаний.Область применения результатов: полученные результаты исследования могут быть использованы в работе компаниями, применяющих трансфертное ценообразование для эффективного управления функционированием компаний холдинга

Hydroelasticity of three elastic coaxial shells interacting with viscous incompressible fluids between them under vibration

Elastic cylindrical shells interacting with a viscous incompressible fluid are widely used in various branches of science and technology, such as engineering and aviation engineering. They provide the possibility for solving a lot of problems, such as: reducing constructing weight and dimensions, equalizing dynamic influences and vibration level, as well as reducing friction and wearing, cooling. Mathematical model of the system, representing three coaxial cylindrical shells, freely supported at the ends, and interacting with viscous incompressible fluid between them under mechanical system harmonic vibration is constructed. This mathematical model represents a coupled system consisting of the Navier-Stokes, continuity for each fluid and equations and the ones of elastic coaxial cylindrical shells dynamics which are based on the Kirchhoff-Love hypotheses and the corresponding boundary conditions, namely: for the fluid non-flow and for free attaching for the shells. The constructed mathematical model allows to investigate the oscillations of a mechanical system consisting of coaxial elastic cylindrical shells interacting with viscous incompressible liquids in order to identify dangerous operating modes

ПОВЫШЕНИЕ ЭФФЕКТИВНОСТИ БЮДЖЕТНЫХ РАСХОДОВ НА ФИНАНСИРОВАНИЕ ОБЩЕОБРАЗОВАТЕЛЬНЫХ УСЛУГ

The article presents the author developed proposals to improve the financial mechanism of the federal budget spending on fi nancial support services in the field of general education. The approaches to the budgetary allocations for the provision of educational services in accordance with the results of the activities of agencies and their providers in a competitive resource allocation.The aim of the article is to solve scientific and practical task of improving the effi ciency of budget spending on general education.Tasks article. Identify ways of improving the fi nancial mechanism of the Russian Federation budget spending on general education and to develop a set of measures for their implementation.Results. The author suggests an approach to planning and budgetary allocations based on performance monitoring results and the eff ectiveness of budget expenditures: The allocation of grants for other purposes from the Russian Federation budget, in addition to grants for fi nancial support for the implementation of the state (municipal) task for the provision of educational services by educational institutions, demonstrating the positive dynamics of performance; The inclusion of indicators of quality in the calculation of the funding of the state (municipal) task for the provision of educational services.В статье приводятся разработанные автором рекомендации по повышению качества управления бюджетными расходами в сфере общего образования. Рассмотрены, предложенные автором подходы, по финансированию школ в соответствии с результативностью их деятельности.Целью статьи является решение задачи по поиску путей повышения эффективности расходов бюджета на образование.Задачи статьи. Выявить пути усовершенствования механизма финансирования бюджетных расходов Российской Федерации на образование и предложить практические мероприятия по их реализации.Результаты. Автором предложены мероприятия по усовершенствованию механизма финансового обеспечения образовательных услуг в увязке с целями и результатами государственной политики в сфере общего образования: выделение дополнительных бюджетных средств на финансирование услуг образования в зависимости от достижения целевых или плановых параметров деятельности субъектов бюджетного планирования; учет показателей результатов при использовании бюджетных средств в сфере общего образования

Die Eurasische Wirschaftsunion: die Verwendung der europäischen rechtlichen Erfahrung der zwischenstaatlichen Integration

Der vorliegende Artikel widmet sich der Eurasischen Wirtschaftsunion, die im Jahr 2015 als Ergänzung zur Europäischen Wirtschaftsgemeinschaft gegründet werden soll. Bei der Schaffung und Sicherstellung funktionierender rechtlicher Grundlagen dieser supranationalen Organisation sowie der Bestimmung ihrer rechtlichen Natur soll einerseits auf die positiven Erfahrungen der bereits heute auf dem postsowjetischen Raum existierenden zwischenstaatlichen Vereinigungen und Organisationen sowie andererseits auf die Erfahrungen der Europäischen Union zurückgegriffen werden

МЕТОДИЧЕСКИЕ АСПЕКТЫ ОЦЕНКИ ЭФФЕКТИВНОСТИ РАСХОДОВ БЮДЖЕТОВ НА ОКАЗАНИЕ ОБЩЕОБРАЗОВАТЕЛЬНЫХ УСЛУГ С УЧЕТОМ ИХ ИНСТИТУЦИОНАЛЬНОЙ ОСОБЕННОСТИ

The article presents the author developed a methodological approach for assessing the eff ectiveness of budget expenditures for the provision of general education services, treating them as institutionally significant costs that impact on the development of the social environment. The proposed methodology the author evaluate the eff ectiveness of budget expenditures to evaluate the economic and incl socio-economic efficiency of budget spending. Having considered the proposals by the author of the budget appropriations allocation approach, taking into account the results of the use of budget funds in the sphere of general education.The purpose / objectives of the work: the development of methodology to assess the effectiveness of budget spending in education with a view to improving the management and efficiency of educational organizations.Conclusions / relevance. The practical significance of the results of the study is to develop a unifi ed scheme of evaluating the eff ectiveness of budget expenditures and improve the quality of their management. The measures that allow to establish a direct link between the budget allocated and performance indicators of educational institutions. The proposed algorithm in the article can be used in the practice of the authorities related to the management of public expenditure in the current conditions.В статье приводится разработанный автором методологический подход, позволяющий оценить эффективность бюджетных расходов на оказание услуг общего образования, рассматривая их как институционально значимые расходы, оказывающие воздействие на развитие общественной среды. Предложенная автором методика оценки эффективности расходов бюджетов позволяет оценить экономическую и в том числе социально-экономическую эффективность бюджетных расходов. Рассмотрен предложенный автором подход распределения ассигнований бюджета с учетом результатов использования бюджетных средств в сфере общего образования.Цель/задачи работы: разработка методики, позволяющей оценить эффективность бюджетных расходов в образовательной сфере с целью улучшения управления и повышения эффективности деятельности образовательных организаций.Выводы/значимость. Практическая значимость результатов проведенного исследования состоит в выработке унифицированной схемы оценки эффективности бюджетных расходов и улучшения качества управления ими. Предложены мероприятия, позволяющие установить прямую связь между выделяемыми бюджетными средствами и показателями эффективности деятельности образовательных учреждений. Предложенный в статье алгоритм может быть использован в практической деятельности органов власти, связанной с управлением бюджетными расходами в современных условиях

Assessing Sustainable Development Potential of Rural Territories

The paper presents an analysis of the resource potential of sustainable rural development in two regions of the Russian Federation, namely, the Altay territory (which is an agricultural region) and the Kemerovo region (an industrial region with an auxiliary role of agriculture). Agriculture is predominantly developing in agricultural areas represented by a comprehensive complex of resources. The lack of systemic approach in agricultural development has led to the irrational distribution of productive forces, inferior development of social and household infrastructure, and other imbalances having adverse effects on agricultural economic performance and living conditions in rural areas. To address this problem, the authors have developed an original method of resource potential analysis for rural areas, including a combination of economic, social, and infrastructure indicators. &nbsp
