    United States societal experiments via the Communications Technology Satellite

    The Communications Technology Satellite (CTS) is a cooperative experimental program of the United States and Canadian governments. The CTS uses a high-power transponder at the frequencies of 14/12 GHz for two-way television and voice communication. The United States and Canada have agreed to share equally in the use of CTS. The U.S. program includes a variety of societal experiments. The ground stations for these experiments are located from the Atlantic to the Pacific. The satellite communications capabilities and the antenna coverage for the U.S. are summarized. Emphasis is placed on the U.S. societal experiments in the areas of education, health care, and community and special services; nine separate experiments are discussed

    Ground antennas from 0.6 to 5.0 meters in diameter were used as remote earth terminals by the United States for both wideband (television) and narrowband (voice, data) communication in conjunction with the Canadian Hermes satellite's high power transmitter. Experiments summarized cover teleconferencing and duplex videoconferencing for medical, educational, and civic purposes, as well as the remote interpretation of multilingual broadcasts from the United Nations. The capabilities of the system during real and simulated disasters at airports are assessed.     The Communications Technology Satellite, launched in January 1976 and embodying the highest power transmitter in a communications satellite, was considered. As a joint program between the U.S. and Canada, close coordination of the two countries was necessitated since the management and control of experiments were done in real time. Criteria used by NASA for acceptance of the United States experiments are noted and acceptance procedures are discussed. The category for each accepted experiment is given. The modus operandi employed for the U.S. experiments in the areas of management, coordination, liaison, and real time operation are described.     This Note avers that speech of the Westboro Baptist Church, in the context of funeral pickets, can be construed as targeted personal attacks on grieving families which have the potential to incite—and indeed have incited—immediate breaches of the peace and violent rebuttals. In light of Snyder, and the inadequacy of time, place, and manner statutes as a protection for grieving families, this Note argues for the revitalization of the “fighting words” doctrine to encompass targeted, ad hominem attacks from organizations like the Westboro Baptist Church, thereby leaving this speech unprotected by the First Amendment and exposing the speakers to tort liability

    Analysis of Laminar Incompressible Flow on Semiporous Channels

    Perturbation solutions for laminar incompressible flow in semiporous and fully porous channels are compared. The perturbation parameter measures the amount of suction or blowing at the porous wall. The velocity profile and the wall friction parameter are more affected by suction or blowing for the semiporous channel than for the fully porous channel. For blowing through the wall, the pressure decreases in channel direction for both channels; with sufficiently high suction rates, the analysis showed that the pressure rises in flow direction for the fully porous channel
