O artigo faz parte de uma série de estudos metodológicos sobre formas inovadoras e articuladas de gestão econômica e social. Além das simplificações sobre privatização e estatização, despontam composições mais complexas que envolvem tanto Estado como mercado, mas também acordos interempresariais, parcerias de diversos tipos, e sistemas de gestão pública participativa e descentralizada. Aqui olhamos como esta visão pode ser aplicada no resgate de uma maior racionalidade na organização das infraestruturas econômicas no Brasil
Por uma São Paulo inteligente: espaços de governança
Brazil has 85% of its population in cities. Immigrants have been added and neighborhoods, infrastructures and services at random pressures and dramas. São Paulo, wit 11 millions of inhabitants in the city and 21 in the metroÂpolitan area, reflects this accumulated chaos. But it stopped growing, and it can today concentrate in improving its quality of life, taking advantage of a set of new technologies such as the connectivity online, but also social technolÂogies as participative systems of management, decentralized policies of management, reconstitution of the identity in neighborhoods. The present paper shows some ways of the construction of new spaces of governance.O Brasil tem 85% da sua população em cidades. Foram-se agregando imigrantes, bairros, infraestruturas e serviços ao acaso das pressões e dos dramas. São Paulo, com 11 milhões de habitantes na cidade e 21 na região metropoÂlitana, reflete este caos acumulado. Mas parou de crescer, e hoje pode se concentrar em melhorar a sua qualidade de vida, aproveitando em particular um conjunto de novas tecnologias como a conectividade online, mas também tecnologias sociais como sistemas participativos de gestão, polÃticas descentralizadas de gestão, reconstituição da identidade nos bairros. Desenvolvimento local e apropriação dos processos econômicos
Milton Santos is the author of key contributions to the spatial dimension of development. He was also deeply concerned with the social dimension of the economy, and his notion of the"lower circuit" has been instrumental in stimulating analysis on survival strategies at the bottom of the pyramid. Unlike the big corporations and their global logic of accumulation, the lower circuit is basically local and close to community. This view is essential for the organization of a system of support for local development through the productive inclusion and the notion of "decent" employment. The paper relies heavily on a research on productive inclusion in Brazil, using Milton Santos' categories.A partir de conceitos de Milton Santos e outros teóricos, o presente artigo mostra o imenso potencial do"circuito inferior" da economia, em termos produtivos e de redução das desigualdades herdadas, por meio da inclusão socioprodutiva com sustentabilidade e o estÃmulo ao desenvolvimento local. Destacamos essa contribuição para repensarmos a dimensão territorial - gestão local, de regiões e de microrregiões - do desenvolvimento e sua importância na construção de novas dinâmicas produtivas, na busca de um outro mundo e outra ciência econômica, incluindo a importância da gestão racional do municÃpio, da participação comunitária e das novas formas de comunicação
O sistema financeiro atual trava o desenvolvimento econômico
A financeirização está no centro dos debates econômicos, porque aprofunda a desigualdade e sobretudo porque trava o desenvolvimento. Este último aspecto é alvo de numerosos estudos internacionais, e aqui abordamos o mecanismo como se manifesta no Brasil. Basicamente, os crediários, cartões de crédito e juros bancários para pessoa fÃsica travam a demanda, pois tipicamente o comprador paga o dobro do valor do produto, endivida-se muito comprando pouco, o que esteriliza o impacto de dinamização da economia pela demanda. Os juros elevados para pessoa jurÃdica travam por sua vez o investimento, isto porque o empresário efetivamente produtivo já enfrenta a fragilidade da demanda. E a taxa Selic elevada, ao provocar a transferência de centenas de bilhões dos nosso impostos para os bancos e outros aplicadores financeiros, trava a capacidade de o Estado expandir polÃticas sociais e infraestruturas. Essa dinâmica no contexto de uma carga tributária que onera desproporcionalmente o consumo popular, e de um sistema de evasão dos impostos através em particular dos paraÃsos fiscais, gera um dreno insustentável de recursos que explica que tenhamos uma alta taxa de emprego e um PIB que estagna. As recomendações vão no sentido de uma reforma financeira, e não do ajuste fiscal atualmente proposto.Inequality is exploding. The money has to come from somewhere: this paper presents the Brazilian equivalent of the overall financialization system. The important initiative to promote inclusion, jobs and unrequited transfers to the poor during the Lula and Dilma administrations has produced excellent results. But the financial system of income and wealth concentration has caught up with the initiatives and is stalling the Brazilian economy through huge interest rates on consumers, investors and the public debt. Social Accountability in Big Cities: Strategies and Institutions in Delhi and São Paulo
There are signs that public services can improve in big cities when the urban poor hold
providers directly accountable – what we now call social accountability. We do not know,
however, to what extent the urban poor, through their civil society groups, engage in forms of
social accountability nor what strategies they use. We do not know what factors lead the poor
to choose accountability as a way to secure access to essential services, rather than
clientelism, electing representatives to public office or simply self-provisioning. We need to
answer these questions in order to develop programmes that support accountability
initiatives and understand the potential social accountability has to improve the basic public
services.
We designed a unique comparative study to take a step in this direction. The study compares
activism by the urban poor to improve two essential types of services in the cities of Delhi
and São Paulo, primary healthcare and social assistance. The unusual comparison between
a South Asian and Latin American city, and across two very different types of services, gives
us greater capacity to sort through different possible causes of accountability activism by the
urban poor and explanations for the different types of strategies people use.
In the two cities, we find, a substantial share of civil society groups attempt to improve health
and welfare services by holding providers accountable. They seek to establish greater
accountability as one of several types of engagement strategies with the state – that is,
accountability is a part of a larger repertoire of activism. There is large variation, however, in
the level of activity and type of strategies in the two cities, and across the two services.
Surprisingly, accountability activism is most robust in health in São Paulo and welfare (Public
Distribution System, PDS) in Delhi; and least in welfare (Family Minimum Income Guarantee)
in São Paulo and health in Delhi. Understanding the sources of this variation is one of the
challenges of our paper. We look at whether the type of organisation and sources of funding
influence accountability activity, and whether it matters whether civil society groups are local
or translocal, or active in several areas of the city. We look at whether the type of service, or
how services are provided, shapes activism. And we explore whether institutional factors,
such as the right to information legislation in India and participatory governance councils in
Brazil, which create different kinds of incentives or opportunities for civil society actors,
impact levels of activity and what strategies are adopted
