    Rethinking the changing structures of rural local government - state power, rural politics and local political strategies?

Despite the scale and significance of successive rounds of local government reorganisation in the UK, very little has been written on this topic from a rural perspective. Instead research on local political change has tended to concentrate on local governance and local partnerships – on the extra-governmental aspects of the governance system – rather than on local government itself. In contrast, this paper draws upon strategic relational state theory to explore the changing structures and institutions of rural local government, and analyse how these can be related to the changing state strategies of those groups which are politically powerful in rural areas. In this respect, the paper draws on current and previous rounds of local government reorganisation to illustrate how new objects of governance, new state strategies and new hegemonic projects are emerging as a consequence of such restructuring processes

    A comparative analysis of the air quality management challenges and capabilities in urban and rural english local authorities

    Local authorities in Great Britain have (in the main) completed their air quality review and assessments, the aim of the process being the identification of local hotspots where national air quality objectives are not likely to be met Across Great Britain approximately 120 Air Quality Management Areas are in the process of being declared. Local authorities, in partnership with others, are required to write and implement an action plan outlining remedial measures to improve the air quality situation in these areas. This paper compares and contrasts the challenges facing urban and rural authorities in carrying out these responsibilities. The capabilities of urban, rural and those authorities defined as 'mixed' in implementing the review and assessment process also are discussed. The data presented indicate that, although urban authorities appear to be facing greater and more complex air quality challenges, rural areas are not without their own air quality challenges. The issues facing urban authorities are different from those facing their more rural counterparts. It is hypothesised that urban authorities have more effective frameworks in place for tackling the challenges of air quality action planning. This hypothesis is tested by questionnaire surveys and in the context of an urban and a rural case-study authority. © 2002 The Editors of Urban Studies

    Explaining tenancy sustainment rates in British social housing: the role of management, vulnerability and choice

    High rates of tenancy turnover in social rented housing have increasingly been identified as problematic both in the UK and elsewhere. High turnover has been variously associated with management failings, individual vulnerability or (absence of) tenant choice. Drawing on original research into ‘prematurely terminated’ tenancies in Glasgow, we investigate explanatory factors associated with tenancy sustainment rates. In doing so, we interrogate the (managerialist) rationale which positions such residential mobility as potentially ‘excessive’ and therefore ‘problematic’. The empirical findings demonstrate evidence for all three posited explanations for high tenancy turnover but also suggest that some tenants vacating their homes after only a short time may be making a positive choice. They also emphasise that, in seeking to reduce early tenancy termination, social landlords should recognise the importance of improving mainstream housing management services and the condition of the housing stock, as well as attempting to address individual vulnerability through targeted support
