Main propulsion system test requirements for the two-engine Shuttle-C
The Shuttle-C is an unmanned cargo carrying derivative of the space shuttle with optional two or three space shuttle main engines (SSME's), whereas the shuttle has three SSME's. Design and operational differences between the Shuttle-C and shuttle were assessed to determine requirements for additional main propulsion system (MPS) verification testing. Also, reviews were made of the shuttle main propulsion test program objectives and test results and shuttle flight experience. It was concluded that, if significant MPS modifications are not made beyond those currently planned, then main propulsion system verification can be concluded with an on-pad flight readiness firing
Enforcing the Educational Rights of Homeless Children and Youth: Focus on Chicago
The obstacles facing homeless children and youth in securing a "free appropriate public education" are truly daunting. The frequent, often forced mobility of homeless families is a major barrier to maintaining their children's attendance at any particular school. The bureaucratic structure of school systems coupled with the multiple demands placed on the parents of homeless children is an additional--sometimes insurmountable--obstacle to school enrollment and attendance. Equally troubling is the prejudice homeless children and youth face in the systems that serve them; such bias often denies them the choices and opportunities afforded other children. This article is an in-depth look into the struggle to improve educational access for homeless children and youth in Chicago. Because Chicago's school system is both massive and bureaucratic, our hope is that the significant success achieved in Chicago through litigation and advocacy will inspire others to confront and work closely with the schools in their communities
Wind-tunnel Tests of the Fowler Variable-area Wing
The lift, drag, and center of pressure characteristics of a model of the Fowler variable-area wing were measured in the NACA 7 by 10 foot wind tunnel. The Fowler wing consists of a combination of a main wing and an extension surface, also of airfoil section. The extension surface can be entirely retracted within the lower rear portion of the main wing or it can be moved to the rear and downward. The tests were made with the nose of the extension airfoil in various positions near the trailing edge of the main wing and with the surface at various angular deflections. The highest lift coefficient obtained was C(sub L) = 3.17 as compared with 1.27 for the main wing alone
Detailed Geant4 simulations of the ANITA and ANITA-CUP neutron facilities
Simulations of the ANITA spallation neutron source at The Svedberg Laboratory (TSL) are described. Neutron radiation calculations show close agreement with measurements at both standard and close user positions. Gamma radiation characteristics are also predicted
The Effect of Internal Migration on Local Labor Markets: American Cities During the Great Depression
During the Great Depression, as today, migrants were accused of taking jobs and crowding relief rolls. At the time, protest concerned internal migrants rather than the foreign born. We investigate the effect of net migration on local labor markets, instrumenting for migrant flows to a destination with extreme weather events and variation in New Deal programs in typical sending areas. Migration had little effect on the hourly earnings of existing residents. Instead, migration prompted some residents to move away and others to lose weeks of work and/or access to relief jobs. Given the period's high unemployment, these lost work opportunities were costly to existing residents.
Developing Selected Leaders at Highland Baptist Church Shelbyville, Kentucky
The purpose of this doctoral project is to help five selected Highland Baptist Church leaders identify, develop, and lead from their God-given calling, gifts, and strengths, which will help to solidify and grow the church’s ministries in light of changing community dynamics. To achieve this purpose, a pilot project will be conducted with those leaders to discover and develop their gifts and strengths. Those leaders will then be encouraged to lead from their calling, gifts, and strengths in a church ministry setting. This process will occur over a period of fifteen months.
The first section of this project will focus on the ministry context. The history and demography of the community will be described. The church’s history and cultural setting will be explored, and its mission, vision, beliefs, and practices will be examined. Implications drawn from both the community demography and the church setting will be analyzed.
The second section will focus on the biblical and theological concepts germane to the character and practices of a church leader. Several relevant resources designed to encourage leaders to be influential in their settings will be reviewed. Barnabas will be presented as a biblical model of leadership.
The third section will focus on the ministry strategy. Goals and implementation processes will be included. A proposed evaluation plan of the project processes to assess whether the project goals were met will also be included.
Finally, a summary of the expected outcomes and insights from the project will be included. Implications for the ministry of Highland Baptist Church along with next steps for developing additional Highland Baptist leaders using this model will be presented. Applications for other evangelical churches will also be included.

Effect of breastfeeding on gastrointestinal infection in infants: A targeted maximum likelihood approach for clustered longitudinal data
The PROmotion of Breastfeeding Intervention Trial (PROBIT) cluster-randomized
a program encouraging breastfeeding to new mothers in hospital centers. The
original studies indicated that this intervention successfully increased
duration of breastfeeding and lowered rates of gastrointestinal tract
infections in newborns. Additional scientific and popular interest lies in
determining the causal effect of longer breastfeeding on gastrointestinal
infection. In this study, we estimate the expected infection count under
various lengths of breastfeeding in order to estimate the effect of
breastfeeding duration on infection. Due to the presence of baseline and
time-dependent confounding, specialized "causal" estimation methods are
required. We demonstrate the double-robust method of Targeted Maximum
Likelihood Estimation (TMLE) in the context of this application and review some
related methods and the adjustments required to account for clustering. We
compare TMLE (implemented both parametrically and using a data-adaptive
algorithm) to other causal methods for this example. In addition, we conduct a
simulation study to determine (1) the effectiveness of controlling for
clustering indicators when cluster-specific confounders are unmeasured and (2)

Control of Initiation, Rate, and Routing of Spontaneous Capillary-Driven Flow of Liquid Droplets through Microfluidic Channels on SlipChip
This Article describes the use of capillary pressure to initiate and control the rate of spontaneous liquid–liquid flow through microfluidic channels. In contrast to flow driven by external pressure, flow driven by capillary pressure is dominated by interfacial phenomena and is exquisitely sensitive to the chemical composition and geometry of the fluids and channels. A stepwise change in capillary force was initiated on a hydrophobic SlipChip by slipping a shallow channel containing an aqueous droplet into contact with a slightly deeper channel filled with immiscible oil. This action induced spontaneous flow of the droplet into the deeper channel. A model predicting the rate of spontaneous flow was developed on the basis of the balance of net capillary force with viscous flow resistance, using as inputs the liquid–liquid surface tension, the advancing and receding contact angles at the three-phase aqueous–oil–surface contact line, and the geometry of the devices. The impact of contact angle hysteresis, the presence or absence of a lubricating oil layer, and adsorption of surface-active compounds at liquid–liquid or liquid–solid interfaces were quantified. Two regimes of flow spanning a 104-fold range of flow rates were obtained and modeled quantitatively, with faster (mm/s) flow obtained when oil could escape through connected channels as it was displaced by flowing aqueous solution, and slower (micrometer/s) flow obtained when oil escape was mostly restricted to a micrometer-scale gap between the plates of the SlipChip (“dead-end flow”). Rupture of the lubricating oil layer (reminiscent of a Cassie–Wenzel transition) was proposed as a cause of discrepancy between the model and the experiment. Both dilute salt solutions and complex biological solutions such as human blood plasma could be flowed using this approach. We anticipate that flow driven by capillary pressure will be useful for the design and operation of flow in microfluidic applications that do not require external power, valves, or pumps, including on SlipChip and other droplet- or plug-based microfluidic devices. In addition, this approach may be used as a sensitive method of evaluating interfacial tension, contact angles, and wetting phenomena on chip

Speed or deliberation: a comparison of post-disaster recovery in Japan, Turkey, and Chile
This paper compares recovery in the wake of three recent earthquakes: the Great East Japan Earthquake in March 2011; the Van earthquake in Turkey in October 2011; and the Maule earthquake in Chile in February 2010. The authors visited all three locations approximately 12-18 months after the incidents and interviewed earthquake specialists, disaster managers, urban planners, and local authorities. A key challenge to post-disaster recovery planning is balancing speed and deliberation. While affected communities must rebuild as quickly as possible, they must also seek to maximise the opportunities for improvement that disasters provide. The three case studies bring this dilemma into stark relief, as recovery was respectively slow, fast, and just right in the aftermath of the events: the Government of Japan adopted a deliberate approach to recovery and reconstruction; speed was of the essence in Turkey; and an effective balance between speed and deliberation was achieved in Chile
