Probing the Solar Atmosphere Using Oscillations of Infrared CO Spectral Lines
Oscillations were observed across the whole solar disk using the Doppler
shift and line depth of spectral lines from the CO molecule near 4666~nm with
the National Solar Observatory's McMath/Pierce solar telescope. Power,
coherence, and phase spectra were examined, and diagnostic diagrams reveal
power ridges at the solar global mode frequencies to show that these
oscillations are solar p-modes. The phase was used to determine the height of
formation of the CO lines by comparison with the IR continuum intensity phase
shifts as measured in Kopp et al., 1992; we find the CO line formation height
varies from 425 < z < 560 km as we move from disk center towards the solar limb
1.0 > mu > 0.5. The velocity power spectra show that while the sum of the
background and p-mode power increases with height in the solar atmosphere as
seen in previous work, the power in the p-modes only (background subtracted)
decreases with height, consistent with evanescent waves. The CO line depth
weakens in regions of stronger magnetic fields, as does the p-mode oscillation
power. Across most of the solar surface the phase shift is larger than the
expected value of 90 degrees for an adiabatic atmosphere. We fit the phase
spectra at different disk positions with a simple atmospheric model to
determine that the acoustic cutoff frequency is about 4.5 mHz with only small
variations, but that the thermal relaxation frequency drops significantly from
2.7 to 0 mHz at these heights in the solar atmosphere
IR spectroscopy of COmosphere dynamics with the CO first overtone band
We discuss observations of the weak first overtone CO absorption band near
2300 nm with the U.S. National Solar Observatory Array Camera (NAC), a modern
mid-infrared detector. This molecular band provides a thermal diagnostic that
forms lower in the atmosphere than the stronger fundamental band near 4600 nm.
The observed center-to-limb increase in CO line width qualitatively agrees with
the proposed higher temperature shocks or faster plasma motions higher in the
COmosphere. The spatial extent of chromospheric shock waves is currently at or
below the diffraction limit of the available C0 lines at existing telescopes.
Five minute period oscillations in line strength and measured Doppler shifts
are consistent with the p-mode excitation of the photospheric gas. We also show
recent efforts at direct imaging at 4600 nm. We stress that future
large-aperture solar telescopes must be teamed with improved, dynamic
mid-infrared instruments, like the NAC, to capitalize on the features that

Rotation of the solar convection zone from helioseismology
Helioseismology has provided very detailed inferences about rotation of the
solar interior. Within the convection zone the rotation rate roughly shares the
latitudinal variation seen in the surface differential rotation. The transition
to the nearly uniformly rotating radiative interior takes place in a narrow
tachocline, which is likely important to the operation of the solar magnetic
cycle.The convection-zone rotation displays zonal flows, regions of slightly
more rapid and slow rotation, extending over much of the depth of the
convection zone and converging towards the equator as the solar cycle
progresses. In addition, there is some evidence for a quasi-periodic variation
in rotation, with a period of around 1.3 yr, at the equator near the bottom of

Expression of IGF2R, IGF2, TGFß, and uPAR in a rat model of obesity /
Includes vita.We tested the hypothesis that induction of obesity in lean Long Evans Tokushima Otsuka (LETO) and obesity-prone Otsuka Long Evans Tokushima Fatty (OLETF) would cause the insulin growth factor 2 receptor (IGF2R) and factors it regulates, including insulin growth factor 2 (IGF2), transforming growth factor beta (TGFB), and urokinaseplasminogen receptor (uPAR) to be changed in expression away from a pro-angiogenic state. This would arise from an increase in IGF2R and TGFB, and a decrease in IGF2 and uPAR. LETO and OLETF rats were raised from age 4 to 32 weeks, with each strain subdivided into a control diet (CON) and high fat diet (HFD) group. We also raised a cohort of OLETF HFD rats which either underwent weight control interventions (exercise training (EX) or calorie restriction (CR)) or did not undergo intervention (sedentary (SED)). Interventions began at age 20 weeks and continued until 32 weeks. We found significant increases in both body weight and body fat percentage, and in decrease in capillarity in both biceps brachii (BB) and vastus lateralis (VL) muscle, in comparing non-obese to obese animals (p less than 0.05). When examining diet and strain induction of obesity, we found significant increases in body weight and body fat percentage from control lean animals, but with no significant change in capillarity. We did not observe any significant effects on body weight or body fat percentage in EX or CR relative to SED. We observed multiple significant changes in skeletal and adipose feed arteries with obesity induction on IGF2R, IGF2, TGF, and uPAR. However, most of these changes did not occur in accordance with our hypothesis. Overall, we find LETO and OLETF rats to be a viable model for examining mechanisms driving changes in tissue capillarity in obesity, and that the IGF2R system we proposed does not appear to agree with the data. Spectropolarimetric observations of the Ca II 8498 A and 8542 A lines in the quiet Sun
The Ca II infrared triplet is one of the few magnetically sensitive
chromospheric lines available for ground-based observations. We present
spectropolarimetric observations of the 8498 A and 8542 A lines in a quiet Sun
region near a decaying active region and compare the results with a simulation
of the lines in a high plasma-beta regime. Cluster analysis of Stokes V profile
pairs shows that the two lines, despite arguably being formed fairly close,
often do not have similar shapes. In the network, the local magnetic topology
is more important in determining the shapes of the Stokes V profiles than the
phase of the wave, contrary to what our simulations show. We also find that
Stokes V asymmetries are very common in the network, and the histograms of the
observed amplitude and area asymmetries differ significantly from the
simulation. Both the network and internetwork show oscillatory behavior in the
Ca II lines. It is stronger in the network, where shocking waves, similar to
those in the high-beta simulation, are seen and large self-reversals in the

Der deutsche und der französische Weg aus der Finanzkrise
1. Während der Finanzkrise entschloss sich die Europäische Union zu unterschiedlichen Rettungsmaßnahmen auf finanzpolitischer und monetärer Ebene. Dabei konnten sich französische Traditionen der Finanz- und Wirtschaftspolitik stärker durchsetzen als deutsche. 2. Bereits in ihren Ausgangspositionen zur Europäischen Währungsunion bestanden zwischen Frankreich und Deutschland große Divergenzen. Das französische Konzept einer verstärkten Kooperation der Euro-Mitgliedstaaten stellte in der aktuellen Krisenpolitik hingegen eine bessere Grundlage für das gemeinsame Handeln dar als die deutsche „Regelpräferenz“. 3. Im Verlauf der Verhandlungen waren beide Seiten bereit, Kompromisse einzugehen. So erhielt Deutschland von Frankreich Unterstützung bei der Einführung schärferer Sanktionen im Fall wiederholter Verletzung der EU-Stabilitätskriterien, und Frankreich lockerte seinen Widerstand gegenüber einer geordneten Staatsinsolvenz für überschuldete Euro-Mitgliedstaaten. 4. Im Hinblick auf die weitere Entwicklung neuer Mechanismen zur Krisenbewältigung und die Konkretisierung einer europäischen Wirtschaftsregierung wird sich zeigen, inwieweit Deutschland und Frankreich es schaffen, als Motor für die europäische Finanzpolitik zusammenzuarbeiten.1. Throughout this process, French financial and economic political traditions proved to be more influential than German approaches. 2. There were already important differences between the initial French and German positions towards a monetary union. French support for reinforced cooperation among members of the EU constituted a better foundation for common action to address the politics of the crisis than German support for standardization. 3. During negotiations, both sides were willing to compromise. France supported German efforts to introduce stricter sanctions for violations of the European stability criteria, and eased resistance to regulated state insolvency for members of the Eurozone with excessive debt. 4. With regards to the further development of new mechanisms to deal with crises and the concrete establishment of a European economic government, it remains to be seen whether Germany and France will be able to collaborate as a motor for European financial policy
Währungsunion ohne politische Union?
"Diese Studie beruht auf einer Untersuchung der ersten zweieinhalb Jahre gemeinsamer Geld- und Stabilitätspolitik in der Wirtschafts- und Währungsunion (WWU), seit der Einführung der Gemeinsamen Währung am 1. Januar 1999. Wechselkurspolitik und Außenvertretung des Euro wurden nicht behandelt. In einem darstellenden Teil (im Text und in einem umfangreichen Anhang) gibt sie auf dem aktuellsten Stand des Frühjahrs 2001 detaillierte Überblicke über: Rechte und Pflichten der verschiedenen EU-Mitgliedstaaten in den Gremien und Verfahren der WWU, von Ecofin-Rat bis Stabipakt; die Abfolge und die Verfahren der WWU-Koordinierung in Haushalts-, Wirtschafts- und Beschäftigungspolitik, inkl. der Beiträge der verschiedenen Institutionen und Mitgliedstaaten wie auch der Regeln etwa zum sogenannten Cardiff- oder zum Lissabon-Prozess; die Rolle und Verfahren der verschiedenen EU-Gremien in der Defizitkontrolle und der Wechselkurspolitik der WWU. In einem analytischen Teil zeigt sie, daß die mit der WWU bis 1999 geschaffenen Institutionen und Verfahren ein solides wirtschaftspolitisches Gerüst für Funktionsfähigkeit und Stabilität des neuen gemeinsamen Geldes ergeben. Zusammen mit dem umfangreichen Acquis in den benachbarten Integrationsfeldern der EU, vor allem dem Binnenmarkt, bilden sie einen zuverlässigen Rahmen für den Euro, der keine weiteren ausdrücklichen Integrationsschritte in Richtung Politischer Union mehr erfordert. Verbesserungen sind natürlich trotzdem anzuraten: stabilitätspolitisch am wichtigsten wäre es dafür zu sorgen, daß Staatsverschuldung am Finanzmarkt sich bei Überschreitung der Stabilitätskriterien spürbar verteuert. Dafür wird ein Vorschlag gemacht. Aber auch weitere Öffnung des Binnenmarktes bleibt sehr wichtig. Der Euro nötigt dagegen als solcher nicht zu einer Stärkung demokratischer Verfahren in der WWU. Damit sind die Eurostaaten also nicht auf eine Euro-bestimmte Integrationsbahn gezwungen. Sie behalten zusammen mit den anderen Mitgliedern die Freiheit weiterer Gestaltung, ob das Konsolidierung oder Vertiefung der Integration, oder bessere Kompetenzverteilung zwischen EU und Mitgliedstaaten betrifft. Auch besondere Zusammenarbeit zu Themen und mit Partnern ihrer Wahl bleibt ihnen möglich, einschließlich der Wirtschaftspolitik. Diese Studie zeigt aber auch, daß im neuen Politikfeld WWU auf die verschiedenen Akteure (etwa Ecofinrat, Eurogruppe, Europäischer Rat und Kommission) starke politische Reize wirken, ihre eigene Rolle zu stärken und die Themenfelder bis hin zur EU-Außenpolitik auszuweiten. Die Folgen sind in der WWU-Politik zunehmende Themenvielfalt, Zuständigkeitsverwischung und Intransparenz, auch ungewollte Tendenzen zur Kompetenzerweiterung. Wenn die Mitgliedstaaten die o.a. Gestaltungsfreiheit bewahren und künftig in planvoller Weise nutzen wollen, dann sollten sie hier und heute für mehr Konsolidierung der Verfahren und Kompetenzen in der WWU sorgen." (Autorenreferat
