    Financial engineering of infrastructure projects : the concessional mechanism

    Purpose: The article considers the model of financial engineering, in which financial resources for an infrastructure project are formed based on syndicated loans. Design/Methodology/Approach: The study is based on modern concepts of uncertainty and risk management theories and the concept of digital economy. It includes a system and diagnostic analysis, methods of financial analytics as well as quantitative and qualitative risk assessment methods. Findings: Authors analyzed the investment in the infrastructure projects development in the Russian Federation. The railways' export potential is analyzed and determined to depend on coal and container terminals. Authors highlighted the need for business consolidation and new infrastructure projects based on technologies of digitalization in the transport industry, reviewed the strategic importance of concession agreement for the construction of “Northern Latitudinal Railway”. Practical Implications: The research findings revealed that implementation of large infrastructure projects is capable to render breakthrough effect on GDP and economic growth rates of the Russian Federation. The adjusted experience could be introduced in the transport framework of the Russian Federation and abroad. Originality/Value: The main contribution of this study is in the highlighting features of concessional mechanism in the framework of large infrastructure projects.peer-reviewe

    Data growth and its impact on the SCOP database: new developments

    The Structural Classification of Proteins (SCOP) database is a comprehensive ordering of all proteins of known structure, according to their evolutionary and structural relationships. The SCOP hierarchy comprises the following levels: Species, Protein, Family, Superfamily, Fold and Class. While keeping the original classification scheme intact, we have changed the production of SCOP in order to cope with a rapid growth of new structural data and to facilitate the discovery of new protein relationships. We describe ongoing developments and new features implemented in SCOP. A new update protocol supports batch classification of new protein structures by their detected relationships at Family and Superfamily levels in contrast to our previous sequential handling of new structural data by release date. We introduce pre-SCOP, a preview of the SCOP developmental version that enables earlier access to the information on new relationships. We also discuss the impact of worldwide Structural Genomics initiatives, which are producing new protein structures at an increasing rate, on the rates of discovery and growth of protein families and superfamilies.     Structure-function-dynamics relationships in the peculiar Planktothrix PCC7805 OCP1: impact of his-tagging and carotenoid type

    The orange carotenoid protein (OCP) is a photoactive protein involved in cyanobacterial photoprotection. Here, we report on the functional, spectral and structural characteristics of the peculiar Planktothrix PCC7805 OCP (Plankto-OCP). We show that this OCP variant is characterized by higher photoactivation and recovery rates, and a stronger energy-quenching activity, compared to other OCPs studied thus far. We characterize the effect of the functionalizing carotenoid and of his-tagging on these reactions, and the time scales on which these modifications affect photoactivation. The presence of a His-tag at the C-terminus has a large influence on photoactivation, thermal recovery and PBS-fluorescence quenching, and likewise for the nature of the carotenoid that additionally affects the yield and characteristics of excited states and the ns-s dynamics of photoactivated OCP. By solving the structures of Plankto-OCP in the ECN- and CAN-functionalized states, each in two closely-related crystal forms, we further unveil the molecular breathing motions that animate Plankto-OCP at the monomer and dimer levels.     Inclusive Hackathon: Nothing about Us without Us

    The article examines the problem of using information technologies adapted for people with disabilities, presents examples of using digital technologies to create a comfortable environment for people with disabilities. The problem identified by the authors is that when developing special technological and digital solutions, it is necessary to start from the key principle "Nothing about us without us" by organizing and conducting inclusive hackathons – a special symbiosis of team competitions and a forum of IT specialists. Solutions developed within the framework of the inclusive hackathon contribute to creating comfortable conditions for people with disabilities to receive education, their social adaptation and integration, as well as direct involvement of people with disabilities in the development of digital services.В статье изучается проблема использования информационных технологий, адаптированных для людей с инвалидностью, представлены примеры использования цифровых технологий для создания комфортной среды для людей с инвалидностью. Проблема, обозначенная авторами, заключается в том, что при разработке специальных технологических и цифровых решений необходимо отталкиваться от ключевого принципа «Ничего о нас без нас» посредством организации и проведения инклюзивных хакатонов – особого симбиоза командных соревнований и форума IT-специалистов. Разрабатываемые в рамках инклюзивного хакатона решения способствуют созданию комфортных условий для получения образования людьми с инвалидностью, их социальной адаптации и интеграции, а также непосредственному включению людей с инвалидностью в процесс разработки цифровых сервисов

    Ultrasonically induced shock waves stimulate intensive interparticle collisions in suspensions and create large local temperature gradients in AlNi particles. These trigger phase transformations at the surface rather than in the particle interior. We show that ultrasonic processing is an effective approach for developing the desired compositional gradients in nm-thick interfacial regions of metal alloys and formation of effective catalysts toward the hydrogen evolution reaction
