    Sensor systems testbed for telerobotic navigation

    A testbed has been developed for the study of sensor systems to be used in telerobotic operations. The program, conducted in conjunction with Johnson Space Center of NASA, addresses the navigational problems associated with target acquisition and rendezvous for teleoperated robotic work stations. The program will utilize a mobile platform which will support various sensor systems during their development and testing in an earth-based environment. The testbed has been developed in support of a program to develop sensor systems that will aid in rendezvous and docking operations to be conducted as a part of the space station program. A mobile platform has been used to permit testing of these components in a conventional laboratory environment with consequent savings in cost and complexity. The sensor systems, while representative of devices currently in use for robotic applications, are not considered prototypical of the ones that will be used in the final applications. The test program provided information that will support the design of system augmentations and will lead to a comprehensive test program for sensor development

    Estrutura e práticas de hospitais integrantes do Projeto Apice ON: estudo de linha de base

    OBJETIVO: Este artigo descreve algumas características dos 97 hospitais de ensino participantes do Projeto de Aprimoramento e Inovação no Cuidado e Ensino em Obstetrícia e Neonatologia (Apice ON). MÉTODOS: Foi adotado como linha de base o semestre anterior ao lançamento do programa, para permitir avaliar as mudanças estruturais e processuais decorrentes desse projeto. Utilizaram-se dados secundários referentes ao primeiro semestre de 2017 disponíveis no Cadastro Nacional de Estabelecimentos de Saúde (CNES), no Sistema de Informações Hospitalares e no Sistema de Informações sobre Nascidos Vivos. RESULTADOS: Antes da implantação do projeto, apenas 66% dos hospitais apresentaram habilitação de Hospital Amigo da Criança, somente 3% estavam habilitados com Casa da gestante, Bebê e Puérpera e 45,4% adotavam o método canguru; 97% dispunham de sala de pré-parto e 93% de sala de parto normal separadas, sem seguir o preconizado pelo Ministério da Saúde; nove hospitais (9%) não tinham alojamento conjunto; havia poucos enfermeiros obstetras (menos de 1% dos profissionais cadastrados no CNES), e em apenas seis hospitais a proporção de partos assistidos por esse profissional foi superior a 50% dos partos vaginais, enquanto em oito hospitais esta proporção ficou entre 15 e 50%; a taxa média de cesáreas foi de 42%, variando entre 37,6% (Sudeste) e 49,1% (Nordeste); em dez dos hospitais não constava cobrança de diária de acompanhante na autorização de internação hospitalar. CONCLUSÃO: O estudo fortalece a pertinência do projeto Apice ON como indutor de mudança do modelo nos hospitais de ensino e, portanto, como estratégico para a efetivação da política pública nacional representada pela Rede Cegonha.OBJECTIVE: To describe some characteristics of the 97 teaching hospitals participating in the Projeto de Aprimoramento e Inovação no Cuidado e Ensino em Obstetrícia e Neonatologia (Apice ON— Project for Improvement and Innovation in Care and Teaching in Obstetrics and Neonatology). METHODS: The semester prior to the beginning of the program was adopted as the baseline to evaluate the subsequent structural and processes changes of this project. Secondary data from the first half of 2017 were extracted from the National Registry of Health Establishments (NRHE), the Hospital Information System and the Sistema de Informações sobre Nascidos Vivos (SINASC—Live Birth Information System). RESULTS: Before the implementation of the project, only 66% of the hospitals had a Babyfriendly Hospital Initiative, only 3% offered special accommodations for high-risk pregnant women, mothers and their newborns, and 45.4% hospitals adopted the skin-to-skin contact; 97% hospitals had separate rooms for pre-labor and vaginal delivery (93%), not following the recommendations of the Ministry of Health; nine hospitals (9%) had no rooming-in; there were few obstetrics nurses (less than 1% of professionals enrolled in the NRHE), and in only six hospitals the proportion of births assisted by this professional was above 50% of vaginal deliveries, while in eight this percentage ranged between 15% and 50%; the average cesarean section rate was 42%, ranging between 37.6% (Southeast) and 49.1% (Northeast); ten hospitals did not charge for companions according to inpatient hospital authorization. CONCLUSION: The study strengthens the relevance of the Apice ON project as an inducer of change of the care model in teaching hospitals and, therefore, as a strategy for the implementation of the national public policy represented by the Stork Network

    History of Wildlife Toxicology and the Interpretation of Contaminant Concentrations in Tissues

    The detection and interpretation of contaminants in tissues of wildlife belongs to the field of toxicology, a scientific discipline with a long, intriguing, and illustrious history (reviewed by Hayes 1991, Gallo 2001, Gilbert and Hayes 2006, Wax 2006). We review its history briefly, to provide a context for understanding the use of tissue residues in toxicology, and to explain how their use has developed over time. Because so much work has been conducted on mercury, and dioxins and polychlorinated biphenyls (PCBs), separate case histories are included that describe the evolution of the use of tissue concentrations to assess exposure and effects of these two groups of contaminants in wildlife. The roots of toxicology date back to early man, who used plant and animal extracts as poisons for hunting and warfare. The Ebers papyrus (Egypt -1550 BC) contains formulations for hemlock, aconite (arrow poison), opium, and various metals used as poisons. Hippocrates (-400 BC) is sometimes credited with proposing the treatment of poisoning by decreasing absorption and using antidotes (Lane and Borzelleca 2007). Chanakya (350-283 BC), Indian advisor of the Maurya Emperor Chandragupta (340-293 BC), urged the use of food tasters as a precaution against poisoning, and the Roman emperor Claudius may have even been poisoned by his taster Halotus in 54 AD. Moses ben Maimon (1135-1204), author of a treatise on poisoning, noted that dairy products could delay absorption of some poisons. Paracelsus (1493-1541) shaped the field of toxicology with his corollaries that experimentation is essential to examining the response, that therapeutic properties should be distinguished from toxic properties, that chemicals have specific modes of action, and that the dose makes the poison. The art of concocting and using poisons reached its zenith during the Italian Renaissance, eventually culminating in its commercialization by Catherine Deshayes (a.k.a., La Voisine, 1640-1680) in France. One of the first to suggest a chemical method for the detection of a poison in modern times was Herman Boerhaave (1668-1738), a physician and botanist, who, according to Jurgen Thorwald (The Century of the Detective), placed the suspected poison on red-hot coals, and tested for odors. The Spanish physician Orfila (1787-1853) served in the French court, and was the first toxicologist to systematically use autopsy and chemical analysis to prove poisoning. He has been credited with developing and refining techniques to detect arsenic poisoning. Other historic accounts include extraction of alkaloids from postmortem specimens (Jean Servais Stas ~1851) as evidence in a nicotine poisoning case (Levine 2003). The chemical analysis of organs and tissues became the basis for establishing poisoning.     The acute oral toxicity of the anticoagulant rodenticide diphacinone was found to be about 20 times greater to American kestrels (LD50=97 mg/kg) than to northern bobwhite (LD50=2,014 mg/kg). Several precise and sensitive clotting assays (prothrombin time, Russell’s Viper venom time, thrombin clotting time) were adapted for use in these species, and this combination of assays is recommended to detect effects of diphacinone and other rodenticides on coagulation. Oral administration of diphacinone over a range of doses (sublethal to the extrapolated LD15) prolonged prothrombin time and Russell’s Viper venom time within 24 to 48 hrs post-exposure. Prolongation of in vitro clotting time reflects impaired coagulation complex activity and was detected before or at the onset of overt signs of toxicity and lethality. These data will assist in the development of a pharmacodynamic model to assess and predict rodenticide toxicity to non-target avian species

    Paying the pipers: mitigating the impact of anticoagulant rodenticides on predators and scavengers

    Anticoagulant rodenticides, mainly second-generation forms, or SGARs, dominate the global market for rodent control. Introduced in the 1970s to counter genetic resistance in rodent populations to first-generation compounds such as warfarin, SGARs are extremely toxic and highly effective killers. However, their tendency to persist and accumulate in the body has led to the widespread contamination of terrestrial predators and scavengers. Commercial chemicals that are classified by regulators as persistent, bio-accumulative, and toxic (PBT) chemicals and that are widely used with potential environmental release, such as dichloro-diphenyl-trichloroethane (DDT) or polychlorinated biphenyls (PCBs), have been removed from commerce. However, despite consistently failing ecological risk assessments, SGARs remain in use because of the demand for effective rodent-control options and the lack of safe and humane alternatives. Although new risk-mitigation measures for rodenticides are now in effect in some countries, the contamination and poisoning of nontarget wildlife are expected to continue. Here, we suggest options to further attenuate this problem

    Saúde Brasil 2011 : uma análise da situação de saúde e a vigilância da saúde da mulher

    Introdução: No Brasil, ocorrem cerca de 3 milhões de nascimentos ao ano, sendo grande parte deles por meio de cesarianas. Entender como se distribui esse procedimento no País é relevante para a reflexão sobre o papel das políticas públicas nesse contexto. Objetivos: a) Descrever: magnitude e tendência da taxa de cesáreas*1 no País; morbimortalidade materna e neonatal associada a tipo de parto; e características dos hospitais; b) analisar o preenchimento das variáveis da nova versão da Declaração de Nascido Vivo (DNV) que permitirão monitoramento das indicações de cesárea; c) descrever as respostas institucionais para o enfrentamento do problema. Métodos: Estudo descritivo de série histórica da taxa de cesarianas, no País e macrorregiões, segundo características sociodemográficas, morbimortalidade e tipo de provedor, com fonte em bancos de dados oficiais. Analisou-se a completitude de variáveis da versão da DNV de 2010 para monitoramento das indicações de cirurgia. Foram pesquisados documentos oficiais, visando identificar iniciativas para qualificar a atenção a partos e nascimentos e reduzir cesarianas desnecessárias. Resultados: A taxa de cesarianas foi de 32%, em 1994, e de 52%, em 2010, sendo menor no Norte e Nordeste. Mulheres submetidas a cesáreas tiveram 3,5 vezes mais probabilidade de morrer (entre 1992–2010) e 5 vezes mais de ter infecção puerperal (entre 2000–2011) que as de parto normal. No período, a proporção de prematuros se elevou, mais nas cesáreas (7,8%, sendo 6,4% nos partos normais em 2010). Em 2010, hospitais não públicos apresentaram taxas maiores (63,6%) e maior aumento no período de 2006 a 2010 (14,0%); para os públicos, as taxas foram de 47,8% (federais), de 39,6% (estaduais) e de 34,0% (municipais). Conclusão: A cesariana é frequente e sua proporção ascende no País, sendo muito elevada no setor de Saúde Suplementar. Para reverter essa tendência, serão necessárias várias medidas, incluindo a qualificação da informação para monitorar a efetividade das medidas propostas

    Adverse outcome pathway and risks of anticoagulant rodenticides to predatory wildlife

    Despite a long history of successful use, routine application of some anticoagulant rodenticides (ARs) may be at a crossroad due to new regulatory guidelines intended to mitigate risk. An adverse outcome pathway for ARs was developed to identify information gaps and end points to assess the effectiveness of regulations. This framework describes chemical properties of ARs, established macromolecular interactions by inhibition of vitamin K epoxide reductase, cellular responses including altered clotting factor processing and coagulopathy, organ level effects such as hemorrhage, organism responses with linkages to reduced fitness and mortality, and potential consequences to predator populations. Risk assessments have led to restrictions affecting use of some second-generation ARs (SGARs) in North America. While the European regulatory community highlighted significant or unacceptable risk of ARs to nontarget wildlife, use of SGARs in most EU member states remains authorized due to public health concerns and the absence of safe alternatives. For purposes of conservation and restoration of island habitats, SGARs remain a mainstay for eradication of invasive species. There are significant data gaps related to exposure pathways, comparative species sensitivity, consequences of sublethal effects, potential hazards of greater AR residues in genetically resistant prey, effects of low-level exposure to multiple rodenticides, and quantitative data on the magnitude of nontarget wildlife mortality

    Mechanochemically synthesized Pb-free halide perovskite-based Cs2AgBiBr6–Cu–RGO nanocomposite for photocatalytic CO2 reduction

    Pb-based halide perovskites have recently showed great potential in various applications such as solar cells, optoelectronics and photocatalysis. Despite their high performance, the Pb2+ toxicity along with poor stability hinders long term applications in photocatalysis. Herein, we report mechanochemically prepared Pb-free Cs2AgBiBr6 double perovskite nanoplates and their heterostructure with Cu-loaded reduced graphene oxide (Cu–RGO) for gas-phase photocatalytic CO2 reduction using water vapor as the proton source in the absence of a hole scavenger. The resulting Cs2AgBiBr6–Cu–RGO nanocomposite shows significant photocatalytic activity of 10.7 (±0.6) μmol CH4 g−1 h−1, 1.9 (±0.3) μmol CO g−1 h−1 and 1.0 (±0.2) μmol H2 g−1 h−1, with a CH4 selectivity of 93.0 (±0.5)% on an electron basis with 1 sun and a remarkable apparent quantum efficiency of 0.89 (±0.21)% at 590 nm. A further 32% enhancement in photocatalytic activity on an electron basis is achieved when the light intensity is doubled (2 suns). The high performance was attributed to their improved charge separation and suppressed electron–hole recombination, along with extended visible light absorption, better stability in a humid environment and improved CO2 adsorption. These findings support Cs2AgBiBr6 as a potential Pb-free alternative to conventional halide perovskites for photocatalytic solar-to-fuel conversion and CO2 utilization
