    Comparative Assessment of the Factors and Conditions of the Formation of the Neoindustrial Social State in Russia and Germany

    Russia and Germany are traditionally reputed as countries with socially oriented economies. Namely, these countries are also close by the index of the share of real sector of economy at GDP. And however, Germany is a founder of social market household largely defined its leadership in world economy, in current conditions of crisis of “the state of general welfare” the search of a new model of development for Germany is also important as for Russia stood on the way of modernization and neo-industrialization. In the article, the hypothesis about forming of the new model of development uniting the social orientation of economy, processes of neoindustrialization, and globalization is made. At the same time, the social orientation is the main aim of socio-economic development, neo-industrialization is a way to achieve it, and globalization is a criterion presupposing more effective use of resources. Theoretical backgrounds of development of “social state” are generalized in the works of German and Russian classics put the backgrounds of economic humanism, it has allowed to prove the fatality of modernization process without considering of deep mental backgrounds and civilization codes of the nation development. The methodological approaches to development of a new model of neo-industrial social state with emphasizing different levels: global, national, local, individual are worked out; and the technique for estimation of factors and conditions of its development is proposed. The technique is tested on the example of Russia and Germany. The comparative analysis conducted has allowed to make the conclusion about similarity of target guidelines, initial conditions, problems and ways of their solving in these countries, that is to be considered both in a strategy and a policy of socio-economic development of these countries and by their international partnership

    Variability of the structure of winter microbial communities in Chelyabinsk lakes

    Microorganisms form complex and dynamic communities that play a key role in the biogeochemical cycles of lakes. A high level of urbanization is currently a serious threat to bacterial communities and the ecosystem of freshwater bodies. To assess the contribution of anthropogenic load to variations in the structure of winter microbial communities in lakes, microorganisms of four water bodies of Chelyabinsk region were studied for the first time. We used cultural, chromatography-mass spectrometric, and modern methods of statistical data processing (particularly, multivariate exploratory analysis and canonical analysis of correspondences). The research showed that the composition of winter microbial communities in lakes Chebarkul’, Smolino, Pervoye, and Shershenevskoye Reservoir did not differ significantly between the main phyla of microorganisms. The dominant microorganisms were found to be of the Firmicutes phylum and Actinobacteria phylum. The structure of bacterial communities had special features depending on the characteristics of the water body and the sampling depths. Thus, in the lakes Smolino, Pervoye, and Shershenevskoye Reservoir, an important role was played by associations between microorganisms – indicators of fecal contamination: coliform bacteria and Enterococcus. On the contrary, in Chebarkul’ Lake, members of the genus Bacillus, which are natural bioremediators, formed stable winter associations. However, the differences between water bodies and sampling depths reflected 28.1% and 9.8% of the variability of the winter microbial communities, respectively. The largest contribution (about 60%) to the variability of the structure was made by intra-water processes, which determined the high heterogeneity of samples from different water areas. We assume that an important role in this variability was played by the high anthropogenic impact in a large industrial metropolis. In our opinion, this line of research is very promising for addressing key environmental issues

    Representative elementary volume via averaged scalar Minkowski functionals

    Representative Elementary Volume (REV) at which the material properties do not vary with change in volume is an important quantity for making measurements or simulations which represent the whole. We discuss the geometrical method to evaluation of REV based on the quantities coming in the Steiner formula from convex geometry. For bodies in the three-space this formula gives us four scalar functionals known as scalar Minkowski functionals. We demonstrate on certain samples that the values of such averaged functionals almost stabilize for cells for which the length of edges are greater than certain threshold value R. Therefore, from this point of view, it is reasonable to consider cubes of volume R^3 as representative elementary volumes.Comment: 7 page

    Financial engineering of infrastructure projects : the concessional mechanism

    Purpose: The article considers the model of financial engineering, in which financial resources for an infrastructure project are formed based on syndicated loans. Design/Methodology/Approach: The study is based on modern concepts of uncertainty and risk management theories and the concept of digital economy. It includes a system and diagnostic analysis, methods of financial analytics as well as quantitative and qualitative risk assessment methods. Findings: Authors analyzed the investment in the infrastructure projects development in the Russian Federation. The railways' export potential is analyzed and determined to depend on coal and container terminals. Authors highlighted the need for business consolidation and new infrastructure projects based on technologies of digitalization in the transport industry, reviewed the strategic importance of concession agreement for the construction of “Northern Latitudinal Railway”. Practical Implications: The research findings revealed that implementation of large infrastructure projects is capable to render breakthrough effect on GDP and economic growth rates of the Russian Federation. The adjusted experience could be introduced in the transport framework of the Russian Federation and abroad. Originality/Value: The main contribution of this study is in the highlighting features of concessional mechanism in the framework of large infrastructure projects.peer-reviewe
