Guardianships vs. Special Needs Trusts, and Other Protective Arrangements: Ensuring Judicial Accountability and Beneficiary Autonomy
This article focuses on rising tensions and conflicts (perceived and actual) occurring among guardianships, special needs trusts (SNT) and other protective arrangements. The authors focus on three distinctly different applications, guiding participants through 1) Guardianship versus an SNT; 2) Supported decision-making versus an SNT; and 3) Guardianship versus other less restrictive options, including, but not limited to, an Achieving a Better Life Experience (ABLE) account, a representative payee, and a pooled SNT
ISO SWS Observations of H II Regions in NGC 6822 and I ZW 36: Sulfur Abundances and Temperature Fluctuations
We report ISO SWS infrared spectroscopy of the H II region Hubble V in NGC
6822 and the blue compact dwarf galaxy I Zw 36. Observations of Br alpha, [S
III] at 18.7 and 33.5 microns, and [S IV] at 10.5 microns are used to determine
ionic sulfur abundances in these H II regions. There is relatively good
agreement between our observations and predictions of S^+3 abundances based on
photoionization calculations, although there is an offset in the sense that the
models overpredict the S^+3 abundances. We emphasize a need for more
observations of this type in order to place nebular sulfur abundance
determinations on firmer ground. The S/O ratios derived using the ISO
observations in combination with optical data are consistent with values of
S/O, derived from optical measurements of other metal-poor galaxies.
We present a new formalism for the simultaneous determination of the
temperature, temperature fluctuations, and abundances in a nebula, given a mix
of optical and infrared observed line ratios. The uncertainties in our ISO
measurements and the lack of observations of [S III] lambda 9532 or lambda 9069
do not allow an accurate determination of the amplitude of temperature
fluctuations for Hubble V and I Zw 36. Finally, using synthetic data, we
illustrate the diagnostic power and limitations of our new method.Comment: 32 Pages total, including 6 encapsulated postscript figures (one with

Integral field near-infrared spectroscopy of II Zw 40
We present integral field spectroscopy in the near-infrared of the nearby
starburst galaxy IIZw40. Our new observations provide an unprecedented detailed
view of the interstellar medium and star formation of this galaxy. The
radiation emitted by the galaxy is dominated by a giant HII region, which
extends over an area of more than 400 pc in size. A few clusters are present in
this area, however one in particular appears to be the main source of ionizing
photons. We derive the properties of this object and compare them with those of
the 30 Doradus cluster in the Large magellanic cloud (LMC). We study the
spatial distribution and velocity field of different components of the
inetrstellar medium (ISM), mostly through the Bracket series lines, the
molecular hydrogen spectrum, and [FeII]. We find that [FeII] and H2 are mostly
photon excited, but while the region emitting [FeII] is almost coincident with
the giant HII region observed in the lines of atomic H and He, the H2 has a
quite different distribution in space and velocity. The age of the stellar
population in the main cluster is such that no supernova (SN) should be present
yet so that the gas kinematics must be dominated by the young stars. We do not
see, in the starbursting region, any geometrical or dynamical structure that
can be related to the large scale morphology of the galaxy.Comment: Accepted for publication on A&
Atomic Processes in Planetary Nebulae and H II Regions
Spectroscopic studies of Planetary Nebulae (PNe) and H {\sc ii} regions have
driven much development in atomic physics. In the last few years the
combination of a generation of powerful observatories, the development of ever
more sophisticated spectral modeling codes, and large efforts on mass
production of high quality atomic data have led to important progress in our
understanding of the atomic spectra of such astronomical objects. In this paper
I review such progress, including evaluations of atomic data by comparisons
with nebular spectra, detection of spectral lines from most iron-peak elements
and n-capture elements, observations of hyperfine emission lines and analysis
of isotopic abundances, fluorescent processes, and new techniques for
diagnosing physical conditions based on recombination spectra. The review is
directed toward atomic physicists and spectroscopists trying to establish the
current status of the atomic data and models and to know the main standing

(Im)possibilities of Autonomy:? Social Movements In and Beyond Capital, the State and Development
In this paper we interrogate the demand and practice of autonomy in social movements. We begin by identifying three main conceptions of autonomy: (1) autonomous practices vis-à-vis capital; (2) self-determination and independence from the state; and (3) alternatives to hegemonic discourses of development. We then point to limits associated with autonomy and discuss how demands for autonomy are tied up with contemporary re-organizations of: (1) the capitalist workplace, characterized by discourses of autonomy, creativity and self-management; (2) the state, which increasingly outsources public services to independent, autonomous providers, which often have a more radical, social movement history; and (3) regimes of development, which today often emphasize local practices, participation and self-determination. This capturing of autonomy reminds us that autonomy can never be fixed. Instead, social movements' demands for autonomy are embedded in specific social, economic, political and cultural contexts, giving rise to possibilities as well as impossibilities of autonomous practices
