    An Empirically Derived Conceptual Framework to Assess Dis-Adoption of Conservation Agriculture: Multiple Drivers and Institutional Deficiencies

    Efforts of national governments and international agencies aimed at alleviating hunger and poverty are often undermined by lack of long-term adoption of agricultural innovations. Studies commonly explain farmers’ adoption decisions using household general determinants, yet decision-making, particularly for under-resourced smallholder farmers in sub-Saharan Africa, is a complex process. Using the case of conservation agriculture [CA], this article analyses dis-adoption of agricultural technologies by examining multiple domains of Malawi’s CA innovation system and how these influence farmer decision-making. It analyses institutional arrangements of CA promoters, national policies and farmers’ experiences. From this, we empirically derive a multifaceted dis-adoption drivers’ framework to explain CA dis-adoption in smallholder farming systems. Our findings reveal that adverse features in national policies, institutional arrangements, technological attributes and social cultural dimensions all lead to unfavourable experiences of CA for smallholder farmers, which can culminate in dis-adoption. The CA dis-adoption drivers’ framework we develop in this study provides a useful troubleshooting tool. It can be used to guide improvements in the design and implementation of project-based interventions seeking long-term adoption of agricultural innovations across sub-Saharan Africa

    Assessing coherence between sector policies and Climate Compatible Development: Opportunities for triple wins

    Climate Compatible Development (CCD) aims to deliver adaptation and mitigation without compromising development progress. To date, adaptation, mitigation and development related to key climate-sensitive sectors have often been treated separately. This paper uses qualitative document analysis, content analysis, expert interviews and a multi-stakeholder workshop to: examine the extent to which policies in climate-sensitive sectors align in framing adaptation, mitigation and development action; and identify key areas of policy coherence in Ghana. The paper answers the following questions: (i) To what extent are Ghana's agriculture, energy, water, forest and wildlife sector policies aligned with climate adaptation, mitigation and development? (ii) What is the extent of policy coherence amongst climate-sensitive sector policies? (iii) Where are the key intervention points available to enhance CCD activities? Findings demonstr ate that Ghana's climate-sensitive sector policies in agriculture, water, energy, forest and wildlife arenas have elements that demonstrate good alignment with adaptation, mitigation, and development priorities. However, as yet, there is only "limited coherence" between climate-sensitive sector policies. The paper identifies the following intervention points: (i) the need to attach greater importance to the threat posed by climate change to agriculture; and (ii) the need to address the lack of inter-agency and inter-ministerial approaches for building partnerships with other stakeholders. Multi-stakeholder workshop discussions highlighted significant challenges relating to limited coordination amongst institutions and agencies, limited institutional capacity and a lack of resources in ensuring coherence. This requires strengthening of national institutions such as the Environmental Protection Agency (EPA) to provide appropriate mechanisms to ensure effective collaboration amongst climate-sensitive sectors to deliver "triple wins". The EPA could exert greater influence by nominating "climate champions" in sector ministries

    Bridging the disciplinary gap in conservation agriculture research, in Malawi. A review

    Conservation Agriculture has emerged as a popular form of climate smart agriculture aimed at enhancing climate change resilience for smallholder farmers across Africa. Despite positive biophysical results, adoption rates remain low. It has been acknowledged that improved understanding of farmer decision-making is needed due to the variation in socio-economic and agro-ecological contexts which drives the research agenda to answer the question ‘what forms of Conservation Agriculture work, where, and why?’. To fully understand this question, we need to approach the study of Conservation Agriculture within complex farming systems by collating and integrating different forms of knowledge. In this paper, we discuss (1) a comparison of disciplinary approaches to evaluating Conservation Agriculture in Malawi, (2) the identification of the knowledge gaps that persist at the intersection of these disciplines and (3) recommendations for alternative and interdisciplinary approaches in addressing these knowledge gaps. With a focus on published studies from Malawi, we show that the Conservation Agriculture literature represents two distinct approaches to addressing the question ‘what forms of Conservation Agriculture work, where, and why?’, namely agro-ecological and socio-economic and that neither of these approaches can address the full scope of this question, in particular its ‘why’ component. To overcome these challenges, there is a need for access to compatible, comprehensive data sets, methodological approaches including farmer participation and ethnography, through on-farm trial research as a middle ground between disciplinary approaches

    Implementing Climate-Compatible Development in the Context of Power: Lessons for Encouraging Procedural Justice through Community-Based Projects

    Climate-compatible development (CCD) is being operationalised across the developing world through projects that integrate development, adaptation and mitigation using community-based approaches—community-based CCD (CB-CCD). By incorporating and considering local people’s concerns, these projects are positioned as more effective, efficient and sustainable than ‘top-down’ climate and development solutions. However, the literature pays little attention to whether and how these projects achieve procedural justice by recognising local people’s identities, cultures and values; and providing local people with meaningful participatory opportunities. We address this gap through an analysis of two donor-funded CB-CCD projects in Malawi, drawing on household surveys, semi-structured interviews and documentary materials. Our findings show that the projects had only limited success in facilitating procedural justice for the target populations. Households’ meaningful engagement in project activities and decision-making was often curtailed because power asymmetries went unchallenged. While many households were well engaged in projects, the recognition and participation of others—including many of the most vulnerable households—was limited. Building on our findings, we present a six-step approach to help CB-CCD project staff understand, manage and challenge power asymmetries; and create widespread recognition of, and meaningful participatory opportunities for, local people

    Links between climate change mitigation, adaptation and development in land policy and ecosystem restoration projects: lessons from South Africa

    Links between climate change adaptation, mitigation and development co-benefits in land policy and ecosystem restoration projects are hampered by limited understanding of how multi-faceted policy, institutions and projects interact. This paper explores perceptions of co-benefits produced by two community-level projects that pursue ecosystem restoration in South Africa. It develops a new analytical framework to assess the enabling and constraining factors in delivering triple wins for adaptation, mitigation and development. The aim is to investigate the potential for integrating community perspectives into policy and project development and implementation. Data collected through mixed-methods (policy analysis, semi-structured interviews, participatory site visits and focus groups) are analysed using thematic analysis. We find that while the projects investigated have potential to deliver triple wins, siloed approaches presently hinder effective implementation. In particular, project focus on job creation hampers the achievement of longer-term mitigation and adaptation benefits. Operational flexibility, long-term goals, multi-sectoral cooperation and enabling frameworks are imperative to the achievement of triple wins. Findings provide valuable lessons that can be applied across sub-Saharan Africa towards achieving triple wins in climate and development policy and practice, especially those developed with job creation and ecological restoration aims

    Delivering community benefits through REDD +: Lessons from Joint Forest Management in Zambia

    In implementing reducing emissions from deforestation and degradation (REDD), significant attention is being paid to ensuring that communities stand to benefit. Safeguards to protect local people's rights and interests have been formulated in response concerns over the potential negative impact on communities of forest preservation. To fulfil safeguards, many sub-Saharan African countries are looking to community-based natural resource management (CBNRM). Current critiques of CBNRM projects outline the importance of project design and policy context in shaping whether or not communities actually stand to benefit. This paper explores these aspects in a case study of Joint Forest Management (JFM) in Zambia, and examines the role of Zambia's REDD preparedness programme in shaping them. The case study was evaluated using stakeholder and policy document analyses, informed by interviews, and tied into the broader forest governance network. The findings highlight the way in which the politics and policies of forest governance in Zambia shape the on-the-ground JFM project and influence community benefits. In the case studied, even with careful local-level project design, JFM would be hindered in its delivery of REDD safeguards. Therefore, for REDD to deliver community safeguards, it must be considered as a broader process of political and governance change

    Farming systems and Conservation Agriculture: Technology, structures and agency in Malawi

    Conservation Agriculture (CA) is advocated as an agricultural innovation that will improve smallholder famer resilience to future climate change. Under the conditions presented by the El Niño event of 2015/16, the implementation of CA was examined in southern Malawi at household, district and national institutional levels. Agricultural system constraints experienced by farming households are identified, and in response the technologies, structures and agency associated with CA are evaluated. The most significant constraints were linked to household health, with associated labour and monetary impacts, in addition to the availability of external inputs of fertiliser and improved seed varieties. Our findings show that such constraints are not adequately addressed through current agricultural system support structures, with the institutions surrounding CA (in both Government extension services and NGO agricultural projects) focusing attention predominantly at field level practice, rather than on broader system constraints such as education and health support systems. Limited capacity within local institutions undermines long term efforts to implement new technologies such as CA. It is vitally important that the flexibility of farmers to adapt new technologies in a locally-appropriate manner is not closed down through national and institutional aims to build consensus around narrow technical definitions of a climate-smart technology such as CA. To enable farmers to fully utilise CA programmes, interventions must take a more holistic, cross-sectoral approach, understanding and adapting to address locally experienced constraints. Building capacity within households to adopt new agricultural practices is critical, and integrating healthcare support into agricultural policy is a vital step towards increasing smallholder resilience to future climate change

    Business ‘Power of Presence’: Foreign Capital, Industry Practices, and Politics of Sustainable Development in Zambian Agriculture

    Sustainable Development Goals have brought optimism around ‘agriculture for development’ but also questioned agribusinesses in sustainable development. This paper assesses how an agribusiness’ power exploits domains to exert control over industry governance. Using interviews and group discussions from three smallholder outgrower schemes under Illovo Sugar Plc in Zambia, the paper demonstrates that corporations can deploy the ‘power of presence’ to influence national policy development, and sustainability in regional and local practices. Investment and trade policies currently foster agribusinesses but overlook environmental assessments that expose social and ecological contradictions such as on competing water uses. State-donor relations enable smallholder integration in sugarcane as poverty reduction whilst agribusinesses are limiting their participation through controls on resources and production systems. By analysing power expressions, we show how possibilities of sustainable agriculture and rural development are undermined by agribusiness practices. We suggest that current policy efforts around ‘agriculture for development’ in Zambia are about entrenching power and interests of an agribusiness, neglecting industry expansion and sustainability. The paper highlights the limits and importance of domestic institutions in framing large-scale agricultural investments as well as mediating corporate practices that will be required to provide a greater focus on national planning processes for sustainable agriculture and rural development

    Delivering Climate-Development Co-Benefits through Multi-Stakeholder Forestry Projects in Madagascar: Opportunities and Challenges

    This paper explores multi-stakeholder perspectives on the extent to which forestry projects that pursue ecological restoration and rehabilitation in Madagascar engage with local communities and can co-deliver climate-development benefits. Drawing on mixed methods (policy analysis, semi-structured interviews, participatory site visits and focus groups) in two different forestry contexts, we show that by strengthening access to capital availability, projects can enhance local adaptive capacity and mitigation and deliver local development. We show that active consideration of ecological conservation and action plans early in project design and implementation can co-develop and support monitoring and reporting systems, needed to progress towards integrated climate-compatible development approaches. Climate mitigation benefits remain poorly quantified due to limited interest in, and low capacity to generate, carbon revenues. Monitoring alone does not ensure carbon benefits will materialize, and this research stresses that institutional considerations and strengthened engagement and cooperation between practitioners and communities are key in achieving both climate mitigation and community development impacts. Multiple benefits can be fostered by aligning objectives of multiple landscape actors (i.e., community needs and project developers) and by systematically linking project deliverables, outputs, outcomes and impacts over time, grounded in a theory of change focused on ensuring community buy-in and planning for delivery of tangible benefits

    Impacts of Conservation Agriculture on Soil Structure and Hydraulic Properties of Malawian Agricultural Systems

    Sub-Saharan Africa (SSA) faces climate change and food insecurity challenges, which require action to create resilient farming systems. Conservation agriculture (CA) is widely promoted across SSA but the impacts on key soil physical properties and functions such as soil structure and hydraulic properties that govern water storage and transmission are not well understood. The aim of this study was to assess the impacts of long term (10–12 years) maize-based CA on soil hydraulic conductivity, water retention and pore size distribution. Root zone (0–30 cm depth) soil total porosity, pore size distribution, saturated hydraulic conductivity (Ksat) and plant available water capacity (PAWC) of conventional maize monocrop farming systems (CP) are compared with those of adjacent CA trials with either sole maize or maize intercrop/rotation with cowpea (Vigna unguiculata L.), pigeon pea (Cajanus cajan L.) or velvet bean (Mucuna pruriens L) in trial locations across central and southern Malawi. Results show that maize-based CA systems result in significant changes to soil hydraulic properties that correlate with improved soil structure. Results demonstrate increases of 5–15 % in total porosity, 0.06−0.22 cm/min in Ksat, 3–7 % in fine pores for water storage and 3–6 % in PAWC. Maize monocrop CA had similar effect on the hydraulic properties as the maize-legume associations. The values of Ksat for CA systems were within optimum levels (0.03–0.3 cm/min) whereas PAWC was below optimum (<20 %). There was no significant build-up in soil organic matter (OM) in the CA systems. The results lead to a recommendation that crop residue management should be more pro-actively pursued in CA guidance from agricultural extension staff to increase soil OM levels, increase yields and enhance climate resilience of sub-Saharan African farming systems
