    Research and Science Today Journal is a publication founded in 2011 and it is dedicated to the students of all levels (license, master and doctoral) of faculties in the country and abroad. We want to offer the participants the opportunity to present their scientific works in the following areas: Social Sciences, Economic Sciences, Legal Sciences, Humanities, Education Sciences, Engineering, Medicine and Sport. This journal provides students the opportunity to create and / or to improve their abilities to write scientific papers. So each appearance (two appearances per year at which we can add supplements) contains a number of papers written by students, masters and doctoral from the faculties from the country or / and abroad. The journal promotes original studies contributing to the progress of knowledge and it is motivated by the need to address issues of theory and practice in the areas mentioned above. The Journal is a training means of the factors involved in the conceptualization, development, implementation and evaluation , aiming the formation of creative personalities who could be able to adapt through the changing conditions of life. Journal wants to be a forum for debates disciplinaries and interdisciplinaries theoretical topics, to become a research support, to leverage this work at regional, national and international levels. We believe that this gathering will enjoy the support from both parts of the researchers and of the practitioners, and will provide appropriate training sources held professional through the current problems

    The metropolitan area as a knee-jerk response to the multilevel governance and its derived national public decisions

    The paper objectifies the first part of a larger projects aiming at establishing a public decision-making map pertaining to the negative externalities in the framework of the economic approach of subsidiarity in the multilevel governance (the case of Romania). The first part of the larger research project refers to testing whether the economic theory of the European Union multilevel governance, with its core consisting in the subsidiarity principle, puts more pressure on the national public decisions (more specifically those related to specific market failures), though it interferes with all state’s functions and their specific decisions.Our research thesis begins by establishing whether the relationship between the local political elites and public governance at the level of towns and communes is considered a very straight forward, even obvious relationship. The political parties, by means of the publicly and democratically-elected officials (mayors and local council-members), make the most important decisions concerning public affairs (i.e. pertaining to a market failure examined by a second stage of the project).In an attempt to modernize the Romanian administrative system, to make public administration more dynamic, flexible and pro-active, the local political leaders decided the development of a new type of structure, the metropolitan area. The metropolitan areas, due to the constraints of the law, were established as associative organizations, composed of several administrative-territorial units.The paper at hand presents the establishment of the metropolitan areas in Romania as a political decision to associate towns and communes, in view of gaining access to better-performance instruments for local economic development. The emergence of the metropolitan areas in our country is strongly connected with the local political elites, the local political actors representing, in fact, the engine of the metropolitan structures and regional development.The research will focus on the comparative analysis between the metropolitan areas in Romania, in terms of their grounds for establishment, their composition, both from the organizational and the political viewpoints, and their role in the local/regional economic development.The case study employed in the research paper refers to the positioning of the metropolitan areas in Romania, in relation to the development regions, discussing the particularities of the metropolitan areas created with administrative structures within the same development region, as opposed to those comprising towns and communes belonging to different regions.Furthermore, an analysis will be performed with respect to the political belonging of the leadership of the towns and communes associated in metropolitan areas, attempting to identify the possible link between this political belonging and the decision to establish a specific metropolitan area.Finally, the authors will present the connection between the functionality of the metropolitan area (quickness of decisions, consultations between the towns and communes, unity of decisions) and the specific political parties in power in those administrative structures

    Covering the social costs of market failure – the unsub of the value added

    The article presents some of the conclusions of a larger research project aiming at creating a map of the decisions on negative externalities in the regional development and collaborative governing framework. The present regional development models that are focused on the sustainable development (human sustainability, social sustainability, economic sustainability, environmental sustainability) represent the result of the mechanisms quantifying the negative externalities costs on the local authorities’ level. The negative externalities represent an assigning criterion based on the subsidiarity principle, especially with regard to the “beggar thy neighbor” policies, namely the environmental pollution, and this provision is in itself a reason for the national economies to act in case of negative externalities. The public decision on covering the negative externalities, taken in accordance with the economic approach of subsidiarity pertaining to the multilevel governance provides a balanced solution for all the interested parties – citizens, economic agents and the government (who are designing a map for covering the social costs raised by the negative externalities , which must be in accordance with both the national and European decisions, but, at the same time, suspending this map whenever it is in conflict with these decisions cannot be an answer, thus leaving the social costs uncovered)

    Economic deglobalization: from hypothesis to reality

    Lately, a new term is used in international economic literature, namely “de-globalization” which has already sparked off numerous debates. As expected, some economists were quick to adopt it unhesitatingly, but others have labelled it as “absurd”, “superficial”, “simple”, “anachronistic” and even “counterproductive”. In fact, there are two diverging processes opposed to each other, both worth mentioning. First – globalization – with its multiple meanings and definitions, and the second – deglobalization – which is just beginning to find a place within the confines of concepts used in international economics literature. The issue is not to treat them only as antonyms, but rather to demonstrate the causal relation between them. We consider trying to measure deglobalization as an important step in determining the true meaning of such a phenomenon, or if it is real. Also, would be interesting to find out if deglobalization is really a long lasting trend, or just a short term turn in the evolution of the world economy. Using the “globalization index” and its components as a tool in this direction could be one of the potential solutions in defining the meaning of the new and complex changes which tends to shape the international economic relations and, after all, the international business environment. Although it is admitted not being a perfect tool, it could be a starting point in studying such a vast change. Therefore, the motivation of this article is to contribute to theoretical debates that bear on this new term, given that, as in the case of globalization itself, economists have not yet reached a consensus on the definition

    In Romania, the establishment of the market economy has required the elaboration and implementation of agricultural, alimentary and nutritional policies, based on scientific criteria, to ensure that the structure of Romanian agriculture would come close to that of the European Union agriculture. Agricultural policy needs to be coherent, flexible and directed towards the economic, social and environmental protection performance. Worldwide practice shows that empiric experience of economic agents does not suffice, but requires plenty of scientific knowledge. The hereby study undertakes to carry out a radiography of the production potential of agricultural operations in Romania and to demonstrate the need for improving practical information systems in agriculture and specialized industry

    Today, tomorrow’s success has to be planned and evaluated according to the principles of two major theories: complexity theory and chaos theory. Concepts of globalization and sustainable development require new rules related to contemporary (investment) performance. The goal of this paper is to highlight a sustainability-based approach on investment decision optimization. The empirical study conducted in this area by estimating the parameters of a PANEL data regression model, provides that the relation between socially responsible investments (SRI) and company’s performance is based indirectly on risk opportunities

    A Moderation effect of atmospheric conditions on PM2.5 traffic related concentration

    The paper highlights the contribution of the road traffic to PM2.5 air pollution, taking in consideration the atmospheric parameters. But, despite other studies, temperature and relative humidity are considered as moderating variable. The concentration of particulate matter is also influenced by local geography, urban structure, and streets shape. The case study was done in Bucharest, in an open area. The PM2.5 air concentration time series is proved stationary, an autoregressive model with two lags being tested. While the main effects of road traffic and humidity are significant, temperature has not a significant direct effect. But both moderators show interactive effects. The conditional effects are getting down with increase in temperature and humidity, due to changes in air dynamics and precipitation phenomena
