    Solar dynamic power for Earth orbital and lunar applications

    Development of solar dynamic (SD) technologies for space over the past 25 years by NASA Lewis Research Center brought SD power to the point where it was selected in the design phase of Space Station Freedom Program as the power source for evolutionary growth. More recent studies showed that large cost savings are possible in establishing manufacturing processes at a Lunar Base if SD is considered as a power source. Technology efforts over the past 5 years have made possible lighter, more durable, SD components for these applications. A review of these efforts and respective benefits is presented

    Space object identification using phase-diverse speckle

    Space-object identification from ground-based telescopes is challenging because of the degradation in resolution arising from atmospheric turbulence. Phase-diverse speckle is a novel post-detection correction method that can be used to overcome turbulence-induced aberrations for telescopes with or without adaptive optics. We present a simulation study of phase-diverse speckle satellite reconstructions for the Air Force Maui Optical station 1.6-meter telescope. For a given turbulence strength, satellite reconstruction fidelity is evaluated as a function of quality and quantity of data. The credibility of this study is enhanced by reconstructions from actual compensated data collected with the 1.5-meter telescope at the Starfire Optical Range. Consistent details observed across a time series of reconstructions from a portion of a satellite pass enhance the authenticity of these features. We conclude that phase-diverse speckle can restore fine-resolution features not apparent in the raw aberrated images of space objects

    Efficacy of ERL-4221 as an ovotoxin for feral pigs (\u3ci\u3eSus scrofa\u3c/i\u3e)

    Context. The expansion of feral pig populations across the United States has increased the occurrence of damage and damage complaints.Newtechniques are needed to more effectively manage feral pig damage, including the development of fertility control agents. Aims. We aimed to assess the ovotoxic properties of ERL-4221 as a candidate fertility control agent for feral pigs. Methods. We conducted two palatability trials to determine ERL-4221 acceptance and one experimental trial with ERL- 4221 at the captive wildlife facility of Texas A&M University-Kingsville during 2008. Our experimental trial had three treatments, a control containing no ERL-4221, baits containing 16.0 mg ERL-4221 kg–1 bodyweight for 10 days, and baits containing 16.0 mg ERL-4221 kg–1 bodyweight for 20 days. Key results. Final body mass, total ovary mass, number of follicles and number of corpora lutea did not differ between treatments. Conclusions. We did not find it efficacious to orally deliver ERL-4221 to feral pigs to reduce fertility. Oral delivery is the most practical, cost-effective means of delivering fertility control agents to feral pigs and development of additional fertility control strategies are needed. Implications. Unless ovotoxic effects of ERL-4221 can be identified in feral pigs, along with a successful means of administration, other fertility control strategies may need to be explored, such as oocyte-secreted proteins that regulate follicular development

    Valuing water for sustainable development

    Achieving universal, safely managed water and sanitation services by 2030, as envisioned by the United Nations (UN) Sustainable Development Goal (SDG) 6, is projected to require capital expenditures of USD 114 billion per year (1). Investment on that scale, along with accompanying policy reforms, can be motivated by a growing appreciation of the value of water. Yet our ability to value water, and incorporate these values into water governance, is inadequate. Newly recognized cascading negative impacts of water scarcity, pollution, and flooding underscore the need to change the way we value water (2). With the UN/World Bank High Level Panel on Water having launched the Valuing Water Initiative in 2017 to chart principles and pathways for valuing water, we see a global opportunity to rethink the value of water. We outline four steps toward better valuation and management (see the box), examine recent advances in each of these areas, and argue that these four steps must be integrated to overcome the barriers that have stymied past efforts

    Functional Multipotency of Stem Cells: A Conceptual Review of Neurotrophic Factor-Based Evidence and Its Role in Translational Research

    We here propose an updated concept of stem cells (SCs), with an emphasis on neural stem cells (NSCs). The conventional view, which has touched principally on the essential property of lineage multipotency (e.g., the ability of NSCs to differentiate into all neural cells), should be broadened to include the emerging recognition of biofunctional multipotency of SCs to mediate systemic homeostasis, evidenced in NSCs in particular by the secretion of neurotrophic factors. Under this new conceptual context and taking the NSC as a leading example, one may begin to appreciate and seek the “logic” behind the wide range of molecular tactics the NSC appears to serve at successive developmental stages as it integrates into and prepares, modifies, and guides the surrounding CNS micro- and macro-environment towards the formation and self-maintenance of a functioning adult nervous system. We suggest that embracing this view of the “multipotency” of the SCs is pivotal for correctly, efficiently, and optimally exploiting stem cell biology for therapeutic applications, including reconstitution of a dysfunctional CNS

    Influences of Host Community Characteristics on Borrelia burgdorferi Infection Prevalence in Blacklegged Ticks

    Lyme disease is a major vector-borne bacterial disease in the USA. The disease is caused by Borrelia burgdorferi, and transmitted among hosts and humans, primarily by blacklegged ticks (Ixodes scapularis). The ~25 B. burgdorferi genotypes, based on genotypic variation of their outer surface protein C (ospC), can be phenotypically separated as strains that primarily cause human diseases—human invasive strains (HIS)—or those that rarely do. Additionally, the genotypes are non-randomly associated with host species. The goal of this study was to examine the extent to which phenotypic outcomes of B. burgdorferi could be explained by the host communities fed upon by blacklegged ticks. In 2006 and 2009, we determined the host community composition based on abundance estimates of the vertebrate hosts, and collected host-seeking nymphal ticks in 2007 and 2010 to determine the ospC genotypes within infected ticks. We regressed instances of B. burgdorferi phenotypes on site-specific characteristics of host communities by constructing Bayesian hierarchical models that properly handled missing data. The models provided quantitative support for the relevance of host composition on Lyme disease risk pertaining to B. burgdorferi prevalence (i.e. overall nymphal infection prevalence, or NIPAll) and HIS prevalence among the infected ticks (NIPHIS). In each year, NIPAll and NIPHIS was found to be associated with host relative abundances and diversity. For mice and chipmunks, the association with NIPAll was positive, but tended to be negative with NIPHIS in both years. However, the direction of association between shrew relative abundance with NIPAll or NIPHIS differed across the two years. And, diversity (H') had a negative association with NIPAll, but positive association with NIPHIS in both years. Our analyses highlight that the relationships between the relative abundances of three primary hosts and the community diversity with NIPAll, and NIPHIS, are variable in time and space, and that disease risk inference, based on the role of host community, changes when we examine risk overall or at the phenotypic level.     Voting Technology, Vote-by-Mail, and Residual Votes in California, 1990-2010

    This paper examines how the growth in vote-by-mail and changes in voting technologies led to changes in the residual vote rate in California from 1990 to 2010. We find that in California’s presidential elections, counties that abandoned punch cards in favor of optical scanning enjoyed a significant improvement in the residual vote rate. However, these findings do not always translate to other races. For instance, find that the InkaVote system in Los Angeles has been a mixed success, performing very well in presidential and gubernatorial races, fairly well for ballot propositions, and poorly in Senate races. We also conduct the first analysis of the effects of the rise of vote-by-mail on residual votes. Regardless of the race, increased use of the mails to cast ballots is robustly associated with a rise in the residual vote rate. The effect is so strong that the rise of voting by mail in California has mostly wiped out all the reductions in residual votes that were due to improved voting technologies since the early 1990s
