Kewajiban Polisi (Penyidik) untuk Meminta Otopsi (Visum Et Repertum) terhadap Korban Kejahatan (Kajian Pasal 133 Kuhap)

Tujuan dilakukannya penelitian ini adalah untuk mengetahui apakah keterangan ahli berupa surat dapat dijadikan alat bukti dan sejauhmana KUHAP mengatur tentang Otopsi sebagai landasan hukumnya serta apakah polisi (penyidik) bisa meminta otopsi terhadap korban kejahatan. Dengan menggunakan metode penelitian yuridis normatif, maka dapat disimpulkan: 1. Tata cara pembuktian keterangan ahli sebagai alat bukti, Pertama dengan cara meminta keterangan ahli pada “taraf pemeriksaan penyidikan” oleh aparat penyidik sebagaimana yang diatur dalam Pasal 133. Meminta keterangan ahli menurut pasal ini dilakukan penyidik secara “tertulis” melalui surat. Di dalam surat itu penyidik menegaskan maksud pemeriksaan, dan apa saja yang perlu diperiksa oleh ahli. Atas pemeriksaan itu, ahli menuangkan hasil pemeriksaannya dalam bentuk “laporan” atau “visum et repertum” seperti yang ditegaskan pada penjelasan Pasal 186. Cara yang kedua seperti yang ditentukan Pasal 179 dan Pasal 186. Cara kedua ini dilakukan dengan jalan memintaSurat “keterangan dari seorang ahli” yang memuat pendapat berdasar keahliannya mengenai suatu hal atau sesuatu keadaan yang diminta secara resmi daripadanya. Mengenai hal ini tidak perlu lagi diuraikan, sebab tentang bentuk surat ini, sudah cukup ditanggapi sehubungan dengan uraian sifat dualisme alat bukti keterangan ahli. Alat bukti keterangan ahli yang berbentuk laporan, dapat disamakan dengan alat bukti keterangan ahli yang memuat pendapat berdasarkan keahliannya seperti yang dirumuskan Pasal 187 huruf c ini. 2. Keterangan ahli sebagai alat bukti yang sah menurut undang-undang, hanya diatur dalam satu pasal saja pada Bagian Keempat, Bab XVI sebagaimana yang dirumuskan dalam Pasal 186. Akibatnya kalau hanya bertitik tolak pada pasal dan penjelasan Pasal 186 saja, sama sekali tidak memberi pengertian apa-apa kepada kita. Untuk mencari dan menemukan pengertian yang lebih luas, tidak dapat hanya bertumpu berlandaskan pasal dan penjelasan Pasal 186. Akan tetapi nyatanya harus diakui Pasal 186 itu sendiri sebagai pasal yang mengatur keterangan ahli sebagai alat bukti dan dibawah ini dikemukakan pasal-pasal dalam KUHAP yang berhubungan dengan Forensik yaitu : Pasal 6, 7, 76, 108, 120, 133, 134, 135 dan Pasal 170 KUHAP. 3. Seperti yang diatur dalam Pasal 133 ayat (1) KUHP yang berwenang meminta visum et repertum ialah penyidik. Seorang dokter sama sekali tidak diperbolehkan memohon visum et repertum atau mencabutnya. Effect of Tuned Parameters on a LSA MCQ Answering Model

This paper presents the current state of a work in progress, whose objective is to better understand the effects of factors that significantly influence the performance of Latent Semantic Analysis (LSA). A difficult task, which consists in answering (French) biology Multiple Choice Questions, is used to test the semantic properties of the truncated singular space and to study the relative influence of main parameters. A dedicated software has been designed to fine tune the LSA semantic space for the Multiple Choice Questions task. With optimal parameters, the performances of our simple model are quite surprisingly equal or superior to those of 7th and 8th grades students. This indicates that semantic spaces were quite good despite their low dimensions and the small sizes of training data sets. Besides, we present an original entropy global weighting of answers' terms of each question of the Multiple Choice Questions which was necessary to achieve the model's success.Comment: 9 page

The method of analysis used is descriptive data analysis depicting Level of Consumer Satisfaction at Restaurant Pondok Hijau Manado City. To measure the Level of Consumer Satisfaction at Restaurant Pondok Hijau Manado City, use the Likert Scale. The result of the research showed that the perception index of customer satisfaction to the service of distribution for credit of grassroot business at Bank BRI Unit Tomohon Utara Tomoho City, Consumer Satisfaction Level of Pondok Hijau Restaurant in Manado was 76.64% and classified as Very Satisfied (SP)

The objective of research is to compare how much the average income per hectare of farms mixture by grouping types of plants in the Airmadidi Bawah Village. This research was conducted in the Airmadidi Bawah urban village for 3 months, from September to November 2015 with the method of data collection by using primary data. Samples taken were 15 for each farming mix using cluster random sampling technique. To determine the ratio mix used farm income analysis tool SPSS by using t-test. The results showed that there were significant differences between 1st mixed farming with 2nd mixed farming; the average income per hectare of 1st mixed farming Rp. 35.921.389,- was higher than the average income per hectare of 2nd mixed farming Rp. 30.430.699,- Results of testing the hypothesis 1st mixed farming and 2nd mixed farming shows the t-test (4.910) > t-table (1,761). The purpose of this study was to compare the income of Mareris corn farmers before and after receiving the PUAP program in Kawangkoan Village, Subdistrict Kalawat, North Minahasa Regency. The benefit of this research is as a reference material to increase the income of farmer\u27s corn.This research takes 3 (three) months starting from June 2016 in Kawangkoan Village, Kalawat Subdistrict. Method of data retrieval used in this research is primary data and secondary data. The primary data were obtained from interviews of farmers belonging to Marerist group.
