MANAGING POLICY NETWORKS: A SOCIAL MARKETING- AND COLLECTIVE INTELLIGENCE SYSTEMS-DRIVEN VIEW

This research contributes a new view of Policy Networks (PN) management. The research object is a successful PN practice in the Basque Country (BC) over an 8-year period, in relation to Local Agenda 21 (LA21) promotion. The Basque experience is studied using a qualitative and a quantitative approach. PNs are viewed as social marketing-driven collective intelligence systems built to have an effect on municipality commitment to LA21 (in terms of value, satisfaction and loyalty). The research concludes that by fostering the co-development ‘genome’ (a mix of co-decision, co-creation, love, glory and money ‘genes’) a commitment to the new tool is achieved.

Effect of the COVID-19 pandemic on public managers’ attitudes toward digital transformation

[EN]The COVID-19 pandemic has induced a process of digital acceleration and has likely changed the attitudes of local public managers toward information and communication technology (ICT). While this attitude change has been reasonably argued, it has not been systematically measured. This study narrows this gap by measuring the attitudes of public managers before and after the outbreak of the COVID-19 pandemic. Overall, this study finds that the pandemic has led public managers to be more confident in the capacity of ICT to help cities achieve their economic, social, and environmental goals and respond to challenges. Both explicit and implicit measures confirmed attitude changes. The explicit measures also indicated that the change in public managers' attitude toward ICT was similar to their change in attitude toward scientific progress and greater than their change in attitude toward other issues that have played a major role during the pandemic, namely, climate change, citizen participation, and privacy

Reflexions sobre l’educació i el professorat

La proximitat del quarantè aniversari de la fundació de l’Institut de Ciències de l’Educació de la Universitat de Barcelona l’any 1969, ens va estimular a preparar la celebració d’aquesta fita amb l’edició d’aquesta obra. Cal agrair la coordinació d’aquest treball a l’equip directiu que ens va precedir. El Dr. Miquel Martínez com a director i el professor Iñaki Echebarria com a director adjunt, així com la pacient i persistent secretària Dra. Carme Buisán han fet una feina omnicomprensiva i calidoscòpica d’especial mèrit. També cal fer constar l’excel·lent i laboriosa revisió lingüística a càrrec de la Sra. Maria Antònia Espasa. Aquest reconeixement s’ha de fer extensiu a totes les persones que han participat en aquests quaranta anys d’aventura educativa. I com és lògic, en especial als autors que amb la seva aportació han entregat les seves idees, que es complementen entre elles i il·luminen la narració bàsica d’aquest llibre. Tampoc s’hagués pogut arribar fins aquí sense el suport institucional de la mateixa universitat i de les diverses administracions educatives, que han fet possible que la nostra organització s’hagi convertit en un referent nacional i internacional del desenvolupament professional de l’activitat docent. Confiem que en un futur es pugui mantenir i augmentar aquest actiu. Com es diu a continuació, aquesta obra no tracta tant de ser un recull històric sistemàtic com un seguit de reflexions i d’experiències sobre els temes d’actualitat de l’educació d’avui al voltant dels àmbits d’actuació de l’Institut. Al llarg del període commemorat, la naturalesa i les funcions de l’ICE han variat notablement i han incorporat successives iniciatives dels diferents equips directius. En qualsevol cas, és indubtable que el resultat és excepcionalment ric, i això facilita la connexió entre la universitat i el sistema educatiu, així com la conjunció de la formació, la innovació i la recerca de tot l’àmbit pedagògic..

The objective of this paper is analyzing the origin of the term Sustainable Development. With this aim we revise the History of the Economic Thought up to XXth century, when this term appears, while synthesizing the key contributions of different authors about Economic Growth: Physiocrats, Mercantilists, Classic, Neoclassic.
