Anomalously high potentials observed on ISEE
Data from two electric field experiments and from the plasma composition experiment on ISEE-1 are used to show that the spacecraft charged to close to -70 V in sunlight at 0700 UT on March 17, 1978. Data from the electron spectrometer experiment show that there was a potential barrier of -10 to -20 V about the spacecraft during this event. The potential barrier was effective in turning back emitted photoelectrons to the spacecraft. The stringent electrostatic cleanliness specifications imposed on ISEE make the presence of differential charging unlikely. Modeling of this event is required to determine if the barrier was produced by the presence of space charge
Moment Analysis of Magnetic Resonance Signals
A relation is given between the moments of a generalized convolution transform of a function, and the moments of the function itself. This relation is applied to the signal obtained with a fieldâmodulated EPR spectrometer, a consequence being that the integrated intensity of an absorption line may be obtained from first moment measurements at any modulation amplitude, regardless of line shape or various instrumental nonidealities. This result has been verified experimentally to within a few percent with a Varian EPR spectrometer. Extension to measurement of higher moments is discussed

High-impact animal health research conducted at the USDAâs National Animal Disease Center
Commissioned by President Dwight Eisenhower in 1958 and opened with a dedication ceremony in December 1961, the USDA, Agricultural Research Service (ARS), National Animal Disease Center (NADC) celebrated its 50-year anniversary in November 2011. Over these 50 years, the NADC established itself among the worldâs premier animal health research centers. Its historic mission has been to conduct basic and applied research on selected endemic diseases of economic importance to the U.S. livestock and poultry industries. Research from NADC has impacted control or management efforts on nearly every major animal disease in the United States since 1961. For example, diagnostic tests and vaccines developed by NADC scientists to detect and prevent hog cholera were integral in the ultimate eradication of this costly swine disease from the U.S. Most major veterinary vaccines for critical diseases such as brucellosis and leptospirosis in cattle, porcine respiratory and reproductive syndrome (PRRS), porcine parvovirus and influenza in swine had their research origins or were developed and tested at the NADC. Additional discoveries made by NADC scientists have also resulted in the development of a nutritional approach and feed additives to prevent milk fever in transition dairy cattle. More recently, NADCâs archive of historic swine influenza viruses combined with an established critical mass of influenza research expertise enabled NADC researchers to lead an effective national research response to the pandemic associated with the novel 2009 H1N1 influenza virus. This review commemorates some of the key animal health contributions in NADCâs first 50 years, recaps the newly completed modernization of the center into new facilities, and offers highlights of the ongoing research that will define NADCâs mission going forward
The evolution of the orbit distance in the double averaged restricted 3-body problem with crossing singularities
We study the long term evolution of the distance between two Keplerian
confocal trajectories in the framework of the averaged restricted 3-body
problem. The bodies may represent the Sun, a solar system planet and an
asteroid. The secular evolution of the orbital elements of the asteroid is
computed by averaging the equations of motion over the mean anomalies of the
asteroid and the planet. When an orbit crossing with the planet occurs the
averaged equations become singular. However, it is possible to define piecewise
differentiable solutions by extending the averaged vector field beyond the
singularity from both sides of the orbit crossing set. In this paper we improve
the previous results, concerning in particular the singularity extraction
technique, and show that the extended vector fields are Lipschitz-continuous.
Moreover, we consider the distance between the Keplerian trajectories of the
small body and of the planet. Apart from exceptional cases, we can select a
sign for this distance so that it becomes an analytic map of the orbital
elements near to crossing configurations. We prove that the evolution of the
'signed' distance along the averaged vector field is more regular than that of
the elements in a neighborhood of crossing times. A comparison between averaged
and non-averaged evolutions and an application of these results are shown using
orbits of near-Earth asteroids.Comment: 29 pages, 8 figure
