    Managers of public wildlife resources generally are concerned with enhancing the quality of recreation by increasing wildlife through habitat manipulation. However, current recreation valuation studies have focused upon variables that are inappropriate for use in these management decisions. The economic criterion for these decisions should be the value of a change in the stock of the wildlife population compared to its cost. An estimate of such a value was made for the Oak Creek deer herd in Utah, using a household production function approach in an optimal control framework.     Quantifying the impact of technical barriers to trade : a framework for analysis

    There has been increasing use of technical regulations as instruments of commercial policy in the context of multilateral, regional, and global trade. These nontariff barriers are of special concern to developing countries, which may bear additional costs in meeting mandatory standards. Many industrial and developing countries express frustration with regulations that vary across their export markets, require duplicative conformity procedures, and are continually revised to exclude imports. The authors provide a comprehensive overview of the policy debate and methodological issues surrounding product standards and technical barriers to trade. They begin with a review of the policy context driving demand for empirical analysis of standards in trade, then provide an analytical overview of the role of standards and their relationship to trade. They then review methodological approaches that have been used to analyze standards and theirimpact on trade. Their main interest lies in advancing techniques that are practical and may be fruitfully extended to the empirical analysis of regulations and trade. They discuss concrete steps that could be taken to move forward a practical, policy-relevant program of empirical research.     The cost of compliance with product standards for firms in developing countries: an econometric study

    Standards and technical regulations exist to protect consumer safety or to achieve other goals, such as ensuring the interoperability of telecommunications systems, for example. Standards and technical regulations can, however, raise substantially both start-up and production costs for firms. Maskus, Otsuki, and Wilson develop econometric models to provide the first estimates of the incremental production costs for firms in developing nations in conforming to standards imposed by major importing countries. They use firm-level data generated from 16 developing countries in the World Bank Technical Barriers to Trade (TBT) Survey Database. Their findings indicate that standards do increase short-run production costs by requiring additional inputs of labor and capital. A 1 percent increase in investment to meet compliance costs in importing countries raises variable production costs by between 0.06 and 0.13 percent, a statistically significant increase. The authors also find that the fixed costs of compliance are nontrivial-approximately $425,000 per firm, or about 4.7 percent of value added on average. The results may be interpreted as one indication of the extent to which standards and technical regulations might constitute barriers to trade. While the relative impact on costs of compliance is relatively small, these costs can be decisive factors driving export success for companies. In this context, there is scope for considering that the costs associated with more limited exports to countries with import regulations may not conform to World Trade Organization rules encouraging harmonization of regulations to international standards, for example.     GLUMIP 2.0: SAS/IML Software for Planning Internal Pilots

    Internal pilot designs involve conducting interim power analysis (without interim data analysis) to modify the final sample size. Recently developed techniques have been described to avoid the type~I error rate inflation inherent to unadjusted hypothesis tests, while still providing the advantages of an internal pilot design. We present GLUMIP 2.0, the latest version of our free SAS/IML software for planning internal pilot studies in the general linear univariate model (GLUM) framework. The new analytic forms incorporated into the updated software solve many problems inherent to current internal pilot techniques for linear models with Gaussian errors. Hence, the GLUMIP 2.0 software makes it easy to perform exact power analysis for internal pilots under the GLUM framework with independent Gaussian errors and fixed predictors.

    Extremely red objects in the fields of high redshift radio galaxies

    We are engaged in a program of infrared imaging photometry of high redshift radio galaxies. The observations are being done using NICMOS2 and NICMOS3 arrays on the DuPont 100-inch telescope at Las Campanas Observatory. In addition, Persson and Matthews are measuring the spectral energy distributions of normal cluster galaxies in the redshift range 0 to 1. These measurements are being done with a 58 x 62 InSb array on the Palomar 5-m telescope. During the course of these observations we have imaged roughly 20 square arcminutes of sky to limiting magnitudes greater than 20 in the J, H, and K passbands (3 sigma in 3 square arcseconds). We have detected several relatively bright, extremely red, extended objects during the course of this work. Because the radio galaxy program requires Thuan-Gunn gri photometry, we are able to construct rough photometric energy distributions for many of the objects. A sample of the galaxy magnitudes within 4 arcseconds diameter is given. All the detections are real; either the objects show up at several wavelengths, or in subsets of the data. The reddest object in the table, 9ab'B' was found in a field of galaxies in a rich cluster at z = 0.4; 9ab'A' lies 8 arcseconds from it

    Proton structure corrections to hyperfine splitting in muonic hydrogen

    We present the derivation of the formulas for the proton structure-dependent terms in the hyperfine splitting of muonic hydrogen. We use compatible conventions throughout the calculations to derive a consistent set of formulas that reconcile differences between our results and some specific terms in earlier work. Convention conversion corrections are explicitly presented, which reduce the calculated hyperfine splitting by about 46 ppm. We also note that using only modern fits to the proton elastic form factors gives a smaller than historical spread of Zemach radii and leads to a reduced uncertainty in the hyperfine splitting. Additionally, hyperfine splittings have an impact on the muonic hydrogen Lamb shift/proton radius measurement, however the correction we advocate has a small effect there.Comment: 6 pages, 3 figure

    Which comorbid conditions should we be analyzing as risk factors for healthcare-associated infections?

    OBJECTIVETo determine which comorbid conditions are considered causally related to central-line associated bloodstream infection (CLABSI) and surgical-site infection (SSI) based on expert consensus.DESIGNUsing the Delphi method, we administered an iterative, 2-round survey to 9 infectious disease and infection control experts from the United States.METHODSBased on our selection of components from the Charlson and Elixhauser comorbidity indices, 35 different comorbid conditions were rated from 1 (not at all related) to 5 (strongly related) by each expert separately for CLABSI and SSI, based on perceived relatedness to the outcome. To assign expert consensus on causal relatedness for each comorbid condition, all 3 of the following criteria had to be met at the end of the second round: (1) a majority (&gt;50%) of experts rating the condition at 3 (somewhat related) or higher, (2) interquartile range (IQR)≤1, and (3) standard deviation (SD)≤1.RESULTSFrom round 1 to round 2, the IQR and SD, respectively, decreased for ratings of 21 of 35 (60%) and 33 of 35 (94%) comorbid conditions for CLABSI, and for 17 of 35 (49%) and 32 of 35 (91%) comorbid conditions for SSI, suggesting improvement in consensus among this group of experts. At the end of round 2, 13 of 35 (37%) and 17 of 35 (49%) comorbid conditions were perceived as causally related to CLABSI and SSI, respectively.CONCLUSIONSOur results have produced a list of comorbid conditions that should be analyzed as risk factors for and further explored for risk adjustment of CLABSI and SSI.Infect Control Hosp Epidemiol 2017;38:449–454</jats:sec

    The effect of adding comorbidities to current centers for disease control and prevention central-line–associated bloodstream infection risk-adjustment methodology

    BACKGROUNDRisk adjustment is needed to fairly compare central-line–associated bloodstream infection (CLABSI) rates between hospitals. Until 2017, the Centers for Disease Control and Prevention (CDC) methodology adjusted CLABSI rates only by type of intensive care unit (ICU). The 2017 CDC models also adjust for hospital size and medical school affiliation. We hypothesized that risk adjustment would be improved by including patient demographics and comorbidities from electronically available hospital discharge codes.METHODSUsing a cohort design across 22 hospitals, we analyzed data from ICU patients admitted between January 2012 and December 2013. Demographics and International Classification of Diseases, Ninth Edition, Clinical Modification (ICD-9-CM) discharge codes were obtained for each patient, and CLABSIs were identified by trained infection preventionists. Models adjusting only for ICU type and for ICU type plus patient case mix were built and compared using discrimination and standardized infection ratio (SIR). Hospitals were ranked by SIR for each model to examine and compare the changes in rank.RESULTSOverall, 85,849 ICU patients were analyzed and 162 (0.2%) developed CLABSI. The significant variables added to the ICU model were coagulopathy, paralysis, renal failure, malnutrition, and age. The C statistics were 0.55 (95% CI, 0.51–0.59) for the ICU-type model and 0.64 (95% CI, 0.60–0.69) for the ICU-type plus patient case-mix model. When the hospitals were ranked by adjusted SIRs, 10 hospitals (45%) changed rank when comorbidity was added to the ICU-type model.CONCLUSIONSOur risk-adjustment model for CLABSI using electronically available comorbidities demonstrated better discrimination than did the CDC model. The CDC should strongly consider comorbidity-based risk adjustment to more accurately compare CLABSI rates across hospitals.Infect Control Hosp Epidemiol 2017;38:1019–1024</jats:sec

    Fixation of Juvenile Cambium from Two Coniferous Species for Ultrastructural Study

    Samples of dormant and of actively growing cambial-zone tissue collected in June and March, respectively, from plantations of young white spruce (Picea glauca [Moench] Voss) and red pine (Pinus resinosa Ait.) near Ottawa, Canada, were fixed in five different solutions at three temperatures. Fixation quality was evaluated by electron microscopy.Not all cellular organelles were preserved equally well by the same fixative in the active and in the dormant conditions, or in both spruce and pine. In general, our best results were obtained with Karnovsky's fixative solution. Somewhat less satisfactory results were obtained with a glutaraldehyde-acrolein mixture followed by straight glutaraldehyde. Poorer results were obtained with a trialdehyde solution while a glutaraldehyde-osmium tetroxide cocktail undoubtedly provided the worst fixation.Different fixative temperatures had a marked effect on fixation quality only when phosphate buffer was used. There was little gained by prolonging the period of fixation beyond a few hours

    An unusual initial presentation of mantle cell lymphoma arising from the lymphoid stroma of warthin tumor.

    BackgroundWarthin tumors presenting concomitantly with a lymphoma is vanishingly rare with only 15 reported cases in English literature. Herein, we report an unusual initial presentation of a mantle cell lymphoma involving the lymphoid stroma of a Warthin tumor.Case presentationA seventy-seven year old otherwise healthy gentleman with a 50-pack year smoking history presents with a slowly enlarging left cheek mass. CT scan of the neck demonstrated a left parotid gland tumor measuring 3.4 cm in greatest dimension. He underwent a left superficial parotidectomy, with subsequent histopathologic examination revealing a Warthin tumor with extensive expansion of the lymphoid stroma. Flow cytometric, immunohistochemical, and cytogenetic studies of the stromal component of the tumor confirmed the presence of a mantle cell lymphoma. Clinical staging demonstrated stage IVa disease, and was considered to be at low to intermediate risk due to the slow growth of the parotid lesion. The patient is undergoing close follow up with repeat PET-CT scans at six months.ConclusionTo the best of our knowledge, this is the first well documented collision tumor between mantle cell lymphoma and a Warthin tumor. This case also brings to light the significance of thorough evaluation of the lymphoid component of Warthin tumor
