Le secteur public : moteur de croissance ou obstruction à l’industrie?
Trois mesures sont proposées dans la littérature récente pour évaluer l’impact des dépenses gouvernementales sur la croissance économique : premièrement, la croissance du revenu per capita est régressée sur la taille relative du secteur public, deuxièmement, la croissance du PIB est régressée sur le taux de croissance de la consommation publique et, enfin, on a effectué des tests de causalité à la Granger entre les dépenses publiques passées et l’output courant. Les trois mesures fournissent des conclusions contradictoires : l’une suggère que le secteur public devrait être réduit, l’autre qu’il devrait être important et, la dernière, que cela n’a pas d’importance. Dans cet article, nous contournons les problèmes reliés à chacune de ces approches en considérant un modèle dans lequel le gouvernement maximise l’output sous la contrainte d’un contrat social qui fixe les parts des dépenses de consommation publique et des transferts. Nous trouvons que la consommation publique a un effet positif et les transferts un effet négatif sur la productivité totale des facteurs. This study uses a simulation model of the Latin American economy in order to project the relationship between technical progress and income distribution over the 1970-2000 period. In the basic projections—an extrapolation of the present trends—a large number of urban and rural residents tend not to have access to the benefits of development. Alternative projections simulate the effects of policies aiming at i) the acceleration of growth, ii) the modification of the nature of technical progress, iii) the transfer of consumption. The impact of the two first policies is substantial, the main contribution of technological policies being a more equitable distribution of the benefits of growth

Did breakthroughs in core processes during the Industrial Revolution tend to generate further innovations in downstream technologies? Here a theoretical model examines the effect of a political shock on a non-innovating society in which there is high potential willingness to
cooperate. The result is regional specialization in the innovation process by degree of cooperation. Tests with a zero-inflated Poisson specification indicate that 116 important innovations between 1700 and 1849 may be grouped into three categories: (1) General Purpose Technologies (GPTs) tended to be generated in large states with standardized languages following transition to pluralistic political systems; (2) GPTs in turn generated spillovers for their regions in technologies where cooperation was necessary to integrate distinct fields of expertise; (3) however, GPTs discouraged downstream innovation in their regions where such direct cooperation was not required

Communication and economic growth
Abstract Over the past millennium, each of the three centuries of most rapid demographic growth in the West coincided with the diffusion of a new communications technology. This paper examines the hypothesis of Harold Innis (1894-1952) that there is two-way feedback between such innovations and economic growth. First, detailed historical evidence is studied. Second, Innis's ideas are translated into a formal growth model. Finally, the model is simulated and its predictions compared with historical data. The results suggest a technological explanation for the long cycles of the period 1000-1975 and for the puzzling productivity growth slowdown in industrialized countries after 1975. 1999 Elsevier Science B.V. No increase in radiation-induced chromosome aberration complexity detected by m-FISH after culture in the presence of 5’-bromodeoxyuridine
The thymidine analogue, 5’-bromodeoxyuridine (BrdU), is a known mutagen that is routinely introduced into culture media for subsequent Harlequin stain analysis and determination of cell cycle status. Previously, we examined the induction of chromosome aberrations in human peripheral blood lymphocytes (PBL) known to be in their 1st cell division following exposure to a low dose (0.5 Gy, average one -particle per cell) of high-LET α-particles. We found complex chromosome aberrations to be characteristic of exposure to high-LET radiation and suggested the features of complex exchange to reflect qualitatively the spatial deposition of this densely ionising radiation. To exclude the possibility that BrdU addition post-irradiation influenced the complexity of chromosomal damage observed by m-FISH, the effect of increasing BrdU concentration on aberration complexity was investigated. Comparisons between BrdU concentration (0, 10, and 40 M) and between sham- and α-particle irradiated PBL, were made both independently and in combination to enable discrimination between BrdU and high-LET radiation effects. Aberration type, size, complexity and completeness were assessed by m-FISH, and the relative progression through cell division was evaluated. We found no evidence of any qualitative difference in the complexity of damage as visualized by m-FISH but did observe an increase in the frequency of complex exchanges with increasing BrdU concentration indicative of altered cell cycle kinetics. The parameters measured here are consistent with findings from previous in vitro and in vivo work, indicating that each complex aberration visualised by m-FISH is characteristic of the structure of the high-LET α-particle track and the geometry of cell irradiated
