    ASEAN SECURITY COOPERATION: NTS AND WMD/CBRN

    This thesis examines the developing response of the Association of Southeast Asian Nations (ASEAN) toward weapons of mass destruction (WMD) and the chemical, biological, radiological, and nuclear (CBRN) range of threats as a case study of its approach to non-traditional security issues. Over the past two decades, ASEAN-led WMD/CBRN cooperation largely emphasized rhetoric, dialogue, treaties, and confidence-building measures, which were especially notable in the ASEAN Regional Forum (ARF). Although ASEAN leaders previously expressed their support toward international cooperation, they initially limited their activities to diplomacy, which frustrated their extra-regional partners. However, ASEAN’s activities within the last few years indicate that it has become more inclined toward developing the capabilities necessary for disrupting threat WMD proliferation efforts and responding to potential WMD/CBRN incidents. In 2018, defense leaders and practitioners of the ASEAN Defense Ministers Meeting established the Network of ASEAN Chemical, Biological, and Radiological Defense Experts, or the “ASEAN CBR Network.” The following year, the ARF heads of state planned to conduct a tabletop exercise to address WMD disarmament, non-proliferation, and capability generation. This thesis reveals that ASEAN’s approach to region-specific WMD/CBRN security challenges is changing, although this shift has been mostly from diplomacy to consultation, education, and limited exercise planning.Captain, United States ArmyApproved for public release.     Impact of School Calendar on Academic Performance: A Comparative Study of the Year-Round and Traditional Calendars

    Educational provisions enacted at the national level impact states by requiring a priority on improving the academic performance of students. Leaders in educational settings strive to implement changes that will aid in closing achievement gaps and increase academic achievement. The goal of this quantitative study was to determine if differences exist on fifth grade students’ performance on reading and mathematics assessments between schools on full-year calendars and schools on traditional 9-month calendars for years 2016-2017, 2017-2018, and 2018-2019. Although statistically significant differences were not found, results inform decision-making pertinent to time allocated for student learning. Results can be considered by district and campus administrators to support and encourage initiatives which focus on designated instructional time to target students’ academic needs

    Preliminary Testing of a Pressurized Space Suit and Candidate Fabrics Under Simulated Mars Dust Storm and Dust Devil Conditions

    In August 2009 YAP Films (Toronto) received permission from all entities involved to create a documentary film illustrating what it might be like to be on the surface of Mars in a space suit during a dust storm or in a dust devil. The science consultants on this project utilized this opportunity to collect data which could be helpful to assess the durability of current space suit construction to the Martian environment. The NDX?1 prototype planetary space suit developed at the University of North Dakota was used in this study. The suit features a hard upper torso garment, and a soft lower torso and boots assembly. On top of that, a nylon-cotton outer layer is used to protect the suit from dust. Unmanned tests were carried out in the Martian Surface Wind Tunnel (MARSWIT) at the NASA Ames Research Center, with the suit pressurized to 10 kPa gauge. These tests blasted the space suit upper torso and helmet, and a collection of nine candidate outer layer fabrics, with wind-borne simulant for five different 10 minute tests under both terrestrial and Martian surface pressures. The infiltration of the dust through the outer fabric of the space suit was photographically documented. The nine fabric samples were analyzed under light and electron microscopes for abrasion damage. Manned tests were carried out at Showbiz Studios (Van Nuys, CA) with the pressure maintained at 20?2 kPa gauge. A large fan-created vortex lifted Martian dust simulant (Fullers Earth or JSC Mars?1) off of the floor, and one of the authors (Lee) wearing the NDX?1 space suit walked through it to judge both subjectively and objectively how the suit performed under these conditions. Both the procedures to scale the tests to Martian conditions and the results of the infiltration and abrasion studies will be discussed

    Increasing compliance with wearing a medical device in children with autism

    Health professionals often recommend the use of medical devices to assess the health, monitor the well-being, or improve the quality of life of their patients. Children with autism may present challenges in these situations as their sensory peculiarities may increase refusals to wear such devices. To address this issue, we systematically replicated prior research by examining the effects of differential reinforcement of other behavior (DRO) to increase compliance with wearing a heart rate monitor in 2 children with autism. The intervention increased compliance to 100% for both participants when an edible reinforcer was delivered every 90 s. The results indicate that DRO does not require the implementation of extinction to increase compliance with wearing a medical device. More research is needed to examine whether the reinforcement schedule can be further thinned

    Towards a framework for critical citizenship education

    Increasingly countries around the world are promoting forms of "critical" citizenship in the planned curricula of schools. However, the intended meaning behind this term varies markedly and can range from a set of creative and technical skills under the label "critical thinking" to a desire to encourage engagement, action and political emancipation, often labelled "critical pedagogy". This paper distinguishes these manifestations of the "critical" and, based on an analysis of the prevailing models of critical pedagogy and citizenship education, develops a conceptual framework for analysing and comparing the nature of critical citizenship

    Maladaptive behaviors are linked with inefficient sleep in individuals with developmental disabilities

    The purpose of the current study was to assess the relations between nightly sleep patterns and the frequency of daily maladaptive behavior. Antecedent and consequential relations between sleep patterns and behavior were evaluated with time series analysis. Sleep efficiency and maladaptive behavior were determined for 20 female residents of an institutional care facility for adults with developmental disabilities. Daily maladaptive behavioral data and nightly sleep/awake logs were collected for 4 months for each participant. Efficient sleep patterns were significantly associated with lower frequencies of maladaptive behaviors. All lagged cross-correlations 8 days before and 8 days after an evening of sleep were significant. These findings suggested that inefficient sleep was associated with increased maladaptive behaviors and that the lagged associations reflected a chronic but not an acute linkage between sleep and behavior

    This paper discusses several hierarchical and sequential reduction options, including Balderston's budgetary strategies and this author's curricular change options. The latter are based on data gathered in a 1979-80 survey of 46 states on patterns of program reduction. Having introduced various reduction categories, the paper then focuses on the institutional shrinkage process currently being implemented at the University of Michigan. Four specific strategies are being discussed: (1) across-the-board cuts, (2) reduction of nonacademic programs; (3) long-range faculty reduction procedures, and (4) program discontinuance. A host of potential problems regarding the elimination of academic programs is described.     An Evaluation of Parent Preference for Prompting Procedures

    Parent participation in intervention can enhance intervention efficacy and promote generalization of skills across settings. Thus, parents should be trained to implement behavioral interventions. The purpose of the current investigation was to evaluate parent preference for and acceptability of 3 commonly used prompting procedures. We trained parents of children with disabilities to use 3 empirically validated prompting strategies (i.e., least‐to‐most, most‐to‐least, and a progressive‐prompt delay). Once the parent reached the mastery criteria with each prompting procedure, we evaluated his/her preference for each of the procedures using a concurrent‐chains arrangement. We also measured treatment acceptability of all procedures throughout the study. All participants met the mastery criteria for each of the prompting procedures and showed a preference for least‐to‐most prompting. Results suggest parents\u27 acceptability of procedures prior to training were different than posttraining/post‐child practice. In addition, acceptability rating scores obtained at the end of the investigation corresponded to preference of intervention during the concurrent‐chains arrangement. The results demonstrate the benefits of objective measures for studying preference for behavioral, skill‐acquisition procedures

    Catalysis over zinc-incorporated berlinite (ZnAlPO4) of the methoxycarbonylation of 1,6-hexanediamine with dimethyl carbonate to form dimethylhexane-1,6-dicarbamate

    <p>Abstract</p> <p>Background</p> <p>The alkoxycarbonylation of diamines with dialkyl carbonates presents promising route for the synthesis of dicarbamates, one that is potentially 'greener' owing to the lack of a reliance on phosgene. While a few homogeneous catalysts have been reported, no heterogeneous catalyst could be found in the literature for use in the synthesis of dicarbamates from diamines and dialkyl carbonates. Because heterogeneous catalysts are more manageable than homogeneous catalysts as regards separation and recycling, in our study, we hydrothermally synthesized and used pure berlinite (AlPO<sub>4</sub>) and zinc-incorporated berlinite (ZnAlPO<sub>4</sub>) as heterogeneous catalysts in the production of dimethylhexane-1,6-dicarbamate from 1,6-hexanediamine (HDA) and dimethyl carbonate (DMC). The catalysts were characterized by means of XRD, FT-IR and XPS. Various influencing factors, such as the HDA/DMC molar ratio, reaction temperature, reaction time, and ZnAlPO<sub>4</sub>/HDA ratio, were investigated systematically.</p> <p>Results</p> <p>The XRD characterization identified a berlinite structure associated with both the AlPO<sub>4 </sub>and ZnAlPO<sub>4 </sub>catalysts. The FT-IR result confirmed the incorporation of zinc into the berlinite framework for ZnAlPO<sub>4</sub>. The XPS measurement revealed that the zinc ions in the ZnAlPO<sub>4 </sub>structure possessed a higher binding energy than those in ZnO, and as a result, a greater electron-attracting ability. It was found that ZnAlPO<sub>4 </sub>catalyzed the formation of dimethylhexane-1,6-dicarbamate from the methoxycarbonylation of HDA with DMC, while no activity was detected on using AlPO<sub>4</sub>. Under optimum reaction conditions (i.e. a DMC/HDA molar ratio of 8:1, reaction temperature of 349 K, reaction time of 8 h, and ZnAlPO<sub>4</sub>/HDA ratio of 5 (mg/mmol)), a yield of up to 92.5% of dimethylhexane-1,6-dicarbamate (with almost 100% conversion of HDA) was obtained. Based on these results, a possible mechanism for the methoxycarbonylation over ZnAlPO<sub>4 </sub>was also proposed.</p> <p>Conclusion</p> <p>As a heterogeneous catalyst ZnAlPO<sub>4 </sub>berlinite is highly active and selective for the methoxycarbonylation of HDA with DMC. We propose that dimethylhexane-1,6-dicarbamate is formed <it>via </it>a catalytic cycle, which involves activation of the DMC by a key active intermediate species, formed from the coordination of the carbonyl oxygen with Zn(II), as well as a reaction intermediate formed from the nucleophilic attack of the amino group on the carbonyl carbon.</p
